Chairperson I Fordham opened the meeting and welcomed everyone in attendance. Member P O’Shea led the karakia timatanga.

That the Aotea / Great Barrier Local Board:

a)          tuhi ā-taipitopito / note the Aotea / Great Barrier Island International Dark Sky Sanctuary 2024 annual report referred as Attachment A to the agenda report.

b)          tono / request planning staff to send a copy of the Aotea Dark Sky sanctuary lighting preferences to all new builds and renovations applications.

c)          whakamihi / thank Deborah Kilgallon, Dark Sky coordinator for her attendance and her mahi in organising and submitting the Aotea / Great Barrier Island International Dark Sky Sanctuary 2024 annual report.

Judy Gilbert of Windy Hill – Rosalie Bay Catchment Trust was in attendance via Microsoft Teams to speak to the grant application.

Auckland Council’s Quarterly Performance Report: Aotea / Great Barrier Local Board for quarter two 2024/2025

That the Aotea / Great Barrier Local Board:

a)      whiwhi / receive the performance report for quarter two ending 31 December 2024.

b)      tuhi tīpoka / note the financial performance report in Attachment B of the agenda report will remain confidential until after the Auckland Council Group half-year results for 2024/2025 are released to the New Zealand Exchange (NZX), which are expected to be made public on or about 28 February 2025.

c)      cancel the work programme item #132 AoteaOra Community Trust administration support due to lack of resource and capacity to deliver this financial year.

d)      whakaae / approve reallocation of $10,200 from the #132 Aotea Ora Community Trust administration support work programme budget line to the #134 community grants Aotea / Great Barrier Local Board budget line.

e)      whakamihi / thank Lenka Wright for her wonderful work in the library and wish her all the very best for the future.

f)       whakamihi / thank Jacqui Fyers – senior local board advisor and Nan Hu –senior finance & performance advisor for their mahi in producing this report.

Local Board Transport Capital Fund Projects 2025-2026

 

Beth Houlbrooke - Elected Member Relationship Partner (North) and Raman Singh - Senior Transportation Engineer of Auckland Transport were in attendance via Microsoft teams in respect to this item.

 

Note: changes to the original recommendation with inclusion of new clause b) were made with the agreement of the meeting.

That the Aotea / Great Barrier Local Board:

a)         toha / allocate the full $140,179 towards completing the Hector Sanderson Road, Claris Walkway project.

b)         whakamihi / thank Beth Houlbrooke - Elected Member Relationship Partner (North) and the Auckland Transport team for their work and promptly progressing this programme.

Local Board feedback on Fix and Finish fund

MOVED by Chairperson I Fordham, seconded by Deputy Chairperson C Ollivier:  

That the Aotea / Great Barrier Local Board:

a)         whakarite / provide the following feedback on the criteria for eligible projects for the Fix and Finish fund:

i)           tono / request that only a simple business case is required for projects less than $1m in value.

b)      whakarite / provide the following feedback on preferred funding allocation model for the Fix and Finish fund.

i)           tūtohu / recommend using the equitable distribution model.

ii)         tono / request the equitable distribution model take into account being across 13 boards rather than the full 21 boards and double the percentage for the two island boards to be 2% and 4%.

c)      tono / request that the resolutions are shared with Waiheke Local Board and Waitematā and Gulf ward councillor.

a)      whiwhi / receive the Local board views on proposed plan change 106 for filming on Sites and Places of Significance to Mana Whenua report.

b)      will not kopou / appoint a local board member to speak to the local board views at a hearing on proposed plan change 106.

Public feedback report on the traffic bylaw review

That the Aotea / Great Barrier Local Board:

a)      whakarite / provide the following views on the proposed Vehicle Use and Parking Bylaw 2025:

i)     support replacing the current bylaws with a joint Auckland Transport and Auckland Council Traffic Bylaw, and adopt the required changes to provide for better efficiencies. 

ii)    tuhi ā-taipitopito / note that Aotea / Great Barrier has a lack of on-island compliance enforcement and request consideration of resource to support any enforcement of the bylaws.

b)      tuhi ā-taipitopito / note the local board will not represent these views to the Joint Bylaw Panel.

The local board provided its feedback to Auckland Council’s submission on the Local Government (Water Services) Bill through the urgent decision process on Friday 21 February 2025.
