Draft Play Plan review Presenter/s: Jacquelyn Collins (Play Portfolio Lead, Community Wellbeing) Governance role: Setting direction / priorities / budget Proposed Outcome/s: To seek feedback on the draft Play Plan and consider funding options for the 2025/2026 work programme. The aim is to bring the draft Play Plan to a business meeting for adoption. Attachment/s: Attachment
[A] – Papakura Local Board - Draft play plan feedback
Summary of discussions Staff sought feedback on the draft Play Plan and requested members consider funding options for the 2025/2026 work programme. The Play Plan will be brought to the February 2025 business meeting for formal adoption. A new colleague will be joining Jacquelyn in January as the Play Projects Manager and will be looking after the delivery of these projects. Board members provided the following feedback · General agreement that the Play Plan was a good document and provided structure around play. · The board wants a co-ordinated approach so that each area of council is aware of the Play Plan and can use it to share options when in discussion with partners and developers. · Note that there are cost effective opportunities for the provision of play · Developers often want to include play spaces in their development but the offer is often declined by council staff due to budget constraints relating to the ongoing consequential opex. · The local board believes it is important to plan for good community outcomes including green space and play space. |

Annual Business Improvement District (BID) update

Governance role: Oversight and monitoring Proposed Outcome/s: To receive updates from each Business Improvement District (BID) as part of the annual compliance requirements in the BID Policy (2022). The BIDs will provide an update on their current and future activities.

Members acknowledged the great work the Papakura Business Association BID team have done in the Papakura town centre. |

Local Board Capital Transport Fund Projects Update Presenter/s: Bruce Thomas, (Elected Member Relationship Manager, Auckland Transport)" Governance role: Setting direction / priorities / budget Proposed Outcome/s: To provide an update on the current Local Board Capital Transport Fund projects, future projects identified by Auckland Transport and receive local board suggestions for potential projects for consideration.
Attachment/s: Attachment [D] – Papakura Local Board Capital Transport Fund Workshop 4 Attachment [E] – Papakura – Local Board Capital Transport Fund Projects ideas Summary of discussions Daryl McIntosh (Head of Major Projects Comms, AT) and Jo Reeves (Comms Manager, KiwiRail) provided an update on getting ready for the City Rail Link, rail network closures and how they will accommodate large events known about. Sila Auva’a (Programme Manager, Business Performance, AT) and Bruce Thomas (Elected Member Relationship Manager, AT) provided an overview on the current Local Board Capital Transport Fund projects, future projects identified and sought direction regarding priorities.. The local board provided the following feedback: · McLennan Park – Pedestrian connectivity – Auckland Transport and Parks and Community Facilities to discuss and finalise what could be delivered to connect a shared pathway through McLennan Park to Battalion Drive. (McLennan Park Concept Plan pathway one) · Bruce Pulman Park, connectivity – Bruce advised he had visited the site with the engineer today (Wed 11 Dec 2024). Things have progressed. Bruce will include an update in his February 2025 Auckland Transport report. · Members expressed concern about the contour of the seal from the Settlement Road bridge to before the Settlement / Marne intersection. It drops away on the left hand side and is dangerous. Bruce to follow up on this. · Members queried the practicality of proposed Clevedon Road pedestrian refuge to replace the raised pedestrian crossing. Members expressed concern that trucks would clip the pedestrian refuge. Potential LBCTF projects: · Arion Way – residents have requested a pedestrian crossing near where Te Paataka Koorero o Takaanini is situated. · Carbardin Street, Karaka Lakes – traffic speeds in the area. Request for traffic calming measures. Request to investigate for LBCTF project. Actions 1. Daryl McIntosh to: · provide the off peak travel times when the City Rail Link goes live. · check whether there will be express/limited stop trains and advise what those travel times would be. 2. Bruce Thomas to organise an onsite meeting in early 2025 to identify the potential location for a pedestrian crossing near the Takanini Community Hub and Library and view current line markings on Arion Way. 3. Bruce Thomas to organise Auckland Transport to investigate traffic calming measures in Carbardin Street, Karaka Lakes as residents have complained about traffic speed. 4. Bruce to follow up on the concern raised about the contour of the seal from the Settlement Road bridge to before the Settlement / Marne intersection. It drops away on the left hand side and is dangerous. 5. Bruce to convey the local board’s concern to the relevant staff that the pedestrian refuge proposed to replace the existing raised pedestrian crossing on Clevedon Road would potentially be clipped by trucks. 6. Sila Auva’a and Bruce Thomas to provide a memo regarding the Local Board Capital Transport Fund projects in mid to late January / early Feb 2025, including the McLennan Park shared pathway, Arion Way pedestrian crossing and the Carbarrdin Street traffic calming measures projects. The memo is to include advice on alternative funding for the Settlement / Marne intersection. |
