Resolution number HM/2024/90 MOVED by Deputy Chairperson W Flavell, seconded by Chairperson C Carter: That the Henderson-Massey Local Board: a) acknowledge the significant Te Tiriti hikoi that has been taking place across Aotearoa, beginning in the Far North and from throughout the country and finishing today at Parliament in Wellington. This historic moment has seen thousands come together in support of Te Tiriti o Waitangi. We also recognise the presence of Ngāwai Hono i Te Pō, the new Māori queen, and acknowledge her father, Kingi Tūheitia, who organised a national hui for unity earlier this year. b) tuhi ā-taipitopito / note that the hikoi was established to oppose the current Principles of the Treaty of Waitangi Bill, reflecting the opposition many New Zealanders have towards the government's statements on the Treaty, which could potentially undermine decades of hard-fought justice. For years, Te Tiriti has been woven into the laws of our land, aiming to address historic wrongs and ensure fairness and equity for Māori. The current bill threatens to diminish the constitutional status of Te Tiriti o Waitangi, potentially limiting Māori rights and the Crown’s obligations. c) looks forward to making a formal submission to the Justice Select Committee, emphasising why this bill should not be further supported. |

Resolution number HM/2024/100 MOVED by Member O Kightley, seconded by Member P Chan: That the Henderson-Massey Local Board: a) whakarite / provide the tabled feedback on the draft Mayoral Proposal including potential regional consultation topics and local board advocacy for the Annual Plan 2025/2026. b) tuhi ā-taipitopito / note the local board’s deep concern about the deplorable process for elected members being given six hours to formulate local board feedback based on the mayor’s draft proposal and a 327-page supporting document. The extremely tight timeframe of this process directly indicates to the Henderson-Massey Local Board the lack of value that is placed on its feedback. |

Resolution number HM/2024/101 MOVED by Member O Kightley, seconded by Member I Papau: That the Henderson-Massey Local Board: a) tautoko / support draft proposed changes to the Auckland Council Ture ā-Rohe mo ngā Wāhi Tapu me ngā Whare Tahu Tupāpaku | Cemeteries and Crematoria Bylaw 2014 and Arataki Tikanga mo ngā Wāhi Tapu me ngā Whare Tahu Tupāpaku | Cemeteries and Crematoria Code of Practice 2014, in the draft statement of proposal in Attachment A of the agenda report. b) tuhi ā-taipitopito / note that mausoleum interment practices need to be addressed in the Code of Practice and proposed bylaw approval framework. c) kohuki / consider that Auckland Council should have strict guidelines for Mausoleum placements to address the following: i) casket selections that are approved for mausoleums should be solid timbers that can withstand hot and cold temperature and don’t expand with moisture ii) liners need to be of a durable quality such as copper, or stainless steel, they will not rust and won’t react with the embalming. They should be hermetically sealed by a qualified plumber iii) an embalming report by a qualified Embalmer should be required, to show the deceased had been prepared correctly. |

Draft Auckland Open Space, Sport and Recreation Strategy – Part 1 |

Resolution number HM/2024/102 MOVED by Member D Collins, seconded by Member I Papau: That the Henderson-Massey Local Board: a) tono / request that the local boards’ increased decision-making lens is applied across the review of the Open Space, Sport and Recreation Strategy. b) recommend that a ‘’locally-led’’ approach is used to ensure best outcomes. c) tuhi ā-taipitopito / note its concern that a regional ‘’one size fits all’’ approach to the Open Space, Sport & Recreation strategy could lead to difficulties with implementation and inequities across Tāmaki Makarau. d) tautoko / support a high level of collaboration with community partners such as Regional Sports Trusts. e) tautoko / support in principle the five strategic directions for the future provision of open spaces and sport and recreation opportunities, ie: i) make all of Tāmaki Makaurau our backyard ii) deliver innovative open spaces in high-density areas iii) enhance our response to climate disruption iv) protect and enhance our environment, biodiversity and heritage v) support Aucklanders to live healthy, active lives. f) tautoko / support in principle the four investment principles, ie: i) take a benefits-led approach to improve the holistic wellbeing of people, places and the environment ii) invest based on evidence of need and the voices of Aucklanders iii) honour our Te Tiriti o Waitangi obligations iv) work together towards a healthy future, using all our resources. g) tautoko / support using a wider range of tools to fund and deliver investments. h) tautoko / support the ‘principle-based’ approach to consolidating and simplifying five strategies, policies and plans that previously guided investment in open space, sport and recreation in Tāmaki Makaurau. i) acknowledge the value placed on planning and providing for play. Investment is made in play plans, events, policy, and activities promoting playfulness in our city. Play is the easiest way for everyone to stay active and provides brain health, social connection, community cohesion, health, wellbeing, reduction of anti-social behaviours and sense of pride and joy. Play can be incorporated in Auckland Council annual planning with very little financial investment. |

Draft Auckland Open Space, Sport and Recreation Strategy – Part 2 |

Resolution number HM/2024/103 MOVED by Member D Collins, seconded by Member B Loader: That the Henderson-Massey Local Board: a) tono / request that the local boards’ increased decision-making lens is applied across the review of the Open Space, Sport and Recreation Strategy. b) tautoko / support the level of detail in the provision metrics, however the metrics should be agreed by local boards, ie: there should be one for each local board area. c) tautoko / support in principle all proposed objectives in Policy 1: Making the most of our open spaces. iv) tuhi ā-taipitopito / note the importance of connections and linkages to allow for maximum accessibility and best utilisation of open spaces by communities. b) tautoko / support in principle all proposed objectives in Policy 2: Open space provision and acquisition. i) tono / request further information on ‘value for money’ criteria for acquisitions ii) tautoko / support reconfiguring, redistributing or redeveloping open spaces rather than disposing of them on a case-by-case basis iii) tautoko / support package 2 – a capacity focused approach that takes an equity lens by focusing provision where most needed. c) tautoko / support in principle all proposed objectives in Policy 3: Auckland Council’s investment in play, sport and recreation. i) tuhi ā-taipitopito / note potential issues with multi-use facilities where users/codes may come into conflict with how space is shared. Suggests investigating Council-led initiatives, e.g. MOU template, that can help multiple users to work together and share space fairly. ii) tuhi ā-taipitopito / note its strong continued support for ongoing planning and investment for an aquatic facility for the Northwest area – this is seen as a vital facility for an underserved and fast-growing population in the Henderson-Massey rohe. iii) acknowledge and support the work of Regional Sports Trusts such as Sport Waitākere and recognises them as a key partner to achieve Council’s objectives in Policy 3. |
