The chairperson opened the meeting and welcomed those in attendance.

 

All Hibiscus and Bays Local board members took part in the karakia timatanga.

That the Hibiscus and Bays Local Board:

a)          whakaū / confirm the ordinary minutes of its meeting, held on Tuesday 22 October 2024, as a true and correct record.

Annual Plan 2025/2026 - input on regional consultation content

 

Rita Bento-Allpress – Senior Local Board Advisor and Hao Chen – Manager Local Board Financial Advisory were in attendance for this item.

 

The draft Mayoral Proposal 2024 was tabled. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

Resolution number HB/2024/148

MOVED by Chairperson A Poppelbaum, seconded by Member G Walden:  

That the Hibiscus and Bays Local Board:

a)          whakarite / provide feedback on the ‘draft Mayoral Proposal and Annual Plan 2025/2026 regional topics for consultation’ as per Attachment A of this minutes item

b)             tuhi ā-taipitopito / note the following additional local board input relating to the ‘draft Mayoral Proposal and Annual Plan 2025/2026 regional topics for consultation’:

i)           tuhi ā-taipitopito / note that the local board was provided the draft proposal and supporting staff advice at 9:44am on Tuesday 19 November and was required to digest this for feedback on the same day

ii)         tuhi ā-taipitopito / note that the local board has not had sufficient time to analyse and consider the implications of the proposals

iii)        tono / request that all proposals in the draft Mayoral proposal, including the council-controlled organisation reform package, be publicly consulted on

iv)        tuhi ā-taipitopito / note our concern that whilst the council-controlled organisation reform package may not necessarily meet the legislative requirements for public consultation, we consider it to be our responsibility to ratepayers to ensure they have the opportunity to provide their feedback on reforms of this scale.
