That the Waitākere Ranges Local Board:

a)           acknowledge the death of Judy Cooper. Judy was well known and respected for her help both locally and for Waitakere City.

She was a Māori elder assigned to carry out formal Māori welcomes for a number of years at Waitakere City Council chambers.

John Tamihere said about her:

"Whaea Judy was the anchor for our best of times and our worst of times. She officiated at countless baptisms, weddings and Tangi. At all hui she brought a presence of aroha and understanding. Somehow she had a gift of making us all believe we were good and could get along, when wrong was done, forgiveness was always available."

She was one of Pita Sharples' right hand ladies in terms of building Hoani Waititi Marae. She was an ordained minister and had blessed many babies of the marae and married many couples from Waititi over the years.

She has been described as being sharp tongued and had a great wit but never spoke ill of anyone.

She always put her hand out to support others.

She will be sorely missed

Proposed new community lease to the Royal New Zealand Plunket Trust located at 500 South Titirangi Road, Titirangi War Memorial Reserve

That the Waitākere Ranges Local Board:

a)      whakaae / approve a new community ground lease to the Royal New Zealand Plunket Trust for an area comprising 34m2 located at 500 South Titirangi Road, Titirangi War Memorial Hall, Titirangi War Memorial Reserve, subject to the following terms and conditions:

i)    term – five (years, commencing 28 August 2023), with one five-year right of renewal.

ii)   rent – $1.00 plus GST per annum

iii)  maintenance fee – $841.00 plus GST per annum

iv)  community outcomes plan - to be appended to the lease as a schedule of the lease agreement (as per Attachment A – Community Outcomes Plan).

v)   all other terms and conditions in accordance with the Local Government Act 2002, the Auckland Council Community Occupancy Guidelines 2012 (Updated July 2023), and the Auckland Council standard form community lease agreement.

MOVED by Deputy Chairperson M Clayton, seconded by Member L Manley:  

The Waitākere Ranges Local Board:

a)      ohia / endorse the approach to “nest” the council’s strategic priorities for children and young people under Ngā Hapori Momoho | Thriving Communities.

b)      ohia / endorse the five draft strategic priorities for children and young people,           recognising that there are connections across them all and the need to avoid a           siloed approach.

c)      whakaae / agree with the nine different ways Auckland Council can support the wellbeing of children and young people, noting the importance of building their capacity and capability to enable and empower them to advocate for themselves and design their own solutions.

d)      tautoko / support sharing best practice examples from around the region to leverage what is working well across the whole of council.

e)      tuhi ā-taipitopito / note the importance of on-going monitoring and evaluation to ensure that those facing the greatest disparities in outcomes are benefitting from Auckland Council’s investment in children and young people.

f)       tuhi ā-taipitopito / note the importance of socialising the strategy with staff across the whole of council to ensure there is a youth lens on council’s investment decisions and activities when projects and initiatives are designed.

g)      recommend a review of council consultation and engagement practices which are failing to connect with young people.

h)      urge council to consider steps to restrict the ability of vape shops to open within close proximity of school zones.

Chair's Report - Greg Presland

That the Waitākere Ranges Local Board:

a)      whiwhi / receive Chair Greg Presland’s September 2024 report.

b)      urge the Government and Auckland Council to fund the repairs of slips in road      reserves which are impacting residents’ abilities to access and use their homes.

c)      tono / request staff to report back on measures outside the Shoreline Adaption Plan to provide for adaption from change caused by global warming.

d)      urge the Government and Auckland Council to devise a system to provide relief to affected land owners who have, because of flood damage or slip damage, been placed in a position of having negative equity in their properties.
