3 Te Whakapuaki i te Whai Pānga | Declaration of Interest
Member Glenn Murphy declared a conflict of interest with item 8.3 Deputation – Manurewa Christmas in the Park as he is a Trustee on the Trust’s board. Member Glenn Murphy also issued an apology to the board after a recent finding of non-material breach of the Code of Conduct.

It is important council respects the rights of free speech and peaceful protest but should not tolerate threats of violence, agression towards our staff, nor behaviour that displaces or threatens the safety and enjoyment of those who use our services or attend our events.
More widely, we acknowledge all front facing council staff who may be impacted by the events of Saturday and who continue to serve our community. |

Local board input into Auckland Council's submission on the Local Government (Water Services) Bill |

Resolution number MR/2025/17 MOVED by Chairperson M Winiata, seconded by Member J Allan: That the Manurewa Local Board: a) tuku / provide the following feedback to Auckland Council’s submission on the Local Government (Water Services) Bill: b) support the Auckland Council position in the Local Government Water Services Bill Briefing Paper for Local Boards, dated 19 February 2025, in particular i) retaining the land access provisions under LGA 2002 ii) that services agreements for arrangements related to stormwater infrastructure in the transport corridor be made mandatory with entities such as Auckland Transport iii) the creation of national engineering design standards for water supply, wastewater and stormwater c) tono / request that ongoing community consultation and engagement be incorporated into the implementation of the bill d) tono / request continued local governance involvement in water services management, ensuring that local boards retain a clear role in shaping policies and decisions related to water services that directly affect their communities e) tuhi ā-taipitopito / note the local board’s previous feedback on the Water Services Legislation Bill (MR/2023/32) f) is concerned about unrestricted and unaffordable water charges in the future that has to be curtailed by legislation and the regulators. |

Resolution number MR/2025/21 MOVED by Chairperson M Winiata, seconded by Member H Andrew: That the Manurewa Local Board: a) whakarite / provide the following views on how the Joint Bylaw Panel should address matters raised in public feedback on the proposed Vehicle Use and Parking Bylaw 2025, including the supporting proposals, included as Attachment B to this report i) 75 per cent of Manurewa residents who submitted (8 submissions) noted they do not have concerns about the proposal ii) Manurewa respondents noted support for restrictions to keep residential streets and industrial areas free from heavy vehicle parking iii) tuhi ā-taipitopito / note the local board’s previous feedback on the joint traffic bylaw (MR/2024/145): tautoko / support the intention to simplify the bylaws and create efficiencies between Auckland Transport and Auckland Council tuhi ā-taipitopito / note that enforcement is crucial and adequate resourcing needs to be provided to ensure it can be undertaken effectively tautoko / support not allowing heavy vehicles to park on roads through A) adding parking-related controls and other Land Transport Act 1998 powers to regulate heavy traffic, including, the power to require security under LTA 1998 B) amending Part 2: Street Damage of the Auckland Transport Activities in the Road Corridor Bylaw 2022 to help address problems related to the use of heavy vehicles accessing development or construction sites on private lands, causing damage to nearby roads b) tāpae / delegate Chairperson Matt Winiata and member Glenn Murphy to represent these views to the Joint Bylaw Panel. |

Resolution number MR/2025/22 MOVED by Chairperson M Winiata, seconded by Deputy Chairperson G Murphy: That the Manurewa Local Board: a) tono / request a formal response to the board at its next business meeting why immediate safety measures in Randwick Park is not a priority for Auckland Transport outside of the Local Board Transport Capital Fund b) tono / request Auckland Transport to investigate speed calming options for Randwick Park following the deputation on 17 October 2024, the public forum on 20 February 2025 and the speed-related death on Hyperion Drive in December 2024, in place of the funding allocated to the Finlayson Avenue roundabout upgrade c) whakaae / approve up to $527,291 to investigate and implement agreed measures into options for speed calming in Randwick Park d) whakaae / approve the following changes to the Local Board Transport Capital Fund 2022-2025 for the new allocation of $892,291: i) an increase in allocation to cover cost changes as follows: A) Roys Road Traffic Calming - additional $85,000 ii) allocation to commence the following new projects: A) Scenic Drive Speed Calming - $280,000 B)
