Adoption of the Devonport-Takapuna Local Board Emergency Readiness and Response Plan |

Resolution number DT/2024/178 MOVED by Member M Powell, seconded by Member P Allen: That the Devonport-Takapuna Local Board: a) whai / adopt the Devonport-Takapuna Local Board Emergency Readiness and Response Plan (Attachment A). b) tautapa / delegate to the Devonport-Takapuna Local Board Chairperson the ability to approve minor amendments of the document ahead of publication. c) recommend that AEM work alongside the local community who are planning a community event for those affected by the weather events of 2023 in early February 2025 with a view to using this opportunity to publicly launch the Local Board Emergency Readiness & Response Plan.

Draft Auckland Open Space, Sport and Recreation Strategy – Part 1 |

Resolution number DT/2024/179 MOVED by Deputy Chairperson T Harpur, seconded by Member G Wood: That the Devonport-Takapuna Local Board: a) does not support the Auckland Open Space, Sport and Recreation Strategy going to consultation b) whakarite / provide the following feedback on the strategic directions and investment principles in Manaaki Tāmaki Makaurau, the draft Auckland Open Space, Sport and Recreation Strategy, for consideration by the Policy and Planning Committee. i. does not support that future land acquisitions are a growth response only. ii. Recommend that other funding revenue is found to invest in acquiring open space and sport and recreation facilities outside of growth areas. iii. does not support investment being targeted only to areas with perceived low provision, and considers all local board areas would benefit from greater provision of open space, sports and recreation facilities. iv. note that Local Boards have not been given advice on how this strategy impacts their local area. v. note that there is nothing in this strategy that addresses rules and aspirations around coastal edges and open space adjacent to estuarine areas. vi. note that there is no delineation on the allocation of decision-making with respect to the procurement of open space, sports and recreation facilities and recommends that the Governing Body works with Local Boards to identify gaps, opportunities and pathways to delivery. vii. recommends principle 4 Work Together Towards a Healthy Future posits that Investment by council is focused on local suppliers, who provide strong local economic ecosystem benefits for our community. viii. request that a fast-track pathway be developed that leverages private investment opportunities that seek to improve open space, sport and recreation; noting that the Devonport-Takapuna Local Board has been approached in the past by local philanthropists wanting to invest locally but there was no Council team with capacity and expertise to leverage that opportunity. As a result of this we have lost potential investment. ix. does not support that ‘value for money’ be a primary determiner for investment and instead support that ‘community outcomes’ be the primary determiner for investment. x. note the strategic direction under ‘Deliver Innovative Open Spaces in High-Density Areas’ places a demand on Auckland Transport to enable using streets and carparks for people-centred activities, and requests that Auckland Transport pilots this approach with the Devonport-Takapuna Local Board who would like to see the installation of removable bollards at the entrance to Hurstmere Road to enable the activation of the street in our metropolitan area on a semi-regular basis in a cost-effective and agile way. xi. note the strategic direction under ‘Support Aucklanders to live healthy, active lives’ recommends an accelerated transition to multi-use and adaptable spaces and facilities to deliver multiple benefits and request that staff apply this approach to the facilities and storage requirements enabling water access in the Devonport-Takapuna Local Board area, noting there are multiple and competing clubs that are in great need of club & changing facilities, meeting spaces, waka, canoe & kayak storage around Lake Pupuke, Takapuna and Narrow Neck beaches.
c) request that the local board resolutions are circulated in full to the Councillors and Mayor and attached to the report that goes to the relevant committee. |

Draft Auckland Open Space, Sport and Recreation Strategy – Part 2 |

Resolution number DT/2024/180 MOVED by Chairperson T van Tonder, seconded by Member G Busch: That the Devonport-Takapuna Local Board: a) does not support the Auckland Open Space, Sport and Recreation Strategy going to consultation
b) whakarite / provide feedback on the proposed policies in Manaaki Tāmaki Makaurau, the draft Auckland Open Space, Sport and Recreation Strategy, for consideration by the Policy and Planning Committee i. does not support any reduction in minimum size and scale of neighbourhood parks which are proposed to be 2000m2 down from 3000m2, unless approved by the Local Board. ii. does not support co-locating a civic space with a pocket park to meet minimum requirements and argue that these two must be independent of each other. iii. notes that Devonport sits well outside of the 15km distance from a Regional Park, being 22km from Long Bay Regional Park, and recommends North Auckland be assessed for a new Regional Park. iv. supports the policy 1 approach to making the most of our open spaces and requests that Council does not ignore the low hanging fruit such as seating, drinking fountains, formalised pathways and new connections that serve to improve the usability of open space in both priority areas as well as non-priority areas and request there is a clear allocation of funding for this. v. request that a fast-track pathway be developed that leverages private investment opportunities that seek to improve open space, sport and recreation; noting that the Devonport-Takapuna Local Board has been approached in the past by local philanthropists wanting to invest locally but there was no Council team with capacity and expertise to leverage that opportunity. As a result of this we have lost potential investment. vi. requests that this strategy contain more localised information such as gaps in provision and opportunities for each local board area. vii. note that there is a shortfall of 30 indoor courts in the North Shore area and request that this gap in provision is quickly addressed.
c) request that the local board resolutions are circulated in full to the Councillors and Mayor and attached to the report that goes to the relevant committee.

Resolution number DT/2024/181 MOVED by Chairperson T van Tonder, seconded by Member P Allen: That the Devonport-Takapuna Local Board: a) kopou / appoint Member G Wood as lead and Member M Powell as alternate, for stormwater activities feedback and delegate authority to these members to: (i) identify and communicate the local board views and preferences on proposed council stormwater management activities in local parks (ii) represent the local board at the Policy and Planning Committee, if required, to discuss any objections to proposed council stormwater management activities in local parks.

Resolution number DT/2024/183 MOVED by Chairperson T van Tonder, seconded by Member M Powell: That the Devonport-Takapuna Local Board: a) provides the following feedback on the LGNZ Electoral Reform Issues Paper: i. supports the strengthening of civics education in the NZ curriculum particularly for years 11, 12, 13. ii. support 4 year political terms in local government assuming accountability mechanism is developed including a strengthened code of conduct, the keeping of a public record of code of conduct complaints, and the enablement of recall elections. iii. support the importance of diverse representative democracy and recommends a maximum of 3 political terms be placed on elected members to ensure turnover of governance and the infusion of new skills and world views. iv. support the electoral commission in administering elections nation-wide to adopt a consistent approach and reduce costs by working at scale. In addition support nation-wide awareness raising campaigns that are identifiable, consistent in messaging, and are promoted every year through appropriate media and print channels, reminding the public of the role of local government. v. support the development of a centralised digital platform providing information on candidates and their policies as well as a video interviews from each to be made available during the election period. vi. notes that there are already multiple avenues for the public to learn about candidates such as LinkedIn, Policy.nz, Election booklets, votelocal.co.nz amongst others; and believes that the primary issue is poor understanding of the relevance of local government and a corresponding reluctance to engage with the process. vii. support a shift to compulsory voting for local elections. viii. do not support aligning elections with general elections, noting that the role of council will be confused with Government and public awareness of their differing functions will be greatly diminished. ix. note previous concerns raised regarding the inability of permanent residents to stand for elected roles, noting a large proportion of our Asian community are permanent residents and not citizens.
