Library and community service provision in Takapuna

a)      whiwhi / receive the Takapuna Community Hub - Community Consultation Summary report, dated November 2024, contained in Attachment A to this report.

b)      whakaae / approve the Takapuna Community Hub Design Brief, dated November 2024, contained in Attachment B to this report, which will inform the development of concept designs for two options, to assist with future decision making on the development of a community hub to deliver integrated library and community services in Takapuna.

c)      offer thanks to all members of the public and community partners who went to great lengths to provide feedback as well as to staff for facilitating the many opportunities for the Local Board to hear community views.

Kennedy Park Staircase - Remediation options

That the Devonport-Takapuna Local Board:

a)           tuhi ā-taipitopito / note the strong desire of the Castor Bay and nearby community to see the Kennedy Park staircase renewed and made publicly accessible, following their failure from the 2023 Auckland Anniversary weather events.

b)          whakaae / approve the allocation of $330,000 (Option 2) to complete a targeted repair of the stairs to enable public access, and request that this cost be met through Auckland Council’s self-insurance cover.

c)           tuhi ā-taipitopito / note that there has been a history of stair failure at Kennedy Park from fire, slips, storms and vandalism.

d)          tuhi ā-taipitopito / note that there continues to be a significant risk of future stair failure from slope instability and coastal inundation and that these risks won’t be mitigated through this renewal.

e)           tuhi ā-taipitopito / note that if the stairs do fail again, the local board may not have the resources to renew the stairs a further time.  

f)            tono / request that stormwater runoff is managed from Kennedy Park directly down the cliff face around the staircase. This is crucial to reduce erosion and water pressure that weakens the cliff's structural integrity. Without adequate drainage systems, the staircase will remain vulnerable to environmental stresses.

g)          tono / request implementation of a rigorous regime to monitor and maintain the staircase’s structural integrity and foundation stability. Regular inspections, particularly after major weather events, are critical to identifying potential issues before they escalate into catastrophic failures.

h)          tono / request to install a lockable gate at the top of the staircase to restrict access during forecasted major rain events or storms. This precaution will protect users from the increased risks posed by weather-induced instability.

i)            tono / request to install prominent signage at the staircase entrance warning users of the potential risks and emphasizing that they use the staircase at their own risk. This step not only informs the public but also reduces liability for the Council in case of future accidents.

Heritage barrack building - 139 Beach Road, Castor Bay (Kennedy Park) – options for refurbishment

That the Devonport-Takapuna Local Board:

a)      whakaae / approve the refurbishment of the external fabric of the heritage and former barrack building within Kennedy Park, at 139 Beach Road, Castor Bay (Option 2) and progress the project to tender phase, utilising $789,501 from the asset-based service capital expenditure (CAPEX) renewals funding.

b)      whakaae / approve delegation to the chair and deputy chair to make minor changes to the project scope.

c)           tono / request that the Property and Commercial Leasing Team provide advice on options for future commercial use of the site once the property has been upgraded.

d)          tono / request that P&CF add a new line to the CAPEX forward works programme, Kennedy Park: Military History Signage so that information about the historical significance of 139 and the wider area can be established at the same time as the building is restored.

Auckland Transport Kōkiri/Local Board Transport Agreement Quarterly Update - December 2024

That the Devonport-Takapuna Local Board:

a)      whiwhi / receive the December 2024 quarterly update on the Kōkiri / Local Board Transport Agreement 2024/2025.

b)           tono / request that a new project: Devonport-Takapuna CATTR-Funded Cycling Connections be included in the Kōkiri Local Board Transport Agreement 2024/2025 to ensure that progress of this project can be tracked alongside all the others.

c)           tono / request that the CATTR funding identified for the Takapuna area be allocated to the delivery of Francis-Esmonde walking and cycling bridge as this is one of the highest priority projects for this local board. 

d)           tono / request that the engagement level be set at Collaborate for this project.

e)           tono / request that the Milford Primary School innovating street project is given priority consideration for future funding and that the safety issues in relation to the intersection of Kitchener and Shakespeare road be investigated further.

Annual Budget 2025/2026 - local board consultation content

That the Devonport-Takapuna Local Board:

a)          tuhi ā-taipitopito / note that the local board has been informed of material cost pressures that will impact their operational budget, and that the full quantum will not be known until March 2025.

b)          tuhi ā-taipitopito / note that cost pressures, unless they are met through any new funding allocated by the Governing Body, will result in further reductions to our community partners.

c)          whakaae / approve local consultation document content (Attachment A) and local supporting information content (Attachment B) for inclusion in the Annual Plan 2025/2026 consultation material.

d)          tautapa / delegate authority to the local board Chair to approve any changes required to finalise the local consultation document and supporting information content for the Devonport - Takapuna Local Board for the Annual Plan 2025/2026.

e)          whakaae / approve the following Have Your Say event in the local board area during the Annual Plan 2025/2026 consultation period:

i)       World Café Style Event

·      Tuesday 4 March 6.30 – 8.30pm

·      Thursday 13 March 10.00am – 12.00pm

·      Locations to be confirmed.

f)       tautapa / delegate authority to the local board Chair and Deputy Chair to approve any changes required to the Have Your Say event.

g)      tautapa / delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the Annual Plan 2025/2026:

i)       local board members and Chair

ii)      General Manager Governance and Engagement, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor.

iii)     any additional staff approved by the General Manager Governance and Engagement or the Group Chief Financial Officer.

Local board input to Auckland Council’s submission to the Justice Select Committee on the Principles of the Treaty of Waitangi Bill

That the Devonport-Takapuna Local Board:

a)           does not support the Principles of the Treaty of Waitangi Bill and provides the following feedback:

                       i.          tuhi ā-taipitopito / notes that The Treaty of Waitangi is a living contract signed between the Crown and collective Rangatira (iwi chiefs) of Aotearoa/New Zealand.

                     ii.          tuhi ā-taipitopito / note that the Crown’s process in developing the bill has excluded Māori, who are the party most affected by the bill.

                   iii.          tuhi ā-taipitopito / note that Auckland Council has a commitment to a treaty-based partnership with Māori and has a range of obligations that are enshrined through legislation and policy. These include the Local Government Auckland Council Act 2002, Resource Management Act 1991 and internal policies such as Significance and Engagement Policy. Note that each of these would be impacted significantly by this bill.

                   iv.          tuhi ā-taipitopito / note that the Local Board has made a commitment to a treaty-based partnership with iwi and matawaka and that this is documented in our Local Board Plan 2023 where we specifically seek to improve Māori outcomes in our area and improve our relationship with iwi. The Local Board does not seek to deviate from those aspirations.
