Resolution number OP/2025/2 MOVED by Chairperson AR Autagavaia, seconded by Deputy Chairperson V Hausia: That the Ōtara-Papatoetoe Local Board: a) A year ago, Fa’anānā Efeso Collins passed on suddenly, and people from across Aotearoa and the political spectrum recognised and commended his kindness, generosity, and passion for the Pacific community. Fa’anānā Collins was elected to the Ōtara-Papatoetoe Local Board in 2013, served as Chair, and then as an Auckland Councillor for the Manukau Ward for six years, between 2016 and 2022. At the time of his passing he was a Member of Parliament after the 2023 elections. He spent his career advocating for equity, social justice, especially for South Auckland and Pacific communities and issues that mattered to them.
b) In recognition of his extraordinary leadership, the Ōtara Papatoetoe Local Board has supported a portrait mural honouring the late Fa’anānā Efeso Collins, created by New Zealand mural artists Janine and Charles Williams, on the Ronwood Avenue Carpark wall facing Manu-kau Noa Iho / Hayman Park.

Resolution number OP/2025/3 MOVED by Chairperson AR Autagavaia, seconded by Deputy Chairperson V Hausia: That the Ōtara-Papatoetoe Local Board: a) Julie Chapman is to be made a Dame Companion of the New Zealand Order of Merit for services to children and the community. b) Julie has contributed services to the community for more than 20 years. Julie founded the KidsCan Charitable Trust in 2005, which works to support the education of New Zealand children living in poverty by helping them meet their physical and nutritional needs. The Trust currently provides food, clothing, and health item support for more than 60,000 children per annum in 1,100 schools and early childhood centres. She is responsible for the leadership and co-ordination of the Trust’s activities, key partnerships, government relationships and strategy. In 2009, she helped arrange the first New Zealand Telethon in 15 years, raising $1.9 million which enabled the KidsCan Trust to almost double its support to schools. She has worked for other charities including Women’s Refuge, The First Tee, Victim Support and Westpac Rescue Helicopter. She founded Pet Refuge New Zealand in 2017, a charity which provides temporary shelter for family pets affected by domestic violence at its purpose-built shelter. Pet Refuge New Zealand partners with Women’s Refuge and the New Zealand Police caring for family pets until victims of violence find a safe place to live and can be reunited with their pets. Mrs Chapman has been a Trustee of Pet Refuge since establishment.

Resolution number OP/2025/4 MOVED by Chairperson AR Autagavaia, seconded by Deputy Chairperson V Hausia: That the Ōtara-Papatoetoe Local Board: a) Tania Kingi (Ngāti Pukeko, Ngāti Awa, Ngāti Whakahemo, Ngāti Mākino, Ngāi Tai) is to be made a Member of the New Zealand Order of Merit for services to Māori and people with disabilities. b) Tania is a local resident, and is a disability rights advocate and leader in the social, health and disability sectors in Auckland. Tania builds connections and partnerships, raises awareness and creates change, particularly for Māori with disabilities (whānau hauā). Since 2004, she has been Chief Executive at Te Roopu Waiora, a kaupapa Māori consumer organisation supporting whānau hauā through wellness services, where she helps to reestablish connections with their whānau, hapū, iwi and communities. She has served on numerous boards, committees and charities, including the New Zealand Blood Service, Charities Commission, Whānau Ora Regional Leadership Group, Disability Committee to Auckland Council, the Accident Compensation Corporation’s Rā Mātua Panel and the Ministry of Social Development’s national complaints panel. A former member on expert advisory panels to the Chief Ombudsman, and the National Equity Steering Group for Te Whatu Ora since 2022, she is a member of Ngaa Pou Hauora o Tāmaki Makaurau Iwi Māori Partnership Board. She is an active member of Taumata Kōrero, a group of 15 Māori Chief Executives providing social services in Auckland. Ms Kingi is helping to recover understanding of traditional Māori concepts of disability and is currently completing a Doctorate of Indigenous Advancement in traditional Māori responses to disability.

