Resolution number PPK/2024/153 MOVED by Chairperson B Catchpole, seconded by Member A Webster: That the Papakura Local Board: a) acknowledge the Papakura Marae Māori Wardens for performing duties for the tangihanga of the late Kiingi Tuheitia Pootatau Te Wherowhero Vll and the coronation ceremony of Kuini Nga wai hono i te po pootatau Te WheroWhereo VIII. Papakura Marae Māori Wardens rose to the call to support thousands of people - including iwi from all over Aotearoa and international delegates from across Te Moana nui ā Kiwa onto Tuurangawaewae Marae.. What an amazing potentially once-in-a-lifetime experience for Papakura Wardens to undertake various roles i.e. logistics, crowd, and traffic management to support the event. Two Wardens stayed and worked the four days, while others travelled daily to carry out duties on the day of the tangi/coronation. Our rangatahi Wardens were also privileged to experience a very emotional and significant time in Māoridom. Papakura Marae Māori Wardens would like to thank the Papakura Local Board for support to enable them to fulfil this obligation.

Resolution number PPK/2024/154 MOVED by Chairperson B Catchpole, seconded by Member F Auva'a: That the Papakura Local Board: a) acknowledge the Papakura Theatre Company celebrates its 70th Anniversary. Beginning as a small play-reading group, it was soon realised there was a total lack of theatre locally, and in 1954 staged their first public performance in the old Methodist Church Hall on Broadway. Success followed and so in 1956 Papakura Drama Club was officially formed with an annual subscription of five shillings per member (about $16.50 in today's money). The plays continued through to 1969 when cash flow problems and diminishing audience numbers caused a rethink. So time to try something new - and with this change of direction came another change of name to Papakura Theatre Club Inc and the successful staging of their first musical - and so the mix of plays and musicals has continued down through the years. In 2003 the Theatre Club changed its name to Papakura Theatre Company as it was deemed to sound a bit more professional than 'Club'. Their award-winning productions now bring people from all over Auckland to Papakura - actors, musos and audiences - all good for our community. Papakura Theatre Company (PTC) contributes much to our community - fundraising for good causes by doing something they love to do - performing - and giving free use of their venue to organisations like Glass Ceiling Collective (a theatre group working in the disability sector), and service groups like Quota and Kiwanis. Through many ups and downs PTC has thankfully survived and continues to go from strength to strength.

Resolution number PPK/2024/155 MOVED by Chairperson B Catchpole, seconded by Deputy Chairperson J Robinson: That the Papakura Local Board: a) acknowledge Glenn Torrens, Chairman of the Local Papakura Community Crimewatch Patrol for nine years of long service. Glenn is also the Counties Manukau District Leader (CPNZ) since June 2021.When the national Crime Patrol ERS system ceased last year and the National Organisation did not come up with an alternative, Glenn has been the driver behind development of a new App which, after being trialed in the local area, will be able to be used by patrols across NZ. Glenn attends lots of community meetings and advocates for the Patrol so that local organisations are aware of the Patrol's work locally and what can be done to help. Especially important in these times of concern about crime. In addition to all the above, Glenn does three to four patrols personally every month (since 2012), and takes out new and prospective patrollers for training. All Glenn's work is Voluntary and takes many hours per week, despite working full time. |

Resolution number PPK/2024/156 MOVED by Chairperson B Catchpole, seconded by Member K Hieatt: That the Papakura Local Board: a) acknowledge Garry Turner who recently in August 2024 celebrated 40 years of volunteer services as a Māori Warden for Papakura Marae and the wider Papakura community. Garry celebrated this milestone with the current wardens he works with at the Marae. Garry trained under some legendary wardens from Papakura, they were Mike Shelford, Abi Turei and Priscilla Manukau. His dedication and hard work is truly appreciated.

Resolution number PPK/2024/157 MOVED by Chairperson B Catchpole, seconded by Member G Hawkins: That the Papakura Local Board: a) acknowledge Cathy Cooper, library Place Manager at Papakura who leaves Auckland Council this week. Cathy celebrated 25 years’ service for Manukau City Council and Auckland Council in March this year and has made an extremely valuable contribution to libraries and to Auckland Council. Cathy has been the Manager at Papakura Library for the past 14 years. Prior to this Cathy worked at Clendon Library and had a key role in the building of the new library which opened in 2006. She led the Clendon Library team in the new multi-use facility and established a good working relationship with Leisure Services and the childcare facility. Cathy became the Manager at Papakura Library in November 2010. She supported and led the team there in the transition to Auckland Council. As a Papakura resident Cathy has an in-depth knowledge of the local Papakura community, the customers and the resources Auckland Libraries offers. She shared this readily with her team for the benefit of the local community. Cathy has been a dedicated and passionate library professional. She is respected and valued by her colleagues. She has generously shared her knowledge, experience and time - notably with secondments to Ōtara and Pukekohe Libraries in 2015 & 2016, and as a participant on many project teams and regional working groups. Over the years Cathy has led the Papakura team through numerous changes as library services and Auckland Council have evolved. She has been an empathetic and caring leader. Her leadership included the Covid years when she kept the team well informed and connected. In 2021 she led the Papakura team to become an integrated site offering both council and library services. This was a demanding transition but as always Cathy approached change proactively focusing on the positives for the community. Cathy will be missed by her team, her colleagues and the local Papakura community and we thank her for her exemplary service.

