Franklin rural halls funding for 2024/2025

That the Franklin Local Board:

a)   ohia / endorse five-year operational plans from the following Franklin community-owned rural halls in tranche four (Attachments A, B, C and D):

i)     Buckland Hall

ii)    Grahams Beach Settlers Hall

iii)   Pukeoware Hall

     iv)   Ramarama Hall

b)   whakaae / agree that the above five-year operational plans for rural halls in tranche four will be used as the basis for funding decisions in financial year 2024/2025

c)   whakaae / approve funding all Franklin rural hall committees managing council-owned halls in 2024/2025 according to the following thresholds (option two in the report):

i)     fund 100 per cent of expenses as identified in five-year operational plans where hall committees have existing reserves of over $35,000

ii)    retain the $50,000 funding reserves threshold for zero payment

iii)   provide additional funding of $5,000 each for Ararimu, Buckland, Pollok and Ramarama halls to assist with their transition to paying for insurance premiums

a)       whakaae / approve the proposed concept design for the Ahi-Pūmau - Jutland Road Recreation Reserve as per Attachment A of the agenda report

b)      tono/ request that staff assess environmental risks when confirming a surface treatment for the play area and balance these with accessibility and maintenance outcomes, and note the board’s concern about leaching and degradation of plastics from surfacing materials

c)       tono / request that staff investigate fencing the playground,  and report back with costings, noting the board’s and community’s concerns regarding playgrounds next to busy roads.

Proposed new community ground lease to Waiuku Museum Society Incorporated at Tamakae Reserve, 15 King Street, Waiuku

That the Franklin Local Board:

a)      karaati / grant under the Local Government Act 2002, a new community lease to Waiuku Museum Society Incorporated for 1,096 square meters (more or less) located at 15 King Street, Waiuku on the land legally described as Part Lot 1 and Lot 2 Deposited Plan 24653 held in Record of Title NA1181/82 and section 2 SO 579606 (Attachment A – Site Plan) subject to the following terms and conditions:

i)    term – 10 years, commencing 1 October 2024, with one 10-year right of renewal

ii)   rent – $1 plus GST per annum

iii)  Community Outcomes Plan - to be appended to the lease as a schedule of the lease agreement (Attachment B – Community Outcomes Plan)

b)      whakaae / approve all other terms and conditions to be in accordance with the Local Government Act 2002, the Auckland Council Community Occupancy Guidelines 2012 (Updated July 2023), and the Auckland Council standard form community lease agreement

c)      tuhi ā-taipitopito / note that notification to iwi for Auckland Council’s intention to grant a new community lease has been undertaken, and no responses were received

d)      tuhi ā-taipitopito / note that public notification is not required as the lease is listed in the adopted “Tamakae Reserve Management Plan September 2010”.

Renewal of lease and rent review for Waiuku Netball Centre Incorporated at 56 Kitchener Road, Waiuku

That the Franklin Local Board:

a)      tautoko / supports the renewal of the community lease to Waiuku Netball Centre Incorporated for 9,898 square meters (more or less) located at 56 Kitchener Road, Waiuku on the land legally described as Part Lot 1 Deposited Plan 60293 held in Record of Title NA16A/1176 subject to the following terms and conditions:

i)    renewal term – 10 years, commencing 1 July 2020, reaching final expiry on 30 June 2030

ii)   rent – $1.00  (plus GST) per annum

iii)  consider the level of rent payable from the next rent review date of 1 July 2025

b)      tuhi ā-taipitopito / note all other terms and conditions as outlined in the lease agreement executed on 1 April 2001, the variation executed on 19 August 2000 and the renewal and variation agreement executed on 17 June 2010.

a)      karāti / grant under Section 54(1)(b) of the Reserves Act 1977, a new community ground lease to:

i)       term – 10 years, commencing 1 October 2024, with one 10 year right of renewal, reaching final expiry on 30 September 2044

ii)      rent – $1 per annum

b)      whakaae / approve all other terms and conditions to be in accordance with the Reserves Act 1977, the Auckland Council Community Occupancy Guidelines 2012 (Updated July 2023), and the Auckland Council’s standard community lease agreement

c)      tuhi ā-taipitopito / note that iwi engagement for Auckland Council’s intention to grant a new community ground lease has been undertaken

d)      tuhi ā-taipitopito / note that public notification is not required as the land is held as a classified local purpose reserve.