Resolution number OP/2025/5 MOVED by Chairperson AR Autagavaia, seconded by Deputy Chairperson V Hausia: That the Ōtara-Papatoetoe Local Board: a) Tania Pouwhare (Ngāi Tūhoe) is to be made a Member of the New Zealand Order of Merit for services to Māori and Pacific communities, and the environment. b) Tania has been contributing to Auckland Council’s The Southern Initiative (TSI) since establishment in 2015, which includes the Otara-Papatoetoe Local Board area. Tania served as a Social Intrapreneur of TSI between 2015 and 2020 before becoming the General Manager where she co-founded Amotai, an organisation that works with government, iwi and corporate sectors to provide procurement opportunities for Māori and Pacific businesses. In her role of Social Intrapreneur she led TSI’s work on employment, skills and procurement across Māori and Pacific entrepreneurship and labour market policies and ran test solutions for big systems-change challenges. She has worked with Auckland City Council on their Sustainable Procurement Strategy, resulting in the inclusion of a social procurement criteria in the tendering processes, which has enabled Māori and Pacific businesses securing Council contracts and local people securing employment. This has enabled businesses such as TROW Group to win several significant contracts, providing employment opportunities for local Pacific people while providing environmentally friendly services, including diverting tonnes of waste from the landfill and salvaging products to be given new life within the community. She was instrumental in the establishment of Randwick Park Residents Group’s Stepping Stones programme which maintains parks in Randwick, and provides experience for people into employment, in collaboration with Downer. Ms Pouwhare is Co-Chair of the Māori Economic Development Advisory Board.

Resolution number OP/2025/6 MOVED by Chairperson AR Autagavaia, seconded by Deputy Chairperson V Hausia: That the Ōtara-Papatoetoe Local Board: a) Vaine Puapii Elia is to be awarded the King’s Service Medal for services to the Cook Islands community b) Vaine has been President of the Cook Islands cultural group, Te Pua Inano, based in Otara, since 2013. Vaine has coordinated hosting of events for Cook Islands Language Week, celebrations of International Women’s Day, the International Day of Older Persons, and annual end-of-year arts and crafts exhibitions. As President of Te Pua Inano, she has volunteered at the Cook Islands Consulate in Auckland since the mid-2000s, providing cultural support for numerous events hosted by the Consulate. She led the contribution of 150 sarongs to the Cook Islands Students Association in 2018 and translated five papers into the Cook Islands language on 'A Strategy for Academic Advancement of Pacific People at Massey University’ in 2005. She has volunteered with Otara Citizens Advice Bureau since 2011, particularly as a housing/tenancy specialist advocate, continuing to do so at age 89. She has been involved with Otara Seniors Support Group for 11 years. She has been involved in the Seventh Day Adventist Church in Otara since 2008, volunteering with the Sabbath School and Women’s Ministry. Miss Elia has been recognised in the Cook Islands community as Mama Rangatira (Elder Woman of High Rank) and Vaine Rangatira (Woman of High Rank) for Arts and Craft in 2018 and 2019 respectively, presented by the Cook Islands Consul General.

Resolution number OP/2025/7 MOVED by Chairperson AR Autagavaia, seconded by Deputy Chairperson V Hausia: That the Ōtara-Papatoetoe Local Board: a) Phyllis Rosemary (Rose) Weir is to be awarded the King’s Service Medal for services to cricket and horticulture. b) Rose Weir has actively contributed to Papatoetoe’s sporting and gardening communities since the 1970s. Rose became involved with the Papatoetoe Women’s Cricket club in 1978, serving as its Secretary in the 1980s and 1990s, organising coaching for local women and school children, and even opening her home to visiting cricket coaches from the United Kingdom. As part of her community fundraising efforts, she has voluntarily assisted and supervised ushers at one day matches at Eden Park. As an avid gardener, she encourages horticulture in her local community. She has been active in the Papatoetoe Garden and Floral Society since 1986, serving as Club President for three terms, and rallying its members to maintain garden barrels of flowers on Papatoetoe’s main street. She also organised the floral designer’s yearly roster for the Totara Hospice South Auckland. Between 2009 and 2020, Ms Weir volunteered as a mentor with the Manukau District Health Board’s Growing for Health initiative to help reduce diabetes in the area through the establishment of community gardens in Middlemore Park, and was key to the initiative being recognised by the New Zealand Recreation Association’s Outstanding Project Award. |

