Purpose of the report
1. To present the Māngere-Ōtāhuhu Local Board workshop agenda for Wednesday 5 March 2025.

Executive summary
2. Most workshops are open to the public to attend as observers in person or online.
3. Some sessions may not be open to the public. The staff, chairperson and/or deputy chairperson decide which sessions are open to the public, depending on the sensitivity of the information being discussed. If a session is not open, a reason will be provided below.
5. Local Board workshops provide an opportunity for local boards to carry out their governance role in the following areas:
a) Accountability to the public
b) Engagement
c) Input to regional decision-making
d) Keeping informed
e) Local initiative / preparing for specific decisions
f) Oversight and monitoring
g) Setting direction / priorities / budget.
6. Workshops do not have decision-making authority.
7. Workshops are used to canvass issues, prepare local board members for upcoming decisions and to enable discussion between elected members and staff.
8. Members are respectfully reminded of their Code of Conduct obligations with respect to conflicts of interest and confidentiality.

Community Grants Review & Presentation Presenter/s: Amber Deng (Grants Advisor) - in person Purpose: Purpose: To review the grants applications from finished Financial Year 2023/2024 and discuss about the programme for new Financial Year 2025/2026. Governance role: Setting direction / priorities / budget Proposed Outcome/s: To review the outcome of grants funded in past Financial Year and provide direction on the programme for new Financial Year. Attachment/s: Attachment A - Review of Māngere-Ōtāhuhu Local Board Grants Programme – see below |
Session 2 – 1.00pm – 2.00pm |
Auckland Transport- LBTCF - additional options Presenter/s: Raman Singh (Engineer), Bill Teaukura (AC Parks), Kelly Antao (Auckland Council - projects), Alex Elton-Farr (EMRP - Auckland Transport) Purpose: To present the board with an alternative option for their consideration for which project(s) to apply their Local Board Transport Capital Fund. Governance role: Setting direction / priorities / budget Proposed Outcome/s: That the board will have the required information on alternative options to consider and are informed of the funding implications of the additional project(s) so they are able to make an informed decision for where to apply their funding. Development Contributions 2025 proposal Presenter/s: Andrew Duncan (Manager Financial Policy), Hao Chen and team (Manager LB Financial Advisory), Tracey Wisnewski (Project Manager Finance) Purpose: To assist local boards and help them provide feedback on the draft Contributions Policy 2025 public consultation and feedback held in September to December 2024 Governance role: Oversight and monitoring Proposed Outcome/s: Boards feel supported and informed in providing their input on any impacts from the Development Contributions 2025 proposal. Attachment/s: Attachment C – TBA. |

Attendance and any content will be made available as soon as possible after the workshop has been completed. The recording will resume for Session 5 below - Watercare - Pressure reduction management to monitor water pressure and reduce leakage.
Financial Advisory -- Local board budget update and cost pressure Presenter/s: Hao Chen (Manager Local Board Financial Advisory), Manoj Rathod (Lead Financial Advisor), Anna Jackson (Integration Specialist), Shyrel Burt (Principal Integration Specialist Integration & Programming) Purpose: To present local boards with their 2025/2026 budget position and play back of cost pressures post budget refresh exercise. A March business meeting report will follow the workshop seeking feedback on certain aspects of local board cost pressures. Governance role: Setting direction / priorities / budget Proposed Outcome/s: Local boards are informed on their budget positions, relevant cost pressures, and impacts of potential options, ahead of workshopping their work programmes, and are in the position to give feedback on the Annual Budget where there are local impacts and considerations. Watercare - Pressure reduction management to monitor water pressure and reduce leakage Presenter/s: Elizabeth Stewart (Elected Member Relationship Advisor) – in person, Jack Mayberry (Smart Network Lead), David Moore (Smart Systems Manager) - online Purpose: To let the Māngere-Ōtāhuhu Local Board know about work Watercare are doing in your rohe to help us to monitor water consumption and leakage and optimise the water pressure. Governance role: Keeping informed Proposed Outcome/s: The Māngere-Ōtāhuhu Local Board are informed of the network optimisation works and have the opportunity to ask questions about water network management in and around Māngere.
