About the Action Plan
The Action Plan 2022 includes a total of 157 actions broken down into the following categories:
· 130 area-based actions
· 8 business improvement actions
· 19 strategic improvement actions.
Area-based actions improve the network and ensure existing assets are fit-for-service. Needs investigations and business cases form the basis of the area-based actions. These are an integral part of the community facility provision pipeline, informing investment priorities and decisions on community spaces included in the Community Facilities Network Plan.
Business improvement and strategic improvement actions strengthen our portfolio information and provide us with tools to implement the outcomes of the Community Facilities Network Plan.
How the Action Plan is progressing (2024 update)
Graphs 1 to 3 show the percentage of actions in each category that are completed, actions underway, actions programmed to start, and actions not programmed.

Summary of progress and what this tells us
Overall, the graphs highlight the following:
· Steady progress continues implementing the Action Plan with most focus on area-based actions to inform planning and investment for community spaces within available resources.
· Many actions are implemented across local board boundaries to ensure integrated service delivery and achieve efficiencies in service provision as shown in Graph 4.
· Developing community spaces that provide multiple services is a key consideration in implementing this policy, as shown by the number of mixed-use facilities being considered in Graph 5.
· Ensuring community spaces meet community needs and planning for growth are important drivers of community services investment as shown in Graph 6.
What the 2025 Action Plan review will consider
The Action Plan is reviewed every three years.
The 2025 review will consider the Action Plan in its current form, and the process used to report progress and prioritise actions in the context of increased decision-making responsibilities by local boards. The review will also consider:
· Progress against the Community Facilities Network Plan objectives
· Network priorities and drivers
· Action progress
· Completed actions and what they have achieved
· New actions and the basis for these, noting many will come from decisions made on needs investigations and business cases, to advance these to the next step in the provision pipeline process
· The importance of actions that have not yet been programmed, particularly where they have rolled over from previous Action Plan reviews
· Policy implementation gaps and how they can be filled.