To all the incredible residents of Otara and Papatoetoe who worked tirelessly and volunteered at the recent Lantern Festival. thank you b) your efforts did not go unnoticed. Security officers, carpark attendants, vendors, and all our volunteers. Events like these shine because of the people behind them, and we are so proud of the way our community came together to make it a success. Ngā mihi nui for your time, energy, and aroha in bringing this festival to life right here in Ōtara. Mā te Atua koutou e Manaaki, may you all be richly blessed.

a) whakarite / provide the following comments on proposed plan change 106: i. tuhi ā-taipitopito / note that ten submissions were received on the proposed plan change 106 ii. tautoko / support in principle, submission from the Tupuna Maunga Authority iii. tautoko / support mana whenua feedback for an approach that provides for filming in public places as a permitted activity with permitted standards, and for mana whenua to have an increased role in decision-making for activities occurring on Sites and Places of Significance to Mana Whenua iv. tuhi ā-taipitopito / note the board supports Te Tāruke-ā-Tāwhiri: Auckland’s Climate Plan and the board’s local climate action and that measures to mitigate and minimize any adverse impact from filming be put in place as part of the plan change v. tuhi ā-taipitopito / note that there is no change in process of film permit applications, and local boards continue to be responsible for landowner approval for local parks and are notified of any film permit applications. b) tono / request officers to include the board feedback under a) to inform the hearings panel and update the board on final outcomes of the proposed plan change 106.

Resolution number OP/2025/16 MOVED by Chairperson AR Autagavaia, seconded by Member O Dewes, MNZM: That the Ōtara-Papatoetoe Local Board: whakarite/provide the following feedback: a) tono / request that the Governing Body adopt the contestable funding allocation model for the Fix and Finish fund b) tautoko / support the criteria for eligible projects for the Fix and Finish Fund c) advocate strongly for the Governing Body to consider that: i) the current $20 million Fix and Finish Fund should be increased to better reflect the value of the shares ii) funding should be set aside, in addition to the $20 million Fix and Finish Fund, for an ongoing investment element which is ring-fenced for Fix and Finish projects to ensure the delivery of future returns iii) the agreed greater decision-making role and autonomy of the Local Boards, the Boards should be empowered to determine: • revenue-generating investments. • the conditions proposed for the application of funds at the local level/on behalf of communities. iv) tuhi ā-taipitopito / note the in-principle concern that none of the funding allocation models are consistent with the Governing Body direction of greater empowerment for Local Boards. To fully increase local board decision-making, additional funding allocation methodologies, such as ring-fencing, should have been proposed, and the Fund should also include ways for Local Boards to generate revenue. Limiting Local Boards to selling assets and reducing services forces continued requests to the Governing Body for increased rates or fairer distribution
d) tono / request that the board’s resolutions be circulated to all local boards and councillors.

Resolution number OP/2025/17 MOVED by Chairperson AR Autagavaia, seconded by Deputy Chairperson V Hausia: That the Ōtara-Papatoetoe Local Board: a) whakarite / provide the following feedback to Auckland Council’s submission on the Local Government (Water Services) Bill: i. that process has been rushed placing pressure on time frames to give feedback ii. under this Bill, the current government appears to have entirely removed opportunity in having Mana Whenua included in the governance structures of the then proposed water entities iii. it therefore fails to live up to the Crown's (whether Central or Local government) obligations under Te Tiriti o Waitangi. The Ōtara-Papatoetoe Local Board laments on the missed opportunity in having Mana Whenua included iv. tautoko / support the amendment to the Bill to give more power to Watercare as is requisite for it to access private land for delivering their services v. tuhi ā-taipitopito / note that despite the protest and rhetoric against the previous government's proposed attempts at reform in water infrastructure, this Bill appears to allow for the establishment of entities envisaged by the previous government vi. however, the board is concerned that the autonomy the Government is supposedly giving Local Councils is illusory, and that we are being left with the cost for implementing the government expectations vii. tuhi ā-taipitopito / note that the Internal Affairs delivered a report to Minister Simeon Brown, ahead of confirming the Watercare charter, which looked into Watercare’s financial wellbeing, to set a baseline for the coming years of economic regulation. It warns there is little evidence of formal assessments of capital efficiency or of benchmarking viii. restate that the process has been rushed – and that haste has compromised the quality of the data and the analysis. We agree and support staff comments that “Auckland Council would be concerned if it was to be used as a formal baseline for economic regulation."
