Resolution number MR/2024/177 MOVED by Chairperson M Winiata, seconded by Member A Lesa: That the Manurewa Local Board: a) kopou / appoint Matt Winiata as lead and Glenn Murphy as alternate, for stormwater activities feedback and delegate authority to these members to: (i) identify and communicate the local board views and preferences on proposed council stormwater management activities in local parks (ii) represent the local board at the Policy and Planning Committee, if required, to discuss any objections to proposed council stormwater management activities in local parks.

Local Government New Zealand (LGNZ) Electoral Reform Working Group - Issues Paper |

Resolution number MR/2024/178 MOVED by Chairperson M Winiata, seconded by Member A Cunningham-Marino: That the Manurewa Local Board: a) provide the following feedback on the questions asked in the Electoral Reform Working Group’s Issues Paper. i) tuhi ā-taipitopito / note that central government needs to take a role in educating rangatahi to enable the younger generation to become active, engaged voters in both central and local elections ii) tuhi ā-taipitopito / note the importance of civics education and ensuring voters have a clear understanding of the function and role of local government iii) tautoko / support local elections being administered by the Electoral Commission to ensure consistency between the local and central government voting process iv) tono / request an investigation into the viability of online voting to increase voter turnout v) tuhi ā-taipitopito / note that the local board has previously provided input into council’s feedback on ‘Options for voting methods in local elections’ (MR/2024/74), which included the following: i. tuhi ā-taipitopito / note that the preference would be for the General Election and Local Elections to have the same election process and systems to allow for consistency and to encourage a higher voter turnout and greater understanding and familiarity of the election processes ii. tuhi ā-taipitopito / note that although option 5 [both booth and postal voting] and would result in an increased cost to the ratepayer, the board believes opportunities to increaser voter turnout should be prioritised.

Resolution number MR/2024/179 MOVED by Chairperson M Winiata, seconded by Member J Allan: That the Manurewa Local Board: a) resolve to not fill the vacancy created on the Manurewa Local Board by Member Anne Candy’s resignation from the board effective on 18 October 2024, pursuant to section 117 (3) of the Local Electoral Act b) immediately give public notice of the decision to leave the vacancy unfilled in accordance with section 119 of the Local electoral Act 2001. |

Deconstruction of Tadmor House and Hall at 238R Great South Road, Manurewa |

Resolution number MR/2024/180 MOVED by Chairperson M Winiata, seconded by Deputy Chairperson G Murphy: That the Manurewa Local Board: a) whakaae / approve the deconstruction of Tadmor House and Hall at 238R Great South Road, Manurewa, and the termination / cessation of services provided by the assets b) tono / request that the project be considered for inclusion in a future Regional Operational Renewals and Demolitions Work Programme, which is funded through a regional operational budget c) tuhi ā-taipitopito / note that the Regional Operational work programme is subject to regional prioritisation, and that the timing of the deconstruction of these assets cannot be confirmed at this time d) tuhi ā-taipitopito / note that following deconstruction: i) the assets will be removed from the council’s asset database ii) under council’s financial policies and guidelines, local renewals budget will not be able to be used to replace the assets or the service it provided iii) reinstating of the assets will require new development funding e) tono / request an urgent process to be agreed with the board to bring the vacant former health centre at 7 Hill Road into service so the residents and groups have access to central bookable spaces and leasing opportunities f) tono / request that materials from the demolition that are of reusable quality be reused to reduce diversion to landfill.

Draft Auckland Open Space, Sport and Recreation Strategy – Part 1 |

Resolution number MR/2024/181 MOVED by Chairperson M Winiata, seconded by Deputy Chairperson G Murphy: That the Manurewa Local Board: a) do not support the Auckland Open Space, Sport and Recreation Strategy going to consultation until the local board increased decision-making lens is applied across the review of the strategy b) recommend staff engage with the ‘More Empowered Local Boards programme’ to address the following concerns: i) the current strategy assumes acquisitions are a growth response only ii) no advice has been provided to local boards on the local impacts of the strategy iii) the current operational approach has not been designed with local boards in mind, instead it takes a regional approach iv) the new policy needs to be drafted in such a way to give clearer direction to staff when implementing the policy to ensure local boards, as governors, are provided with the necessary advice for decision-making v) the policy currently does not give adequate effect to the allocation of decision-making table which outlines that local boards have significant decision-making responsibilities over local parks and community services vi) the prescriptiveness of the strategy should be at the local level c) tono / request that planning for good community outcomes be the main focus of the Open Space, Sport and Recreation Strategy, rather than saving money, which should not be an outcome in an open space policy d) tautoko / support the level of detail in the provision metrics, however the metrics should be designed and agreed by each individual local board, based on their local needs and context e) tono / request that the strategy places greater emphasis on areas of higher deprivation given the additional challenges unique to those areas including Manurewa f) whakarite / provide the following feedback on the strategic directions and investment principles in Manaaki Tāmaki Makaurau, the draft Auckland Open Space, Sport and Recreation Strategy, for consideration by the Policy and Planning Committee i) tautoko / support the ‘principle-based’ approach to consolidating and simplifying five strategies, policies and plans that previously guided investment in open space, sport and recreation in Tāmaki Makaurau ii) tautoko / support in principle the five strategic directions for the future provision of open spaces and sport and recreation opportunities: · make all of Tāmaki Makaurau our backyard · deliver innovative open spaces in high-density areas · enhance our response to climate disruption · protect and enhance our environment, biodiversity and heritage · support Aucklanders to live healthy, active lives iii) tautoko / support in principle the four investment principles: · take a benefits-led approach to improve the holistic wellbeing of people, places and the environment · invest based on evidence of need and the voices of Aucklanders · honour our Te Tiriti o Waitangi obligations · work together towards a healthy future, using all our resources. g) tautoko / support the focus on developing the blue-green network to better manage stormwater h) tono / request amending our development contributions policy to better reflect the growth-related infrastructure we deliver, including sports assets i) tautoko / support the focus on te tiriti, tikanga, mātauranga Māori and celebrating Tāmaki Makaurau’s unique Māori identity, but note that there is little detail in the policy as to how this will be achieved or implemented j) tautoko / support partnering with organisations and companies to increase the tree canopy and to continue delivering the Urban Ngahere (Forest) Strategy to ensure Manurewa’s tree canopy coverage increases.
