a)            acknowledge the service and achievements of Ian Barton who passed away in February 2025. Ian was chief forester with Auckland Regional Authority, was a Franklin District Councillor from 1995 – 2004 representing the Hūnua Ward, served as Chairman and long term member of Tane’s Tree Trust, served as a Justice of the Peace, and was author of “Hūnua, the Place and it’s People: A view from 2000”. Ian gained a B.Sc from Auckland University and an M.Phil from Waikato University in which his thesis was on Kauri management and physiology.

 

The board extends its sympathies to Ian’s family and to the many in the community that he served.

Constellation Park Beachlands, pump track funding report

That the Franklin Local Board:

a)      whakaae / approve the location as identified in Attachment A for the build of a pump track at Constellation Park, 17R Intrepid Crescent, Beachlands

b)      whakaae / approve the offer from Trail Pro to fund 80% of the material and construction costs for build of the pump track at Constellation Park

c)      whakaae / approve entering into an Infrastructure Funding Agreement with Trail Pro to build a pump track at Constellation Park as per the plan set out in Attachment B

d)      whakaae / approve the addition of this project to the Franklin Local Board capital  (CAPEX) 2024/2025 work programme

e)      whakaae / approve the allocation of $75,000 unallocated 2024/2025 local CAPEX renewal funding, and signal the allocation of $20,000 of 2025/2026 local CAPEX renewal funding (pending adoption of the 2025-2026 work programme in June), to the Constellation Park Pump Track project to contribute to delivery costs, including Trail Pro’s material and build costs ($25,000), shrub and tree planting ($20,000), project management ($10,000) and a contingency of $40,000

f)       whakaae / agree that ownership of the pump track, with the associated maintenance responsibilities, transfer to Auckland Council upon handover of the facility post verification by council staff that the pump track has been built to the required design and safety standards

g)         acknowledge the concerns of those in the community that neighbour the public park, and request that staff work to mitigate those concerns wherever reasonably possible within the budget envelope allocated

h)         tono / request that staff return to the board with advice on any need for toilets, signage or other features that might support the positive functioning  of Constellation Park, so it can be considered as part of future Franklin Local Board work programmes

i)           tono / request Police to discuss with the board how antisocial behaviour in Beachlands Maraetai can be addressed

j)           tono / request that staff engage with local board community partners to explore interest in delivering a community led opening event with a modest contribution from the project budget.

Auckland Transport - Clevedon Village Pedestrian Safety projects

a)      ohia / endorse Auckland Transport plans to invest in progressing sites 1 and 2 of the pedestrian safety proposals for Clevedon Village to delivery, and request that AT commence communication and engagement with Clevedon Community (beyond the Clevedon Community and Business Association) to ensure that the community is well informed of the proposal and delivery process

b)      tono / request Auckland Transport prioritise funding for the delivery of sites 3 and 4 of the pedestrian safety proposals for Clevedon Village to ensure that the package of works is delivered efficiently and effectively

c)      tono / request that Auckland Transport return to the Franklin Local Board with advice on options for improving Clevedon Village streetscapes; and addressing the decline in the quality of the village road corridors, noting that these are a priority for the Clevedon community.

C)         community Response:  Install a crossing on Beachlands Road, Beachlands, and provide a refuge island or kerb buildouts on Bell Road, at the intersection; in response to feedback from the principal at Beachlands School and parents,about safety concerns at this intersection, where up to four hundred students cross the road daily

E)         road corridor footpath renewals on King St, Pukekohe, noting the long term issue with slippery pavers, and the need to co-ordinate with Eke Panuku-led Unlock Pukekohe projects

F)         road corridor footpath renewals within the Clevedon village, including on Papakura Clevedon Road and Hyde Road, noting other pedestrian related projects being delivered by Auckland Transport, and to enable a ‘dig once’ integrated approach

d)         tono / request that Auckland Transport consider for inclusion in future work programme/s, the following advocacy projects, in order of priority:

i)           improvement of pedestrian facilities at the intersection of George St/France St, Kaiwaka Road, Waiuku, noting this project is a priority in the Franklin Local Board Plan 2023, and on the list of resolved priorities for the LBCTF; however unlikely to be funded due to lack of budget; with an engagement level of ‘consult’

ii)         Clevedon Pedestrian Improvements proposal Site 3 - gateway treatment and refuge island upgrade on Clevedon-Kawakawa Rd, Clevedon; with an engagement level of ‘consult’

iii)        Clevedon Pedestrian Improvements proposal Site 4 - provide a missing pedestrian splitter island on the southern side of the Papakura-Clevedon/North/Clevedon-Kawakawa Rd roundabout; with an engagement level of ‘consult’

iv)        Pukekohe Kerb and Channel improvements on Ward St adjacent to the Pukekohe Cemetery, to support the Pukekohe Cemetery Memorial Project, noting the Pukekohe Cemetery Memorial is a priority in the Franklin Local Board Plan 2023; with an engagement level of ‘collaborate’

v)         new footpath on Shelly Beach Road, Beachlands, between the roundabout at Beachlands Road and Karaka Rd (approx 125 metres); with an engagement level of ‘inform’

vi)         include Waiuku Road, Pukekohe, between the Puni corner/intersection with Tramway Road and the intersection with Patumahoe and Attewell Road, in the road resurfacing renewals programme; with an engagement level of ‘inform’

vii)      include Papakura-Clevedon Road and Hyde Road, Clevedon Village, in the road resurfacing renewals programme; with an initial engagement level of ‘consult’; noting there are also footpath renewals planned for Clevedon and other pedestrian improvements. The board is requesting Auckland Transport consult with the board in an integrated manner where all projects in Clevedon – the road surface renewal request, planned footpath renewals and planned and requested community response projects – are considered together to enable a ‘dig once’ approach

e)          tono / request Auckland Transport consider for inclusion in future work programme/s, the following advocacy priorities:

i)           Development and adoption of a Design Standards Manual for rural and semi-rural environment; with an engagement level of ‘consult’

ii)         Investigation of a suite of interventions to address speed and safety in the two bays, and parking at the boat ramp, at Kawakawa Bay, noting this is a priority in the Franklin Local Board Plan 2023; with an engagement level of ‘consult’

iii)        Investigate safety improvements at the intersection of Whitford-Maraetai Road and Clifton Road, Whitford (landfill entry/exit), noting this is a priority in the Franklin Local Board Plan 2023; with an engagement level of ‘inform’

iv)        Investigate safety improvements at the intersection of Jack Lachlan Drive and Whitford-Maraetai Road, Beachlands, nothing this is a priority in the Franklin Local Board Plan 2023; with an engagement level of ‘inform’

v)         Investigate installing a bus stop at Te Puru, Beachlands, noting this facility serves both Beachlands and Maraetai, yet bus services on Whitford-Maraetai Road do not stop at this key community facility; with an engagement level of ‘inform’

vi)        Develop a Comprehensive Parking Management Plan for Pukekohe Town Centre and surrounds: with an engagement level of ‘consult’

vii)      Transfer of the carpark at 4 Tobin St, Pukekohe (adjacent to Woolworths) from Auckland Transport to Auckland Council to enable progress of the Eke Panuku-led Unlock Pukekohe programme of work; noting the Unlock Pukekohe High Level Project Plan approved by the Governing Body and Franklin Local Board in 2019 approved this site for disposal subject to Auckland Transport approval; with an engagement level of ‘inform’

viii)     Transfer of land owner approval delegation for the area comprising Pukekohe Town Square (formerly Roulston St, still road reserve) and Roulston St, from King St to Massey Ave, from Auckland Transport to Auckland Council (Franklin Local Board), so the Local Board can make land owner approval decisions about the use of this space to support the outcome of the Unlock Pukekohe High Level Project Plan, such as markets, without a requirement for street trading licenses; with an engagement level of ‘inform’

ix)        Inclusion of Papakura-Clevedon Rd as a pilot site for an early flood warning system as part of the Flood Response programme of work, noting this road has flooded on multiple occasions, and this is a priority in the Franklin Local Board Plan 2023; with an engagement level of ‘inform’

x)         Undertake comprehensive transport planning to respond to the growth challenge in the Beachlands-Maraetai-Whitford area, to ensure that growth pays for growth; this should include planning for public transport and associated infrastructure (eg Pine Harbour ferry terminal upgrade) and the roading network (eg Whitford bypass), with a view to identifying capital works to be included as projects in Schedule 8 of the Development Contributions Policy; and request that Auckland Transport work with Auckland Council to collect development contributions to fund the capital works to be added to Schedule 8; with an engagement level of ‘consult’

f)           whakaū / confirm the local board considers the following planned projects from the forward works briefing as having a lower priority over the other priorities indicated by the board and would accept a deferral of delivery from the 2025/26 financial year to create AT delivery capacity:

i)           Community Response: new footpath at Rewa Road, Maraetai from Maraetai Drive to number 25; noting the board’s direction that a new footpath on Shelly Beach Road is a greater priority at this stage.

a)          inclusion in the future work programme a roundabout for the View Road, King St, Kitchener Road and Business park intersection in Waiuku

b)         that Auckland Transport carry out further investigation on the inclusion and installation of a roundabout at the intersection of Kitchener Road and Racecourse Road.

Local board input into Auckland Council’s submission on the Term of Parliament (Enabling 4-year Term) Legislation Amendment Bill

That the Franklin Local Board:

a)      tuku / provide feedback to Auckland Council’s submission on the Term of Parliament (Enabling 4-year Term) Legislation Amendment Bill Bill as follows:

               i)         tautoko / support extending New Zealand’s parliamentary term from three to four years, subject to a binding referendum

              ii)         tautoko / support a fixed four-year term to enable better policymaking and project delivery

            iii)         recommend that the legislation governing local elections also be amended to align with or respond to parliamentary terms (e.g. either a two year gap between elections or to align to parliamentary elections), so that local government can also be better enabled to deliver better policy response, policy making and project delivery, and to support an effective voting system..

Local board views on draft plan change to add trees and groups of trees to the Auckland Unitary Plan Operative in Part and to the Notable Trees overlay

MOVED by Deputy Chairperson A Cole, seconded by Member M Bell JP:  

That the Franklin Local Board:

a)    tuku / provide local board views on draft plan change to add approximately 169 trees and 27 groups of trees across the region to Schedule 10, and to the Notable Trees Overlay in the AUP maps as follows;

              i)           support protection of notable trees given the important role trees play in climate change mitigation, culture and heritaget

             ii)           tuhi a / note that the board is disappointed that it was not engaged in the process to represent local views in the process of identifying notable trees as the board feels this may have informed a more comprehensive plan change proposal. The board continues to be frustrated by the lack of recognition of the role of local boards as leaders of place-making in the context of Auckland’s shared governance model

               iii)       tono / request that the following trees also be considered for inclusion in the proposal, noting that this is not an exhaustive list and that there are likely many more that the community could identify if provided the opportunity;

·        Waiau Pa Recreation Reserve, the 4 trees at the entrance.

Franklin Local Board feedback on the proposed wastewater environmental performance standards

That the Franklin Local Board:

a)    tuku / provide feedback to the council’s submission on proposed wastewater environmental performance standards by the Water Services Authority – Taumata Arowai:

 i)    tautoko / support the principle of making regulations to set wastewater standards for public networks, noting that the regulation intends to support environmental outcomes, drive cost and time efficiencies, support owners of networks to better plan for the cost of infrastructure, and save time for territorial authorities as owners of the public infrastructure, and regional councils as regulators

ii)      do not consider that the Franklin Local Board has been given enough information to assess  the cultural, environmental and economic implications of the proposal on the communities of the Franklin Local Board area, noting that the Franklin Local Board area is challenged by rapid greenfield development and population growth and has extensive blue/green spaces that are vulnerable to such growth

iii)     tono / request that staff and governing body consider the nuanced challenge that greenfield development brings, alongside the more general challenge of population growth with a view to protecting our environment and heritage for future generations.

b)      whakaae / grant, under section 54 (1) (b) of the Reserves Act 1977, a new community lease to Runciman Tennis Club Incorporated for 1978 square meters (more or less). located at 29R Pitt Road, Drury on land legally described as Lot 1 Deposited Plan 101705 (Attachment A – Site map 29R Pitt Road, Drury), subject to the following terms and conditions:

i)    term – 5 years from 1 April 2025, with one 5 year right of renewal, reaching final expiry on 31 March 2045

ii)   rent – $1 plus GST per annum if demanded

iii)  community outcomes plan - to be included as a schedule within the lease agreement (Attachment B – Community outcomes plan – Runciman Tennis Club Incorporated)

iv)  early termination – an agreed change to allow for an early termination of the lease, in the event of the club moving to Drury Sports Complex

Franklin Local Board views on the draft Contributions Policy 2025

That the Franklin Local Board:

a)      tuku / provide views on the draft Contributions Policy 2025 for inclusion in the Governing Body decision report on 1 May 2025 as follows;

               i)         tautoko / support the collection of Developer Contributions to fund infrastructure and facilities that Council will need to deliver to accommodate consequential growth

              ii)         tautoko / support adopting a new policy that incorporates updated capital expenditure from the Long-term Plan 2024-2034, revised growth and interest rate forecasts, adjustments to project costs, and extended investment planning for Drury

            iii)         acknowledge that updates to the Development Contributions Policy will be made for additional investments in Drury West by early 2026 as more information becomes available, and request that Beachlands South and the implications of the Beachlands South Plan Change 88 are also assessed with a view to updating to reflect these growth implications in early 2026

            iv)         tuhi ā-taipitopito / note that Franklin Communities have provided a disproportionate amount of feedback relating to Schedule 8 of the Development Contributions, urging inclusion of key projects in the schedule, to enable use of Development Contributions

              v)         tono / request that Schedule 8 be refreshed to reflect the significant growth across the south, including Drury, but also in Beachlands, Clevedon, Clarks Beach, Karaka, Glenbrook Beach and Pukekohe

            vi)         tuhi ā-taipitopito / note that the pathway for identifying suitable projects does not engage local boards, as demonstrated by the reference to changes to the acquisitions approach in Drury which appears to have been proposed without any discussion with the Franklin or Papakura Local Boards as leads in local placemaking and who are/will be responsible for the development of parks and community facilities in Drury

          vii)         tuhi ā-taipitopito / note, in the absence of meaningful engagement on investment priorities, the Franklin Local Board is seeking the urgent addition of the following projects into Schedule 8 which have been acknowledged as priorities in Local Board Plans 2023;

A.    Karaka Sports and Community Hub – delivery on masterplan creating capacity for development in Clarks Beach, Kingseat, Karaka and Drury

B.    Clevedon Village Heart Facilities – delivery of concept plan creating open/space park, and community facility (community centre) capacity responding to 600% growth.

C.    Clevedon Showgrounds -delivery on public space elements of the Clevedon Showgrounds concept plan responding to 600% growth.

D.    Drury Sports Park – delivery on Concept Plan creating capacity for new Franklin and Papakura residents as a result of Drury Development (football, Tennis, play, indoor facilities), particularly in Drury east.

E.    Opaheke Sports Park – increased field capacity and park infrastructure to create capacity for new communities in Drury.

F.    Franklin park development – enabling the development of parks acquired so that they can serve the communities they are intended for.

G.    Approved Franklin Greenways plans in growth areas, according to endorsed prioritisation, including at Clarks Beach-Waiau Pa, Pukekohe (Pukekohe-Paerata Paths Plan,), Pohutukawa Coast Trails Plan and as set out in the Clevedon Trails Plan.

         viii)         tono / request that a refresh of Schedule 8, that engages local boards in recommending and prioritising development contribution investments is planned in time for the planned early 2026 refresh or, should changes to infrastructure investment come about, can inform any replacement programme..
