Purpose of the report
1. To present the Waitemata Local Board workshop agenda for 29 October 2024.

Executive summary
2. Most workshops are open to the public to attend as observers in person or online.
3. Some sessions may not be open to the public. The staff and chairperson decide which sessions are open to the public, depending on the sensitivity of the information being discussed.
4. Workshops will be recorded and a link to the recording will be included in the published documents. Email katherine.kang@aucklandcouncil.govt.nz for a link to join the workshop online. The public can observe the workshop on via MS Teams, but not to participate.
5. Local Board workshops provide an opportunity for local boards to carry out their governance role in the following areas:
a) Accountability to the public
b) Engagement
c) Input to regional decision-making
d) Keeping informed
e) Local initiative / preparing for specific decisions
f) Oversight and monitoring
g) Setting direction / priorities / budget.
6. Workshops do not have decision-making authority.
7. Workshops are used to canvass issues, prepare local board members for upcoming decisions and to enable discussion between elected members and staff.
8. Members are respectfully reminded of their Code of Conduct obligations with respect to conflicts of interest and confidentiality.

Parks and Community Facilities Presenter/s: Martin Wong (Area Operations Manager), Katrina Morgan (Work Programme Lead), Jacqui Thompson Fell (Parks & Places Specialist)
Purpose: To discuss with the Board the Heard Park project. To update the Waitematā Local Board on the ongoing commuter parking issues occurring at Victoria Park, and to seek direction on an agreed approach to improve parking accessibility. for genuine users of the park. Governance role: Local initiatives Proposed Outcome/s: The Board will understand the next steps for the Heard Park project and to provide input on the concept plan. The Board will gain an understanding of the Victoria Park parking issues and to provide direction.

Infrastructure and Environmental Services Presenter/s: Yasmin Hall (Relationship Advisor), Ignacio Quinteros, Mary Stewart (Senior Conservation Advisor), Matt Sutton (Conservation Advisor)
Purpose: Staff and the Board to continue discuss Urban Ark project, in particular to discuss updated operational area and strategic planning and change in scope. Staff and the Board will also discuss the Te Wai Ōrea Education Programme. Governance role: Local initiatives; keeping informed. Proposed Outcome/s: The Board will be informed on the on the Urban Ark expansion area and the next steps. This is also an opportunity for the Board to provide feedback.

LB Annual Planning workshop 2 - LBWP direction setting / options commissioning + fees and charges Presenter/s: Governance & Engagement staff
Purpose: To provide guidance on feasible local activities (new / scale / stop) and to receive local board feedback on which local activities they would like to receive further advice. Governance role: Local initiatives; Keeping informed. Proposed Outcome/s: List of local activities in which options for LBWPs will be investigated and brought back to the Board in workshop 6.
