·       Acknowledge the passing of Kath Wharton:

Kath passed away on 21 November 2024. Kiwi Fern #92
Former NRLW Warriors player and Māngere East Rugby League Football Club where she joined in 2001. Kath’s impact on the game, particularly in the development of women’s rugby league, is immeasurable, and her legacy will live on in the hearts of all who were fortunate enough to know her.

Throughout her career, Kath was a tireless advocate for youth development and the growth of girls’ participation in rugby league. Her work in growing the girls’ game in the Northland and Hokianga regions has left an enduring mark, ensuring that girls’ rugby league is in a better place because of her contributions,

Our heartfelt condolences to Kath’s family—her husband Doodles and their children.
A stalwart of Women and Girls Rugby League—always remembered, never lost

·       acknowledge the passing of 16-year old Lil-Bouvalu Lyden, a talented student of De La Salle College on 1 December 2024. The Board acknowledge the shared grief and aroha of the De La Salle and wider schools communitys, as they support family and friends at this tragic time. We send our condolences to all

·       congratulate Māngere Pasifika Early Childhood Educational Trust on winning the Pacific Service Excellence category at the Tagata Pasifika, Sunpix Awards.Nominated having had 30 years of service in Māngere

Well done to their trailblazers, the MPECET trustees, Centre staff, children and families from  Fetu Taiala Aoga Amata Puna o le Atamai, Akaiti Mangarogaro and Kia Orana Punanga Reo, and Matua mo e tama Vagahau Niue

Governing Body member Update

 

Cr Alf Filipaina was present via electronic link to update the Board on the Auckland Transport restructure and Fairer Funding.

Cr Filipaina also acknowledged the work of his former Councillor Support Advisor Ana Day who has moved to Local Board Services.

Cr Filipaina also acknowledged the passing of Reverend Roy Christian on 19 November 2024 and Ian McGechie, a former Ōtara-Papatoetoe Local Board Member on 17 November 2024.

Adoption of the Māngere-Ōtāhuhu Local Board Emergency Readiness and Response Plan

That the Māngere-Ōtāhuhu Local Board:

a)         whakatārewa / defer its Emergency Readiness and Response Plan to February 2025, as it believes the plan requires further refinement to better reflect the Māngere-Ōtāhuhu community context, editorial accuracy, and local board role. The aim is to develop a comprehensive and effective plan that aligns with the community’s expectations and enhances local preparedness

b)         tautapa / delegate to the Māngere-Ōtāhuhu Local Board Chairperson the ability to approve minor amendments of the document ahead of publication

c)         note the attachment “Proposed Emergency Information Summary” tabled at the meeting.

b)      whakaae / approve Locally Driven Initiatives (LDI) operational budget funding of up to $20,000 to Bridge Park Tennis Club Incorporated to carry out floodlighting renewals

c)      whakaae / approve Locally Driven Initiatives (LDI) operational budget funding of up to $40,000 to Bridge Park Tennis Club Incorporated to carry out clubroom renewals

b)      tono / request action to make sure that, while the cycleway at the Ngā Hau Māngere Bridge Coronation/Church Road is being built to improve safety for cyclists, parking on the left-hand side northbound immediately after the roundabout is available for vehicles, including trailers, acknowledging some on-street parking on Coronation Road will be moved.

That the Māngere-Ōtāhuhu Local Board:

a)      whakaae / approve local consultation document content (Attachment A) and local supporting information content (Attachment B), both tabled on the night of the business meeting, for inclusion in the Annual Plan 2025/2026 consultation material.

b)      tautapa / delegate authority to the local board Chair to approve any changes required to finalise the local consultation document and supporting information content for the Māngere-Ōtāhuhu Local Board for the Annual Plan 2025/2026. 

c)      whakaae / approve the following Have Your Say event in the local board area during the Annual Plan 2025/2026 consultation period:

i)       Ōtāhuhu Family Fun Day, March 15, 2025.

d)      tautapa / delegate authority to the local board Chair to approve any necessary changes to the Have Your Say event, as well as any additional engagement events aimed at consulting with the local community.

e)      tautapa / delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the Annual Plan 2025/2026:

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:
