TERMS OF REFERENCE
(Excerpt – full terms of reference available as a separate document)
The terms of reference set out the purpose, role and protocols of all Auckland Council demographic advisory panels. Panel members abide by the Code of Conduct for members of Auckland Council advisory panels.
Purpose
As one of council’s engagement mechanisms with diverse communities, the demographic advisory panels provide advice to the governing body and council staff within the remit of the Auckland Plan on the following areas:
· Auckland Council’s regional policies, plans and strategies
· regional and strategic matters including those that Council-Controlled Organisations deal with
· any matter of particular interest or concern to diverse communities.
Outcomes
The panel’s advice will contribute to improving the outcomes of diverse communities and social cohesion as set out in the Auckland Plan. The panels will advise through their agreed strategic agenda and detailed work programme.
Strategic agenda and work programme
The panel must develop a work programme and set a strategic agenda for the term. The agendas should be focused and integrated across the panels for collaborative input into shared agendas, particularly in relation to the Auckland Plan, the Long-term Plan and regional policies. The panels should advise on council’s operational and organisational strategies relevant to diverse communities.
The panels may also consider whether they wish to choose, shape and support a project they feel passionate about as part of their work programme.
The governing body and council staff should work with the panels for the development of their strategic agendas and work programme. The Planning, Environment and Parks Committee will approve the panel’s work programme and any subsequent major changes to it.
Submissions
The panel cannot make formal submissions to Auckland Council on council strategies, policies and plans, for example, the annual plan. However, the panel may be asked for informal feedback during a consultative process.
In its advisory role to the council, the panels may have input to submissions made by the council to external organisations but do not make independent submissions, except as agreed with the council.
This does not prevent individual members being party to submissions outside their role as panel members.
Review
The form and functioning of the panels may be reviewed prior to or after, the end of the panel’s term in September 2025.

Auckland Council Governance Refresh

1. To provide a refresh of Auckland Council’s governance structure.
2. To provide an opportunity for the panel to meet with the new General Manager, Governance and Engagement for Auckland Council, Lou-Ann Ballantyne.

3. Members of the panel requested a refresh of governance since the induction session at the beginning of the 2022-2025 term.
4. Lou-Ann Ballantyne, General Manager of Governance and Engagement, will provide the panel with information on Auckland Council’s governance structure.
5. The presentation will also include open kōrero around governance, role of panels in the structure and any questions relevant to governance.
6. The presenter will also provide insights on the Governing Body’s decision on Māori wards last year, given the panel’s interest in the issue, arising from national media attention on the subject.

Feedback on dog walking limit proposal

1. To seek the Pacific Peoples Advisory Panel’s feedback on the proposal to limit the number of dogs that one person may walk at one time in a public place in Auckland.

Executive summary
2. In July 2024 the Regulatory and Community Safety Committee, completed a review of Auckland Council Kaupapa mo ngā Kurī / Policy on Dogs 2019 (Policy) and Ture a Rohe Tiakina Kurī 2019 / Dog Management Bylaw 2019 (Bylaw).
3. While the review found that the Policy and Bylaw are largely ‘fit for purpose’, it identified a number of improvements, including walking multiple dogs in public places as an emerging issue requiring further investigation (Item 9, RSCCC/2024/47).
4. Currently, the Policy and Bylaw requires all dogs to be kept under control. They do not set a limit on the number of dogs being walked at one time.
5. The further investigation identified that while walking multiple dogs were not significantly overrepresented in dog-related incidents, setting an upper limit would provide clarity and set clear behavioural expectations to address problems.
7. Staff seek the following feedback:
· Should there be a limit on the number of dogs walked at one time? If so, why?
· How might the proposed limit impact or affect your community?
8. The panel's feedback will be used to inform the development of a proposal to set a limit on the number of dogs a person can walk at one time in Auckland. The proposal will be considered by the Regulatory and Community Safety Committee in December 2024 for public consultation in early 2025.

Pacific Aucklanders and Climate change perceptions

Purpose of the report
1. For Auckland Council’s Social & Economic Research & Evaluation team to provide an update on research progress.
2. Request advice about opportunities for recruitment of ethnic-specific communities, as required.

Executive summary
3. Auckland Council’s Social & Economic Research & Evaluation team designed a small-scale study to respond to knowledge gaps (which were identified following a review of existing evidence) about Pacific Aucklanders and climate change.
4. Specifically, the study will investigate:
i) Pacific Aucklanders’ attitudes and understandings of climate-related environmental changes in Auckland in the last 10-20 years.
ii) The knowledge, awareness, and attitudes about climate change.
iii) Perceptions of potential impacts of climate change (e.g., health, social, economic, environmental) for themselves and their communities.
iv) Enablers and barriers to undertaking climate-related actions and perceptions of agency/non-agency.
v) The applicability of their practices from Pacific countries in responding to environmental changes in Auckland.
5. The study is qualitative and will include:
i) Eight ethnic-specific talanoa with Pacific peoples.
ii) Eight in-depth interviews with Pacific climate community advocates and experts.
6. We expect the results of this study will contribute to community adaptation planning.
7. An independent Pacific research company (TIRIA) is leading the project, and a Pacific Advisory Group (four Pacific staff from across the Auckland Council group) has been established to oversee the project.
8. Recruitment of talanoa (focus group) participants will begin mid-September. We welcome suggestions for recruitment from members of the PPAP.
9. We will continue to provide written updates on the study’s progress throughout its duration.
10. Preliminary research results will be shared with the panel and invitations to contribute to research fono extended, as required.
11. Italia Toeleiu is a member of the research project’s advisory panel and can also provide informal updates to the PPAP, where necessary.
12. Data collection and analysis will run between September and December 2024.
13. The research will be completed in February 2025.

Mayor's direction to the annual plan

Purpose of the report
1. To provide the Pacific Peoples Advisory Panel with visibility of the mayor’s direction setting document for Annual Plan 2025/2026.

Executive summary
2. The mayor’s office has developed a direction setting document for use by the council group as it develops the Annual Plan 2025/2026. Council’s response to it will help inform the mayor’s annual plan proposal that will lead decision-making in December 2024.
3. The approach of developing a direction setting document was established by the mayor for the Long-Term Plan 2024-2034 and is being continued. The direction setting document is included at Attachment A.
4. In due course council staff will engage further with the panel on the annual plan and seek its advice and views.
