6 Te Mihi | Acknowledgements
Chairperson A Poppelbaum acknowledged Long Bay College’s band Rumpus Machine for placing first in the band category at the Stand Up Stand Out finals held on 14 September 2024. This event showcased many of the emerging artists across the region and provides an important pathway in development for rangatahi, promoting song writing, dance performance excellence and a culture of music in schools throughout Tāmaki Makaurau.

b) tono / request that when a Māori name is provided for Centennial Park that signage is provided within the park that explains the Māori name as well as the historical naming of Centennial Park, as a partnership between Te Kete Rukuruku and Project ID 26400: Hibiscus and Bays - Settlement Stories Signage c) tautoko / support sole Māori names for the seven reserves listed in the table below:
d) whakarite / provide feedback to Te Kete Rukuruku staff of any sites that the local board wish to be considered for new bilingual signage and an interpretive text e) acknowledge the intent for Auckland Council to enter a mātauranga agreement that commits council to upholding the correct use of Māori names, and to use them only for purposes that have a community outreach or educational purpose (non-commercial use). |

Review of the Speed Limit on the Northern Motorway (State Highway 1) : Northern Gateway Toll Road and the Motorway from Ara Tūhono – Pūhoi to Warkworth |

Resolution number HB/2024/123 MOVED by Chairperson A Poppelbaum, seconded by Member S Mills: That the Hibiscus and Bays Local Board: a) That the Hibiscus and Bays Local Board provide the following feedback on New Zealand Transport Agency Waka Kotahi’s consultation ‘State Highway 1 Northern Gateway Toll Road and Ara Tūhono – Pūhoi to Warkworth Motorway speed limit review’: i) it was challenging to provide feedback to this consultation without the mention or further detail of impacts of the proposals ii) there is no analysis provided in the consultation material relating to the statistical likelihood of death or serious injuries moving the speed limit from 100km/h to 110km/h, which makes providing detail in the interest and safety of our residents extremely difficult iii) the major benefit signalled of the proposed speed limit changes is that it will result in a much faster journey, but we note that the travel time saved from Ōrewa to Warkworth would only be approximately one minute and 20 seconds iv) there are no proposed changes to the speed limit for heavy vehicles, which would remain at 90km/h so we are uncertain of how these proposals would grow the economy (as mentioned in Minister of Transport Simeon Brown’s Press Release on 31 August 2024 ‘110km/h speed limit proposed from Ōrewa to Warkworth’) v) we are pleased that the two sections of State Highway 1 were both built to a high safety standard and have delivered strong safety benefits to travellers with no deaths since the Northern Gateway Toll Road opened in 2019. |

Resolution number HB/2024/125 MOVED by Chairperson A Poppelbaum, seconded by Member J Parfitt: That the Hibiscus and Bays Local Board: a) ohia / endorse Thriving Rangatahi and provide the following feedback: i) the policy for Rangatahi should be developed to inform council core business practices, not to promote the development and funding of new activities that are appropriate for government departments such as the Ministry of Social Development and Oranga Tamariki ii) sports should have a greater focus in this document, noting the many thousands of Rangatahi who actively participate in and on Auckland Council facilities each week iii) the local board is eager to be involved in or lead any youth related pilot programmes relating to the implementation of Thriving Rangatahi. b) tono / request that there is a sufficient allocation of funds to support the equitable implementation of the policy throughout the region. |
