Member Glenn Murphy declared a conflict of interest with item 8.3 Deputation – Manurewa Christmas in the Park as he is a Trustee on the Trust’s board. Member Glenn Murphy also issued an apology to the board after a recent finding of non-material breach of the Code of Conduct.

It is important council respects the rights of free speech and peaceful protest but should not tolerate threats of violence, agression towards our staff, nor behaviour that displaces or threatens the safety and enjoyment of those who use our services or attend our events.

 

More widely, we acknowledge all front facing council staff who may be impacted by the events of Saturday and who continue to serve our community.

Aerovista Place Reserve, Manukau Central - new community lease to Te Pu-a-nga Maara Charitable Trust

That the Manurewa Local Board:

a)      whakaae / grant, a new community lease to the Te Pu-a-nga Maara Charitable Trust for an area comprising approximately 75m2 located at 68R McLaughlins Road, Manukau Central, on the land legally described as LOT 700 DP 432020 (as per Figure 1), subject to the following terms and conditions: 

i)    term – two years, commencing date 1 March 2024, with no right of renewal

ii)   rent – $1 plus GST per annum if demanded

b)      whakaae / approve all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines 2012

c)      tuhi ā-taipitopito / note that public notification and iwi engagement for Auckland Council’s intention to grant a new community lease to Te Pu-a-nga Maara Charitable Trust located at Aerovista Place Reserve, 68R McLaughlins Road, Manukau Central has been undertaken

d)      tuhi ā-taipitopito / note that no objections to the notified proposal of the new community lease to the Te Pu-a-nga Maara Charitable Trust located at Aerovista Place Reserve, 68R McLaughlins Road, Manukau Central were received.

Auckland Council’s Quarterly Performance Report: Manurewa Local Board for quarter two 2024/2025

a)      whiwhi / receive the performance report for quarter two ending 31 December 2024

b)      tuhi ā-taipitopito / note the financial performance report in Attachment B of the agenda report will remain confidential until after the Auckland Council Group half-year results for 2024/2025 are released to the New Zealand Exchange (NZX), which are expected to be made public on or about 28 February 2025

c)          tono / request more detail, specificity and data in the quarterly updates provided by departments to give the board more oversight of the board’s investment, and the status and outcome of the individual projects to enable better future planning and decision-making.

Scoping local economic development investment options

a)      tono / request the delivery of scoping document to identify potential economic development opportunities in the local board area to guide economic development investment in the local board work programmes 2025/2026 and 2026/2027

b)      whakaae / approve the creation of a new economic development line item, Manurewa Local Economic Development Options, in the 2024/2025 work programme to support the delivery of this scoping activity

c)      whakaae / approve the reallocation of $30,000 from work programme ID 281 Community Grants Manurewa to fund this economic development scoping activity.

Local board views on proposed plan change 106 for filming on Sites and Places of Significance to Mana Whenua

a)          provide the following views on proposed plan change 106

i)           tautoko / support the position of mana whenua on the proposed plan change 106 for filming on sites of significance for mana whenua

ii)         tuhi ā-taipitopito / note the report states that feedback from mana whenua on PC 106 supports an approach that provides for filming in public places as a permitted activity with permitted standards, and for mana whenua to have an increased role in decision-making for activities occurring on SPSMW

b)         defer to the views of ahi kā on the proposed plan change 106 for filming on Sites and Places of Significance to Mana Whenua.

Local board input into Auckland Council's submission on the Local Government (Water Services) Bill

That the Manurewa Local Board:

a)         tuku / provide the following feedback to Auckland Council’s submission on the Local Government (Water Services) Bill:

b)             support the Auckland Council position in the Local Government Water Services Bill Briefing Paper for Local Boards, dated 19 February 2025, in particular

i)           retaining the land access provisions under LGA 2002

ii)         that services agreements for arrangements related to stormwater infrastructure in the transport corridor be made mandatory with entities such as Auckland Transport

iii)        the creation of national engineering design standards for water supply, wastewater and stormwater

c)         tono / request that ongoing community consultation and engagement be incorporated into the implementation of the bill

d)         tono / request continued local governance involvement in water services management, ensuring that local boards retain a clear role in shaping policies and decisions related to water services that directly affect their communities

e)          tuhi ā-taipitopito / note the local board’s previous feedback on the Water Services Legislation Bill (MR/2023/32)

f)           is concerned about unrestricted and unaffordable water charges in the future that has to be curtailed by legislation and the regulators.

i)           support the equity funding allocation model.

Auckland Transport Update for the Manurewa Local Board - February 2025

a)          whiwhi / receive the report from Auckland Transport titled Manurewa Local

Board Update – February 2025 in Attachment A

b)         tono / request Auckland Transport to investigate the feasibility of constructing a signalised crossing outside the Manukau SuperClinic on Great South Road, noting there is a bus stop on the opposite side of the road, and this would allow for an easier and safer crossing, especially for patients of the SuperClinic.

Public feedback report on the traffic bylaw review

That the Manurewa Local Board:

a)         whakarite / provide the following views on how the Joint Bylaw Panel should address matters raised in public feedback on the proposed Vehicle Use and Parking Bylaw 2025, including the supporting proposals, included as Attachment B to this report

i)           75 per cent of Manurewa residents who submitted (8 submissions) noted they do not have concerns about the proposal

ii)         Manurewa respondents noted support for restrictions to keep residential streets and industrial areas free from heavy vehicle parking

iii)        tuhi ā-taipitopito / note the local board’s previous feedback on the joint traffic bylaw (MR/2024/145):

tautoko / support the intention to simplify the bylaws and create efficiencies between Auckland Transport and Auckland Council

tuhi ā-taipitopito / note that enforcement is crucial and adequate resourcing needs to be provided to ensure it can be undertaken effectively

tautoko / support not allowing heavy vehicles to park on roads through

A)         adding parking-related controls and other Land Transport Act 1998 powers to regulate heavy traffic, including, the power to require security under LTA 1998

B)         amending Part 2: Street Damage of the Auckland Transport Activities in the Road Corridor Bylaw 2022 to help address problems related to the use of heavy vehicles accessing development or construction sites on private lands, causing damage to nearby roads

b)      tāpae / delegate Chairperson Matt Winiata and member Glenn Murphy to represent these views to the Joint Bylaw Panel.

Local Board Transport Capital Fund Reallocation - Auckland Transport

That the Manurewa Local Board:

a)          tono / request a formal response to the board at its next business meeting why immediate safety measures in Randwick Park is not a priority for Auckland Transport outside of the Local Board Transport Capital Fund

b)         tono / request Auckland Transport to investigate speed calming options for Randwick Park following the deputation on 17 October 2024, the public forum on 20 February 2025 and the speed-related death on Hyperion Drive in December 2024, in place of the funding allocated to the Finlayson Avenue roundabout upgrade

c)          whakaae / approve up to $527,291 to investigate and implement agreed measures into options for speed calming in Randwick Park

d)         whakaae / approve the following changes to the Local Board Transport Capital Fund 2022-2025 for the new allocation of $892,291:

i)           an increase in allocation to cover cost changes as follows:

A)         Roys Road Traffic Calming - additional $85,000

ii)         allocation to commence the following new projects:

A)         Scenic Drive Speed Calming - $280,000

B)         Approve up to $527,291 to investigate and implement agreed measures into options for speed calming in Randwick Park

e)          tono / request any cost savings from its currently active projects and/or any new additional funding that becomes available be reported back to the board for reallocation

f)           tono / request Auckland Transport consult on their recommended speed calming option of horizontal deflection (offset side islands) on Dennis Ave as per the workshops held on 14 November 2024 and 23 January 2025.