Auckland Transport Update for the Papakura Local Board – October 2024 |

Bayvista Traffic Issues b) whakamihi /thank Auckland Transport for presenting at the public meeting regarding traffic management in the Bayvista Drive area held on 20 September 2024 to explain the situation and limitations to the residents of Bayvista Drive c) tono/ request that Auckland Transport report back to the board with the results of the second transport survey in the Bayvista Drive area Takanini School Road Safety Measures d) tuhi ā-taipitopito/ note the board’s frustration at the significant delays and errors in completing this project and requests Auckland Transport ensure there are eight metre wide ‘no stopping at all times’ yellow broken lines both sides of the driveways at Gurdwara Sikh Temple on Takanini School Road Bike Safety and signage e) tuhi ā-taipitopito/ note that Auckland Transport does not support wayfinding signage being erected to guide cyclists from the Papakura train station to the Franklin Hunua Traverse because Auckland Transport believe that signage will cause cyclists to think they have right of way. Therefore, as Auckland Transport does not support this signage project the Papakura Local Board has decided to not proceed.

Resolution number PPK/2024/168 MOVED by Chairperson B Catchpole, seconded by Deputy Chairperson J Robinson: That the Papakura Local Board: a) whakarite / provide feedback and insights on issues related to Time of Use Charging policy development, based on discussions held at local board workshops during August / September 2024 as outlined in the attachment tabled, and delegate to the chair the ability to make minor amendments to the attachment.
b) tuhi ā-taipitopito/ note there should be exemptions for courier or freight trucks.
c) Support the Manurewa Local Board feedback as follows :
i) the rollout of this scheme should start in the central areas of Auckland where public transport is more readily available, and then slowly roll out to other areas to enable a smoother transition ii) tuhi ā-taipitopito/ note concern about community safety, especially children travelling to school, as more vehicles may use the residential roads to avoid the charge iii) tuhi ā-taipitopito/ note there needs to be a clear plan in place to ensure that traffic is not diverted off state highways, impacting residential roads, in particular around schools iv) tono/ request assurance is provided to public transport users that the reliability and efficiency of public transport services will be maintained v) tuhi ā-taipitopito/ note there will be a need to ensure public transport services can handle the increased demand. This will require looking at what the introduction of charge means for the number of users of public transport vi) tono/ request that there is only one charge per trip as creating multiple charges based on zones would be overcomplicating this process vii) support the revenue from the charge to be reinvested into public transport.

Resolution number PPK/2024/169 MOVED by Chairperson B Catchpole, seconded by Member A Webster: That the Papakura Local Board: a) support the principles in the Auckland Council’s submission to the Ministry for Primary Industries on amendments to the Biosecurity Act and provides the following input: i) consultation with local boards, local community groups and mana whenua is imperative, to ensure local knowledge and insights about the specifics of each area are captured and taken into account ii) Papakura is home to many significant environmental areas including (but not limited to) Pahurehure Inlet, Papakura Stream, Otuwairoa (Slippery Creek), Drury Creek and Manukau Harbour. An effective biosecurity system is required to protect these and the wider area from pests iii) tono/ request working with established community and local groups, including Pest Free South Auckland iv) tuhi ā-taipitopito/ note the importance of biosecurity in Auckland as it is the main international gateway into the country and there have been several high-profile biosecurity issues in Auckland in recent years, including Kauri dieback, Caulerpa, and multiple fruit fly incursions v) tono/ request the government provide funding to ensure stronger compliance and enforcement measures for biosecurity vi) tono/ request the government provide funding to meet the need for more supportive measures to improve biosecurity engagement and education, including working with community partners in local areas.

Resolution number PPK/2024/170 MOVED by Chairperson B Catchpole, seconded by Member A Webster: That the Papakura Local Board: a) whakarite / provide feedback on draft proposed changes to the Auckland Council Kaupapa mo ngā Kurī | Policy on Dogs 2019 and Ture a Rohe Tiakina Kurī | Dog Management Bylaw 2019 summarised in Attachment A to the agenda report: i) The board looks forward to receiving the results of public consultation which will inform the Papakura Local Board feedback.
ii) There should be a licensing requirement for professional dog walkers.
iii) The board
questions the ability of a person to maintain control of three dogs on leash
and three off leash at any one time. iv) Dogs on a leash should be allowed in the Botanic Gardens Café outside eating area. v) Enforcement of the bylaw needs to be strengthened, which should include fines for dog owners who let their dogs off leash in on-leash areas.