Thriving Rangatahi

That the Franklin Local Board:

a)      ohia / endorse Thriving Rangatahi with the following feedback:

i)           ohia / endorse future Council investment in rangatahi having an equity lens, targeting support to those who are most disadvantaged or face a disproportionate amount of barriers to thrive, including spatial isolation from Auckland Council and wider wellbeing facilities and services such as public transport, libraries, schools, recreational facilities and medical services

ii)         tuhi ā-taipitopito / note that according to the Rangahau te Korou o te Ora/ Quality of Life Survey 2022 respondents were more likely to report a lower quality of life in certain areas in Auckland, in particular the West and South, and the strategy needs to have clear deliverables on how to address this disparity

iii)        tuhi ā-taipitopito / note that this is a regional focus however suggest that the strategy needs to more overtly recognise that the region also includes a variety of perspectives and experiences that differ e.g. rural experiences. Strategy should enable localised community delivery that reflect local perspectives if it is to be effective

iv)        tono / request that unreliable internet and distance from council information centres like libraries and community centres is a barrier to civic participation for many youth in Franklin local board area  be considered when finding innovative ways for youth to have their voice heard and engage with council, and to benefit from community services

v)          tono / request that access to public transport options is a barrier to civic participation for many youth in Franklin local board area be considered when finding innovative ways for youth to have their voice heard and engage with council, and to benefit from community services that underpin well-being

vi)        tuhi ā-taipitopito / note that improving how we communicate with youth should be incorporated into the strategy. The board considers that youth to youth communication and using channels favoured by young people is the most effective approach and recommends that this sort of approach be progressed

Franklin local board feedback on the draft Southern Rural Strategy

 

Resolution number FR/2024/117

MOVED by Deputy Chairperson A Cole, seconded by Chairperson A Fulljames:  

That the Franklin Local Board:

a)                whakarite / provide the following feedback on the draft Southern Rural Strategy

i)           ohia / endorse the development of a Southern Rural Strategy, noting that rural Auckland contributes significantly to regional well-being, particularly in terms of food security, the natural environment and recreational amenity and it is critical that Auckland Council actively and strategically considers the rural south in the development of policy, planning and investment programmes at the regional level

ii)          tuhi ā-taipitopito / note that the challenges and opportunities identified in the development of the draft Southern Rural Strategy reflect the challenges and opportunities highlighted in successive Franklin Local Board plans, and recommend that the organisation continue to refer to the Franklin Local Board plan and the Franklin Local Board when developing initiatives to deliver on strategic priorities

iii)        tuhi ā-taipitopito / note that the development of the Southern Rural Strategy is an opportunity to quantify and analyse the issue of deprivation through isolation i.e. where this is most prevalent and consequential impacts. The board notes that this will be useful to the organisation in terms of planning for and addressing equitable and effective service delivery

iv)        tuhi ā-taipitopito / note that a regional preference for compact urban form is creating well-being issues for Franklin communities. The board recommends this issue be addressed through the strategy. For example, the board considers that the organisation could actively manage greenfield design, including roading design, in a similar way that it has managed city centre design and development, and in a way the reflects services and experiences in the rural south

v)          tuhi ā-taipitopito / note that articulation of southern rural considerations is essential in enabling Auckland Council elected members and staff to effectively participate in unitary plan changes, national policy changes, private plan change processes and appeals. The Southern Rural strategy must anticipate this application of this strategy within its scope

vi)        tuhi ā-taipitopito / note that urban land costs and constrictions is having an impact on rural land use. Rural land is being used for non-rural commercial activities such as heavy vehicle storage which is having unmanaged environmental and community well-being consequences. Land-use management is a strategic issue that the board considers should be actively addressed in the strategy. 

vii)       tuhi ā-taipitopito / note that logging is considered a rural activity and is therefore not controlled. This activity does however have consequences on roading network (safety and maintenance), recreational amenity and quality of life. The board considers the impact of permitted activities such as logging alongside the impact and opportunity from consented activities such as quarry activities. Both forms of activity are acknowledged as critical to the regional outcomes.

viii)  tuhi ā-taipitopito / note that the majority of Auckland’s recreational boat ramps are in rural areas, and the regional use of these facilities has an impact on both resources e.g. roading network and maintenance, pressure on adjacent public reserves and public infrastructure, water quality etc. The board notes that Auckland does not have a marine facilities network plan or policy and suggests that this be considered by the Southern Rural Strategy

ix)        tuhi ā-taipitopito / note that tourism is also a non-rural activity that has impacts on rural areas. Council investment is informed by residential population and does not reflect demand on facilities and services in peak times. This issue should be considered in the Southern Rural Strategy to trigger a planning and resourcing response to challenge (Auckland Council) and opportunity (Tātaki Auckland Unlimited)

x)          tuhi ā-taipitopito / note that greenfield development in the rural south is leading to a series of private wastewater management systems. This ‘Peppercorn development’ of waste water infrastructure is a concern in terms of environmental impact and community health must be considered as an issue in developing the southern rural strategy

xi)        tuhi ā-taipitopito / note that the development of the Southern Rural Strategy is an opportunity to educate and inform Auckland Council, Council Controlled Organisations and potential partners on the issues and opportunities in Auckland’s Rural South and in doing so influence fit for purpose, efficient and effective service delivery and facility provision

xii)       tuhi ā-taipitopito / note that the development of the Southern Rural Strategy is an opportunity to develop a useful platform for Council advocacy to government departments on access to nationally managed services e.g. education and health services

xiii)     tuhi ā-taipitopito / note that reverse sensitivity is an ongoing issue facing rural production activities and should be more strongly considered in the planning and development of Auckland to enable rural activity to continue

xiv)   tuhi ā-taipitopito / note that Kingseat and Karaka Villages are not “low to no growth” and should be classified as small to moderate growth
