6.2 Ann Hartley QSO
Purpose of the report
1. To acknowledge the passing of Margaret Ann Hartley, commonly known as Ann, a prominent member of the North Shore community and send its sincere condolences to the Hartley family and friends.
Executive summary
2. Ann Hartley was a North Shore political leader who had a huge involvement in the development of the North Shore and North Harbour region for more than 50 years. She was a Kaipātiki Local Board member for three terms, and the Kaipātiki Local Board Deputy Chairperson between 2013 and 2016.
3. In 2022, Ann was awarded a Companion of the Queen’s Service Order in the New Year Honours List 2022 for her services to local government and the community. Ann had a huge passion to work to help everyone in the local community. She knew how to be successful in politics and her levels of tenacity were never doubted.
4. In the 1970s Ann commenced her community roles when she played a significant part in the establishment of the crèche at St Philip’s Church in Birkdale. She was first elected to Birkenhead City Council in 1980, becoming Mayor in 1986 and was elected Mayor of North Shore City upon its inception in 1989. As Mayor, she worked with other councils to secure funding for the establishment of the only Marae in the North Shore area at the time, Awataha Marae. In three years she bought up a number of houses on the Takapuna beach waterfront to establish the Gould Reserve.
5. Ann was elected to Parliament for the Northcote electorate in 1999, was Deputy Speaker of the House from 2002 to 2005, and a list member and an Assistant Speaker from 2005 until her retirement from Parliament in 2008. From 2008 to 2012, Ann was a Trustee of the ASB Community Trust (Foundation North) and served as Chairperson.
6. In 2007 she was elected as a councillor in the final term of the former North Shore City Council. She was then elected to the new Auckland Council, as a councillor, representing the North Shore Ward from 2010 to 2013. During this term she was the chairperson of council’s Regional Development and Operations Committee. At that time Ann helped to secure the funding for the rebuild of the Devonport Library.
7. Ann was influential in establishing and maintaining the North Shore’s rich array of parks and facilities including North Shore Events Centre, Kauri Point Centennial Park and the Bruce Mason Centre, and improved public beach access at Takapuna. During her long service to North Shore communities, Ann had a tremendous impact on the lives of many across Auckland.
8. People of the Devonport-Takapuna Local Board area are deeply saddened by the passing of Ann Hartley and extend our condolences to her family and friends.
