Disposal of Slip Material from Pohutukawa Glade at Waitipu (the former Waitakere Quarry) |

Resolution number WTK/2025/8 MOVED by Member L Manley, seconded by Chairperson G Presland: That the Waitākere Ranges Local Board: a) whakaae / approve, in principle, the relocation of slip material stored on Pohutukawa Glade, generated by the 2023 North Island Weather Events, to Waitipu park, 99 Te Henga Road. b) tautoko / support Auckland Transport proceeding with resource consent and works for Option 2, to enable relocation of slip material generated by the 2023 North Island Weather Events to Waitipu park, 99 Te Henga Road. c) tuhi ā-taipitopito / note Auckland Transport will also progress a resource consent and works for the redistribution of some slip material to be spread over Pohutukawa Glade. d) tautoko / support retention of some slip material at Pohutukawa Glade subject to a positive arboreal report about the Pohutukawa. e) tono / request staff report back on the final design for relocating the slip material at Waitipu park, 99 Te Henga Road, with an assessment of the impacts on the park, with the expectation this will include: i) kauri dieback management and risks ii) future use of the park iii) cost implications iv) the view of the Parks and Community Facilities Area Operations Manager.
f) delegate authority for final land owner approval for the relocation of slip material stored on Pohutukawa Glade, generated by the 2023 North Island Weather Events, to Waitipu park, 99 Te Henga Road, to Member M Allen. g) tuhi ā-taipitopito / note its expectation that Auckland Transport will be funding all proposed work in association with the transportation, shaping and restoration of the site if resource consent is obtained. |

Local board views on proposed plan change 106 for filming on Sites and Places of Significance to Mana Whenua |

Resolution number WTK/2025/9 MOVED by Chairperson G Presland, seconded by Member S Coney: That the Waitākere Ranges Local Board: a) provide the following feedback on proposed plan change 106: i) tuhi ā-taipitopito / note that the Waitākere Ranges is one of Auckland’s busiest filming locations. ii) tuhi ā-taipitopito / note that in the Unitary Plan there are only three Sites or Places of Significance to Mana Whenua currently identified in Waitākere Ranges (although understand there are likely many others that are not identified in the plan): · Te Toka Tapu a Kupe, Ninepin Rock, Whatipu (Wāhi Tapu) · Karangahape Pā, Cornwallis (Pā site and kāinga) · Paruroa & Nihotupu, Waitākere Ranges Regional Park (battle site). iii) recommend that the Governing Body consider the views of Te Kawerau ā Maki, Ngati Whatua and other mana whenua to determine whether the plan change is appropriate. |

Resolution number WTK/2025/15 MOVED by Chairperson G Presland, seconded by Member S Coney: That the Waitākere Ranges Local Board: c) tuhi ā-taipitopito / note widespread community concern around the sale and letting off of fireworks. d) tuhi ā-taipitopito / note the negative impact that fireworks have on farm animals, wildlife and pets . e) tuhi ā-taipitopito / note the issue of ongoing disturbance to the community from fireworks being set off throughout the months following early November. f) tuhi ā-taipitopito / note the ongoing risk to the environment of fire and that this risk is likely to be exacerbated if climate change results in Auckland developing a drier climate. g) tautoko / support Auckland Council advocacy to Central Government for legislation to ban the sale of fireworks. h) tautoko / support Auckland council banning the sale of fireworks from council land, such as parks, reserves and road berms. i) tautoko / support organised public firework displays in safe, controlled environments. j) tono / request that Auckland Council considering the requirement of a permit for any fireworks display, including where fireworks are used as part of cultural celebrations. |

Resolution number WTK/2025/18 MOVED by Member S Coney, seconded by Member L Manley: That the Waitākere Ranges Local Board: a) whakaae / approve its tabled submission on the Draft Storm Affected Land Use Policy and implementation.
b) seek the following changes to the Draft Storm Affected Land Use Policy and implementation approach:
i) tono / request that Council have particular regard to the objectives of the Waitākere Ranges Heritage Area Act 2008 in finalising the Policy and implementing the Draft Storm Affected Land Use Policy and Implementation Approach as required by the Act. ii) tono / request that where affected properties contain Significant Ecological Areas (SEAs) then unless they are sold to the adjoining owner they are retained by Council and are managed and restored by Council for their ecological and biodiversity benefits. iii) tono / request that where affected properties provide walking linkages and trails that benefit the community they are retained by Council. iv) tono / request the principles of the Policy should include to take into account environmental outcomes and potential biodiversity gains, especially where properties contain SEAs, are contiguous with existing forests and eco-systems and/or are in the Waitākere Ranges Heritage Area. v) tono / request that control of pest plants and pest animals on properties that have been acquired in the buffer zones listed in the Auckland Regional Pest Management Plan is treated as a priority because of the potential for harm to nearby high value eco-systems. vi) tuhi ā-taipitopito / note the Policy needs to include how Council will manage and restore land containing landslides which is unlikely to be divested. vii) tautoko / support local boards having the ability to nominate land for new purposes. viii) tono / request that where the property is retained, sufficient budget should be provided to maintain it, rather than the proposed “funding from existing budgets”. When land is transferred to a local board for a purpose such as parkland, sufficient operating expenditure should accompany it. ix) tuhi ā-taipitopito / note our concerns about the potential liability to Council for (storm affected) land that is sold and re-developed. x) establish a clear escalation process when local board views on land use differ from staff recommendations, ensuring such matters are referred for a political decision rather than being resolved through staff delegation. xi) alternatively, the policy could enable local boards to present their case to the Storm Recovery Political Advisory Group, in the event that a request is not supported by the staff assessment, before a final decision is made. |
