That the Devonport-Takapuna Local Board:

a)      resolve to not fill the vacancy created on the Devonport-Takapuna Local Board by Chair Toni van Tonder’s resignation from the board effective on 18 February 2025, pursuant to section 117 (3) of the Local Electoral Act.

A division was called for, voting on which was as follows:

a)      whakaae / agree to elect a new chairperson utilising System A of Schedule 7, Part 1, Clause 25 of the Local Government Act 2002

That the Devonport-Takapuna Local Board:

b)          elect Melissa Powell as chairperson of the Devonport-Takapuna Local Board for the period commencing 18 March 2025 to the end of the 2022-2025 political term.

The motion was put to the vote by a show of hands and was declared CARRIED by 3 votes

to 2.

Kōkiri - Setting priorities for Auckland Transport project and programme engagement

That the Devonport-Takapuna Local Board:

a)      whiwhi / receive the Forward Works Programme brief, considered the information provided and requests Auckland Transport to apply the following levels of engagement to these projects:

i)       Collaborate with Auckland Transport about these projects or programmes:

·    100 Aberdeen Road, Campbells Bay – Raised crossing

·    6 Auburn Street – Pedestrian crossing.

·    Speed Advisory signs (if budget available)

·    Devonport-Takapuna CATTR-Funded Cycling Connections (Climate Action Transport Targeted Rate). Francis to Esmonde walking cycling bridge and cycling connections.

 

ii)      consult with the local board about these projects or programmes:

·    Sanders Ave pedestrian. 

·    Kitchener Road Zebra Crossing

·    Ngataringa Road Footpath Upgrade.

·    Shea Terrace Footpath upgrade.

·    Cycle lane separators on Shakespeare Road.

·    Beacroft Drive Footpath Upgrade

Regional Technology Projects – Bus booster roll-out. Advanced detection roll-out.

 

b)      That the local board advocate about these projects or programmes:

·    Retention, increase and long-term security of the Local Board Transport Capital Fund to support us to make strategic decisions towards projects that span multiple trienniums. 

·    Increased funding towards footpath renewals that meet a new wider standard.  

·    Secure funding to progress the Francis-Esmonde walking cycling bridge. 

·    Progress the upgrade of Lake Road

c)      tuku / provides any projects or programmes for Auckland Transport to consider for inclusion in future work programmes

d)      tuku / provides any projects or programmes for Auckland Transport to review that are not supported by the local community.

c)           tautoko / supports the notification to seek public consultation on the draft plan change to add approximately 169 trees and 27 groups of trees across the region to Schedule 10, and to the Notable Trees Overlay in the AUP maps.

d)          tono / requests that direct feedback is sought from property owners who may have the proposed trees on their private property or adjacent to it.

That the Devonport-Takapuna Local Board:

a)           tuku / provide feedback to Auckland Council’s submission on the Term of Parliament (Enabling 4-year Term) Legislation Amendment Bill.

b)          tautoko / supports the Term of Parliament (Enabling 4-year Term) Legislation Amendment Bill, which proposes a mechanism for extending New Zealand’s parliamentary term from three to four years, subject to a binding referendum

c)           suggests further consideration is given to local government terms to also be four years

ii)      prepare and provide local board’s views, if any, on notified resource consents and speak to those views at any hearings if required

b)      kopou / appoint Member G Busch and M Powell as an alternate representative to the Devonport Business Association

c)      kopou / appoint Member M Powell and G Wood  as an alternate representative to the Milford Business Association
