Local Government New Zealand (LGNZ) Electoral Reform Working Group - Issues Paper |

Resolution number MT/2024/179 MOVED by Deputy Chairperson D Burrows, seconded by Member P McGlashan: That the Maungakiekie-Tāmaki Local Board: a) whakarite / provide the following feedback on the questions asked in the Electoral Reform Working Group’s Issues Paper: Issue 1: The public’s understanding of local government and why it’s important i) recommend resourcing civic education initiatives in schools and amongst the community as a collaborative effort between the electoral commission, local government and central government. ii) recommend prioritising awareness of the roles and impacts of local and central government, and the difference between local boards and governing body Issue 2: Understanding candidates and their policies iii) support a centralized digital platform providing candidate information to voters with opportunities for video-based information and guidance for candidates on how to detail policy positions. iv) support continuing to produce materials on a diverse range of platforms to ensure reach across our communities. Issue 3: Voting methods v) note the following feedback on voting methods: A) support the provision of ballot boxes at Countdown supermarkets as it was an effective approach, and recommend that this be implemented at all three large supermarket providers in Auckland, to make it easier for more individuals to drop off their voting papers. B) postal voting does provide security of ballot concerns that need to be scrutinised with mail being easily stolen. C) New Zealand Post’s recent announcement about making household letterboxes redundant in the future and centralising mail services locally may further diminish voter access and engagement in postal local government elections. D) voting needs to be modernised to include secure online methods and make voting more accessible and secure. Issue 4: Administration and promotion of elections vi) recommend the electoral commission should be resourced as a one-stop-shop for all elections, providing the consistency required for voter engagement. vii) recommend the standardisation of local and central government elections, as the provision of election services by private organisations create barriers such as poor access to locations to amend voting details and to special voting locations, as venues for these services were limited throughout Auckland, deterring many individuals from voting. Issue 5: Four-year terms (including transition and implementation) viii) support, in principle, investigating a four-year term, providing greater stability and a longer period allowing local boards to move projects forward without disruption. ix) support investigating same year or concurrent central and local government elections, with the potential to improve civic education and voter turnout. |

Draft Auckland Open Space, Sport and Recreation Strategy – Part 1 |

Resolution number MT/2024/181 MOVED by Member P McGlashan, seconded by Member T Woodcock: That the Maungakiekie-Tāmaki Local Board: a) does not support the Auckland Open Space, Sport and Recreation Strategy going to consultation at this stage. b) request that prior to going to public consultation: i) the local boards’ increased decision-making lens is applied across the review of the Open Space, Sport and Recreation Strategy. ii) current materials shared with elected members are made more accessible and appropriate for our communities to respond to and express their views, particularly communities of greatest need. c) note that this policy has significant future impacts, and that implications and key considerations must be clearly expressed for the community to engage meaningfully. Strategic Direction d) support the strategic directions that identify challenges and what we intend to achieve: i) Make all of Tāmaki Makaurau our backyard. ii) Deliver innovative spaces in high density areas. iii) Enhance our response to climate disruption. iv) Protect and enhance our environment, biodiversity and heritage. v) Support Aucklanders to live healthy, active lives. e) support partnering with other providers of open spaces and places to enable better community access f) support prioritising paths and connections through parks and open spaces – we want to see paths connected up across our communities Investment Principles g) request that the policy enable local mechanisms to provide quality, functional open space for our communities, including where this may look like divestment of low-quality assets with low accessibility or functionality, to locally fund high-quality acquisitions. h) support enabling opportunities to use a wider range of delivery methods and funding tools including: i) working more closely with schools and partners ii) expanding partnerships with mana whenua and mataawaka consistent with Te Tiriti iii) creating alternative revenue streams i) request the policy is reviewed to ensure all mechanisms for “delivering differently” are enabled for local board to effectively use their increased local decision making. j) note that Auckland Council capacity and capability will need to be reviewed to support partnership brokering to enhance local assets. k) request that investment “Principle 1: Take a benefits-led approach to improve the holistic wellbeing of people, places and the environment” is amended to reflect that opportunities for adding to the open space network come up in areas of development, and then if are not taken are lost, therefore opportunities need to be taken at the correct time, in advance of a community moving into an area. l) request that “Principle 2: Investing based on evidence of need and the voices of Aucklanders” is based on interpretation of evidence that aligns with current and localised understandings of need, and not simply blanket metrics as the crow flies. Implementation m) support the policy framework review in principle, noting this policy framework is significant for the future wellbeing of our increasingly urbanised communities. n) note that implementation of this policy will be challenging in areas that have already experienced significant growth like Tāmaki and increased local decision-making mechanisms will be key.

Resolution number MT/2024/182 MOVED by Chairperson M Meredith, seconded by Member D Allan: That the Maungakiekie-Tāmaki Local Board: a) does not support the Auckland Open Space, Sport and Recreation Strategy going to consultation at this stage. b) request that prior to going to public consultation: i) the local boards’ increased decision-making lens is applied across the review of the Open Space, Sport and Recreation Strategy. ii) current materials are made more accessible and appropriate for our communities to respond to and express their views, particularly communities of greatest need. c) note that this policy has significant future impacts, and that implications and key considerations must be clearly expressed for the community to engage meaningfully. Policy 2 d) note that current parks provision standards have not provided adequate guidance for parks provision to respond to the significant growth in our brownfields areas, and minor changes to these standards are not likely to provide the solution we need. e) request the provision standards are reviewed based on: i) a per capita basis ii) the experienced needs of our communities iii) international best practice for good community outcomes. f) expected growth, to allow our neighbourhoods to be ready for new residents when they arrive. g) recommend that developers should be required to include and maintain open spaces within new complexes. h) support continued provision of larger parks as a priority, as pocket parks may provide limited benefit to the community and have a high cost for maintenance. i) note the importance of open space for people and the environment to thrive and that not providing appropriate levels of open space will deliver intergenerational and region-wide costs and disbenefits.
