South Auckland Choral has been an integral part of Papakura’s musical landscape for over 50 years, evolving from the Papakura Music Society in the 1930s to the South Auckland Music Society in the 1970s. Over the years, the choir has reached significant milestones, including collaborations with local orchestras, performances across the region, and the direction of renowned conductors. From its early days with church singers to its present-day growing membership and diverse repertoire, the choir remains a cornerstone of cultural life in South Auckland.

Auckland Transport Update for the Papakura Local Board – March 2025 |

Resolution number PPK/2025/34 MOVED by Deputy Chairperson J Robinson, seconded by Member K Hieatt: That the Papakura Local Board: a) whiwhi / receive the Auckland Transport Update – March 2025 in Attachment A. Walters Road pedestrian improvements b) reiterates its feedback to Auckland Transport regarding the proposed Walters Road pedestrian refuges: i) The Papakura Local Board believe the proposed pedestrian refuges are located in the wrong position ii) The western most pedestrian refuge will create problems for traffic waiting to turn right into Pulman Park entrance gate A iii) The western most pedestrian refuge should be moved further west by about 100 - 200 metres to the other side of Pulman Park entrance gate A iv) As well as at peak times, Walters Road is extremely congested during the school pick up and drop of times of 8 – 9am and 2 – 3pm v) The eastern pedestrian refuge should be moved east to align 20 metres west of the exit from the Walters Road eastern carpark at Pulman Park gate A Bayvista Drive advisory signage c) thank Auckland Transport for agreeing to install advisory “No through trucks” signage on Bayvista Drive 55 Clevedon Road – raised pedestrian crossing d) note that a report on the options for the 55 Clevedon Road raised pedestrian crossing will be reported to the April 2025 business meeting.

Resolution number PPK/2025/35 MOVED by Deputy Chairperson J Robinson, seconded by Member A Webster: That the Papakura Local Board: a) approve the following names for the six new public roads and one new private road created by a subdivision development undertaken by Hugh Green Limited at 144 and 152A Park Estate Road and 60 Parkmore Drive, Hingaia, in accordance with section 319(1)(j) of the Local Government Act 1974 (Road naming reference RDN90121148, resource consent references BUN60388263 and SUB60388267-A) i. Teal Avenue (Road 30) ii. Fern Drive (Road 31) iii. Papawai Lane (COAL 504) iv. Emerald Avenue (Road 7) v. Parkmore Drive (Road 16) vi. Seagreen Avenue (Road 27) vii. Forest Drive (Road 28).

Resolution number PPK/2025/36 MOVED by Deputy Chairperson J Robinson, seconded by Member A Webster: That the Papakura Local Board: a) whakaae / approve the variation including budget to its adopted 2024/2025 Customer and Community Services work programme, specifically: i) Variation – Full Facilities Contracts Park Bins Top-up work programme line (ID4361), utilising $46,282 from the Locally Driven Initiatives (LDI) operating expenditure during the 2024/2025 financial year for the retention of 86 bins b) whakaae / approve the removal of the following 26 bins:

Papakura Local Board views on the draft Contributions Policy 2025 |

Resolution number PPK/2025/38 MOVED by Deputy Chairperson J Robinson, seconded by Member F Auva'a: That the Papakura Local Board: a) whakaae / support the draft Contributions Policy 2025 subject to the following list of projects (in order of priority) being added to Schedule 8 of the final policy (or in the event the draft Policy is not adopted, added to the existing Contributions Policy): i. Opaheke Sports Park - New bore, water and wastewater connection to mains supply; Sandcarpeting fields 3 and 4 (recommended reallocating $46,295 stage 2 (remaining fields) funding to stage 1. Stage 1 FY26/27 and beyond and Stage 2 FY28/29 and beyond) ii. 16 Kuhanui Drive, Karaka iii. Awakeri Wetlands iv. Drury Sports Park v. Hingaia Park Stage two – the board is seeking assurance that this project continues to be mapped into the growth programme albeit delayed by one or two years vi. Karaka Sports Park (supporting Franklin Local Board in their advocacy) vii. 158A Park Estate, Park Green viii. Opaheke Sports Park stage 3 other playing platforms ix. Opaheke Passive Park x. Pulman Park destination playground.

Resolution number PPK/2025/40 MOVED by Deputy Chairperson J Robinson, seconded by Member A Webster: That the Papakura Local Board: a) provide the following local board views on private plan change request 108 – Crestview Rise by HVHLP for 28, 30, 66 and 76 Crestview Rise and 170 Settlement Road:
i) The Papakura Local Board is concerned about land stability if the proposal is to build on steep land ii) The local board requests traffic management options be developed for the intersection of Crestview Rise and Settlement Road iii) Crestview Rise is a narrow road with many curves and corners with many vehicles parked on the street. This is a problem in the making. Road widths need to be wide enough to allow service and emergency vehicles access b) appoint Chairperson Brent Catchpole and Deputy Chairperson Jan Robinson to speak to the local board views at a hearing on the private plan change request c) delegate authority to the chairperson of the Papakura Local Board to make a replacement appointment in the event the local board member appointed in resolution b) is unable to attend the private plan change hearing.

Resolution number PPK/2025/41 MOVED by Deputy Chairperson J Robinson, seconded by Member K Hieatt: That the Papakura Local Board: a) tuku / provide the following feedback to Auckland Council’s submission on the Term of Parliament (Enabling 4-year Term) Legislation Amendment Bill
i) The Papakura Local Board believes that any extension of the Parliamentary term to four years, must be accompanied by an extension of the political term of local authorities to avoid any overlap and public confusion
ii) There are implications for local authorities if the central governing political term moves to a four-year term, both in general and in the case where the term of office is variable
