Resolution number HB/2025/22 MOVED by Member J Parfitt, seconded by Member V Short: That the Hibiscus and Bays Local Board: a) whakaae / approve public notification of the proposed amendments to the 2015 Mairangi Bay Reserves Management Plan (included as Attachments C and D to the agenda report). b) tāpae / delegate to the local board chairperson and deputy chairperson approval of any minor edits to the proposed plan amendments (as outlined in Attachments C and D of the agenda report), prior to public notification. c) whakaae / agree to circulate any minor edits to all Hibiscus and Bays Local Board members prior to consultation. d) whakatū / establish a hearing panel, consisting of an independent commissioner and Hibiscus and Bays Local Board members to: i) hear objections and comments from submitters ii) make any changes to the proposed amendments to the 2015 Mairangi Bay Reserves Management Plan, following the hearing process and consideration of submissions iii) make recommendations to the local board about amendments to the 2015 Mairangi Bay Reserves Management Plan following the hearing process. e) kopou / appoint to the hearing panel: i) an independent commissioner ii) the chairperson and deputy chairperson of the Hibiscus and Bays Local Board. f) tāpae / delegate to the local board chairperson and deputy chairperson the power to select an independent hearing commissioner as chairperson of the hearing panel. g) tuhi tīpoka / note the decision to approve final amendments to the 2015 Mairangi Bay Reserves Management Plan will remain with the local board. |

Resolution number HB/2025/24 MOVED by Chairperson A Poppelbaum, seconded by Member J Law: That the Hibiscus and Bays Local Board: a) whakaae / approve under Section 61b(2A) (a) a new community lease to Weiti Boating Club Incorporated for an area comprising approximately 6,747m2 located at 1 Fairhaven Walk, Arkles Bay, Whangaparāoa on the land legally described as Allot 667 PSH OF Waiwera under the Local Government Act 2002 (as per Attachment A to the agenda report – Site Map), subject to the following terms and conditions: i) term – 10 years, commencing 1 April 2025, with one 10-year right of renewal ii) rent – $1300.00 plus GST per annum iii) Community Outcomes Plan - to be appended to the lease as a schedule of the lease agreement (as per Attachment B to the agenda report – Community Outcomes Plan). b) whakaae / approve all other terms and conditions in accordance with the Local Government Act 2002, the Auckland Council Community Occupancy Guidelines 2012 (updated July 2023), and the Auckland Council standard form community lease agreement for a new community lease to Weiti Boating Club Incorporated for an area comprising approximately 6,747m2 located at 1 Fairhaven Walk, Arkles Bay, Whangaparāoa. |

Local board views on draft plan change to add trees and groups of trees to the Auckland Unitary Plan Operative in Part and to the Notable Trees overlay |

Resolution number HB/2025/27 MOVED by Chairperson A Poppelbaum, seconded by Member G Walden: That the Hibiscus and Bays Local Board: a) tuku / provide the following local board views on draft plan change to add approximately 169 trees and 27 groups of trees across the region to Auckland Unitary Plan Schedule of Notable Trees (Schedule 10), and to the Notable Trees Overlay in the Auckland Unitary Plan maps: i) note the draft plan change and the locations of eleven trees in the local board area that are proposed to be added to Schedule 10 of the Auckland Unitary Plan and the Notable Trees overlay ii) support this draft plan change to be notified for public submissions iii) request that targeted engagement take place to ensure property owners and neighbouring properties are aware of the submission period iv) reserve the right to provide feedback when the public submission process is complete. |

Resolution number HB/2025/30 MOVED by Member J Parfitt, seconded by Deputy Chairperson G Brown: That the Hibiscus and Bays Local Board: a) tuku / provide the following views on the draft Contributions Policy 2025 for inclusion in the Governing Body decision report on 1 May 2025: i) ohia / endorse the proposed draft Contributions Policy 2025 for inclusion in the Governing Body decision report 1 May 2025 ii) tautoko / support the inclusion of investments over a longer time horizon for the Inner Northwest, and Auckland Housing Programme and to update the investments to be made in Drury beyond 2031 iii) tono / request that Auckland Council investigate a longer term investment planning for Albany and Rodney ward areas ahead of the next Long-term Plan process. |
