Chairperson I Fordham opened the meeting and welcomed everyone in attendance. Member N Sanderson led the karakia timatanga.

Auckland Council’s Performance Report: Aotea / Great Barrier Local Board for quarter one 2024/2025

 

The correct version of the Aotea / Great Barrier Local Board - 1 July to 30 September 2024 Work Programme Update was tabled at the business meeting, referred to as Attachment A of the agenda report. A copy of the document has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

Resolution number GBI/2024/138

MOVED by Chairperson I Fordham, seconded by Member L Caine:  

That the Aotea / Great Barrier Local Board:

a)      whiwhi / receive the performance report for quarter one ending 30 September 2024.

b)      tuhi ā-taipitopito / note that the Customer and Community Services Capex work programme been updated to reflect financial deferrals.

c)      whakaae / approve transfer of $1,500.00 from the 2024/2025 Ahu Moana communication work programme budget line (ID# 3517) to community grants to fund the Ngāti Rehua Ngātiwai ki Aotea Trust board local grant application LG2404-226.

d)      tuhi ā-taipitopito / note that Community Facilities have undertaken a project to install short-stay moorings in Tryphena, Whangaparapara and Port Fitzroy at the local board’s request.

e)      tuhi ā-taipitopito / note that Ministry of Primary Industries will contribute a conditional grant of up to $120,000 as part of the Aotea Caulerpa response to install the short-stay moorings.

f)       whakaae / approve a funding contribution of up to $150,000 from the #48673 Enhance park accessways and connections budget line to install the short-stay moorings.

g)      whakamihi / thank Shane Hogg, Liz Brooks, Jénean de Bruin, Alan Moore, and Marc Davies for their mahi to install the short-stay moorings.

h)      whakamihi / thank Local Board Senior Advisor - Jacqui Fyers and Senior Finance & Performance Advisor - Nan Hu for their mahi in putting this report together.

Appointment of delegated local board member to provide feedback on stormwater activities

 

Resolution number GBI/2024/139

MOVED by Chairperson I Fordham, seconded by Member L Caine:  

That the Aotea / Great Barrier Local Board:

a)      kopou / appoint Member P O’Shea as lead, and Deputy Chairperson C Ollivier as alternate, for stormwater activities feedback and delegate authority to these members to:

(i)         identify and communicate the local board views and preferences on proposed council stormwater management activities in local parks.

(ii)        represent the local board at the Policy and Planning Committee, if required, to discuss any objections to proposed council stormwater management activities in local parks.

Draft Auckland Open Space, Sport and Recreation Strategy – Part 1

 

Resolution number GBI/2024/140

MOVED by Chairperson I Fordham, seconded by Member N Sanderson:  

That the Aotea / Great Barrier Local Board:

a)         does not support the Auckland Open Space, Sport and Recreation Strategy going to consultation in its current form.

b)         tono / request that prior to going to public consultation the local boards’ increased decision-making lens is applied across the review of the Open Space, Sport and Recreation Strategy.

c)         recommend staff engage with the ‘More Empowered Local Boards programme’ for the following reasons:

i)            the current strategy assumes acquisitions are a growth response only

ii)          no advice has been provided to local boards on the local impacts of the strategy

iii)         there is no rural or coastal lens across this strategy, it is focused on urban problems

iv)         the current operational approach is dysfunctional for local boards, it may work regionally but does not work for local boards

v)          the new policy needs to be drafted in such a way to give clearer direction to staff when implementing to ensure local boards, as governors, are provided with the necessary advice for decision-making

vi)         does not give adequate effect to the allocation of decision-making table

vii)       the strategy prescriptiveness should be at the local level.

a)      delegate / tautapa Chairperson I Fordham to provide the local board feedback in consultation with other board members, on the questions asked in the Electoral Reform Working Group’s Issues Paper due on Friday 29 November 2024.
