Resolution number GBI/2024/110 MOVED by Member P O'Shea, seconded by Member L Caine: That the Aotea / Great Barrier Local Board: a) whiwhi / receive the September 2024 quarterly update on the Kōkiri / Local Board Transport Agreement 2024-2025. b) list the following feedback in regards to the proposed speed limit reductions being introduced under the ‘alternative method’ being a whole-of-island base limit of 60 kph, with a 40 kph limit in areas with high pedestrian activity: i) tuhi ā-taipitopito / note that the local board and community have been advocating for safer speed measures since 2014 which resulted in the lowering of speeds around the schools and marae ii) tuhi ā-taipitopito / note local board and community support for the introduction of speed limits through the Auckland Transport Katoa Ka Ora speed management programme consultation (recorded on the 24 October 2023 business meeting agenda resolution # GBI/2023/110) iii) tuhi ā-taipitopito / note that the rollout of the Katoa Ka Ora programme was placed on hold due to central government consulting in June 2024 on the Draft Land Transport Rule: Setting of Speed Limits 2024 which proposed seven changes included variable speed limits around schools and the reversal of many speed limits that may have been reduced since 2020 iv) tuhi ā-taipitopito / note the local board advocated to Auckland Transport in March 2024 and July 2024 to progress the Katoa Ka Ora programme speed limit changes v) tautoko / support Auckland Transport progressing the speed limit measures as stated in the Katoa Ka Ora programme of 40kph in village areas and 60kph across the island using the Alternative Method vi) tuhi ā-taipitopito / note the board preference for the Claris village 40kph speed zone to start from Blackwell Farm driveway and end at Sanderson Farm driveway as showing in the attached draft Hector Sanderson gateways map vii) tuhi ā-taipitopito / note that Auckland Transport will be visiting the island in the near future to review placements for signage and Local Board members are invited to be alongside them viii) tuhi ā-taipitopito / note that the introduction of variable speed limits around schools is a central government directive and will roll-out separately to any Katoa Ka Ora speed limit changes ix) tautoko / support the installation of simple lollipop speed signage in village areas with a threshold paint strip should the Alternative Method application be approved x) tautoko / support proactive messaging to inform the community of any speed limit changes xi) whakamihi / thank Beth Houlbrooke, Zara Ngawaka, Rhanae Ngawaka, Annie Ferguson and Ping Sim for progressing the Katoa Ka Ora speed limits changes with urgency and David Bolton for investigating speed reduction signage options for the village areas.
