The Chairperson opened the meeting, welcomed those in attendance followed by Member Tim Spring leading the meeting with a karakia.

7.1

Petition - Target Road School

 

Fina Hallman, Principal of Target Road School, presented a petition urging the local board to make considerations for the safety of students who walk and bike to Target Road School.

 

 

A document titled ‘Target Road School - Traffic Petition’ was tabled. A copy of the tabled document has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

 

Petition Prayer

“We want our tamariki to be able to walk and bike to and from school safely. We would like a raised crossing and speed bump, on Target Road.

We regularly see speeding drivers, or drivers who decline to stop at the zebra crossing outside our school on Target Road.

We call upon governments both local and national to ensure that there is funding available for road calming measures. This is needed before a calamity occurs.”

Kōkiri - Setting priorities for Auckland Transport project and programme engagement

b)         tono / request Auckland Transport to apply the following levels of engagement to the Forward Works Programme projects:

i)           Collaborate:

·       Birkenhead Pavers upgrade

·       Kaipātiki Bus stop – New Shelter at stop 4204 Beach Haven Road

·       Hinemoa Street Safety improvements

·       Beach Haven Road crossing project

·       Highbury Globe Lights Project

·       Extend the street-to-street walkway project to include missed connections and upgrade older signs to the new consistent standard

·       Onewa Road Corridor Study - implementation of improvements

·            Birkenhead Avenue/Onewa Road Intersection.

ii)         Consult:

·       Parking - Northcote Town Centre review.

·       Community Initiated Engineering Programs FY25/26:

·       Lingfield Street – pedestrian crossing upgrade

·       24 Glenfield Road – pedestrian crossing

·       Totaravale Drive – New footpath connection

·       Wairau/View Road intersection improvements – signalization.

·            Intersection Improvements:

·            Roberts Road / Glenfield Road intersection improvements.

·       Public Transport Minor Projects:

·       Bus stop improvements, markings and upgrades to TDM standards

·       Bus shelter renewals.

iii)        Inform: 

·       Network Optimisation – Variable messaging, Advance detection, Use of technology. Bus Booster.

·        Sustainable mobility – Promoting active modes, campaigns, targeted schools and communities.

·       Road Safety.

·       Chartwell/Archers Road intersection Signals and safety platforms.

·       Raised zebra crossing at 84 Target Road, Wairau Valley (by Target Road entrance to Target Road School).

·       Road Corridor Renewals.

c)          ohia / advocate for these projects or programmes:

·      Retention, increase and long-term security of the Local Board Transport Capital Fund to support AT to make strategic decisions towards projects that span multiple trienniums.

·      Further investment in safe road environments such as safety around schools and safe speeds.

·      Improving the bus and ferry network serving the Kaipātiki area.

·      Electric bus fleet serving the Kaipātiki area.

That the Kaipātiki Local Board:

a)          tāpae / delegate Members Janet Tupou and Raymond Tan the responsibility of preparing and submitting the local board input into Auckland Council’s submission on the Term of Parliament (Enabling 4-year Term) Legislation Amendment Bill, noting that:

                    i)          feedback is due by close of business Friday 28 March 2025;

                   ii)         proposed board feedback will be circulated to all members via email for comment and indicative approval prior to it being submitted; and

                 iii)         finalised board feedback will be placed on the next available business meeting agenda for noting purposes.
