6          Te Mihi | Acknowledgements

 

            The Waiheke Local Board acknowledges the terribly sad and untimely passing of Hon. Nikki Kaye. Nikki held the seat of Auckland Central from 2008, when she entered Parliament at age 28, until her retirement from politics in 2020. Over her tenure she was Minister of Civil Defence, of ACC, of Youth Affairs and of Food Safety, as well as Associate Minister for Education and for Immigration. As MP for Auckland Central she worked extraordinarily hard, handling over 50,000 constituency cases. Of these - by her own count – a quarter were for Waiheke. Nikki was incredibly responsive to - and effective for - our island community. She led the first round of the fight to get Fullers into the PTOM and advocated successfully for priority boarding for residents. She fought for the National government to do more for the environment, and championed marine protection in the Hauraki Gulf. She secured over $40 million for the redevelopment of Te Huruhi Primary and Waiheke High School. She took up our cause with the Ministry of Social Development to get Accommodation Supplement rates on Waiheke increased. In her final speech to Parliament she thanked the people of Waiheke for being a “vocal and powerful force of nature”. As we did individually and collectively over her tenure, we now thank Nikki again for her service to our island community, and to Aotearoa. May she be remembered as one of the brightest constellations in our dark skies. Moe mai rā Nikki.

 

           

           

 

The Waiheke Local Board acknowledges and congratulates Gabrielle Young and the team at Terra and Tide for winning the Tātaki Auckland Unlimited Tourism Excellence Award (Micro Business) at the New Zealand Tourism Awards on 6 November. This award recognises their commitment to sustainable tourism and their success in maintaining a light footprint on the motu, as demonstrated by their achievement of Zero Carbon Business Operations Certification. Terra and Tide’s approach to business on the motu models Waiheke’s expressed commitments to our environment and our community.

 

 

 

The Waiheke Local Board acknowledges Mike Morgan who passed away on Labour weekend. Mike was a resident of Waiheke for 17 years until 2010 when he relocated to Waihi. He was a prolific and notable artist whose work was vivid in colour, and usually humorous and satirical in subject. He often celebrated Waiheke’s landscape and character in his works in ways that made us smile. He was a well-known character on the island, often seen roaring around the place in his beloved ‘32 Ford Coupe, Lucy.

Auckland Council’s Performance Report: Waiheke Local Board for quarter one 2024/2025

That the Waiheke Local Board:

a)      receive the performance report for quarter one ending 30 September 2024

b)      approve the revocation of resolution WHK/2024/101 relating to grant application QR2518-104 (native planting, fertiliser and compost on council land) due to lack of Landowner Approval and return the $700 budget to the community grants for reallocation.

c)       approve the reallocation of $55,000 from project ID 20645 Rakino Hall relocation to the new ID 51782 Waiheke Service Centre HVAC Renewal project and transferring the remaining $22,620.08 to unallocated funds for future allocation, noting there is sufficient funds remaining within ID 47375 Rakino Hall - remediate storm damage to deliver the planned scope of work.

Draft Auckland Open Space, Sport and Recreation Strategy – Part 1

 

Resolution number WHK/2024/128

MOVED by Chairperson C Handley, seconded by Member R Tucker:  

That the Waiheke Local Board:

b)          does not support the Auckland Open Space, Sport and Recreation Strategy going to consultation because the strategy document is unwieldy, difficult to comprehend, it is not clear how it will impact locally, and needs to be simplified and localised.

c)          request that prior to going to public consultation the local boards’ increased decision-making lens is applied across the review of the Open Space, Sport and Recreation Strategy.

d)          recommend staff engage with the ‘More Empowered Local Boards Programme’ for the following reasons:

i)           the current strategy assumes acquisitions are a growth response only. Some local board areas would never meet the criteria to enable them to purchase additional land for necessary recreational facilities or for other purposes such as ecology or conservation.

ii)          no advice has been provided to local boards on the local impacts of the strategy

iii)         there is no rural or coastal lens across this strategy, it is focused on urban problems

iv)         the new policy needs to be drafted in such a way to give clearer direction to staff when implementing to ensure local boards, as governors, are provided with the necessary advice for decision-making

v)          does not give adequate effect to the allocation of decision-making table

vi)         the strategy prescriptiveness should be at the local level.

e)          request that planning for good community outcomes be the main focus of the Open Space, Sport and Recreation Strategy, ie saving money should not be an outcome in an open space policy.

f)           support the level of detail in the provision metrics, however the metrics should be agreed by local boards, ie there should be one for each local board area.

g)          whakarite / provides the following feedback on the strategic directions and investment principles in Manaaki Tāmaki Makaurau, the draft Auckland Open Space, Sport and Recreation Strategy, for consideration by the Policy and Planning Committee:

i)           Support the ‘principle-based’ approach to consolidating and simplifying five strategies, policies and plans that previously guided investment in open space, sport and recreation in Tāmaki Makaurau.

ii)          Support in principle “making manaakitanga our legacy of a healthy Auckland”.

iii)         Support in principle the five strategic directions for the future provision of open spaces and sport and recreation opportunities, ie:

A)         Make all of Tāmaki Makaurau our backyard

B)         Deliver innovative open spaces in high-density areas

C)         Enhance our response to climate disruption

D)         Protect and enhance our environment, biodiversity and heritage

E)         Support Aucklanders to live healthy, active lives.

iv)         Support in principle the four investment principles, ie:

A)         Take a benefits-led approach to improve the holistic wellbeing of people, places and the environment

B)         Invest based on evidence of need and the voices of Aucklanders

C)         Honour our Te Tiriti o Waitangi obligations

D)         Work together towards a healthy future, using all our resources.

That the Waiheke Local Board:

As per Item 17 provides the following comments:

a)          request that prior to going to public consultation the local boards’ increased decision-making lens is applied across the review of the Open Space, Sport and Recreation Strategy.

b)          recommend staff engage with the ‘More Empowered Local Boards Programme’ for the following reasons:
