Resolution number HM/2025/37 MOVED by Chairperson C Carter, seconded by Member D Collins: That the Henderson-Massey Local Board: a) whakamihi / thank Councillor Shane Henderson his verbal update. b) whakamihi / thank Councillor Shane Henderson for his written update. c) whakaae / agree to set up a working group for the Northwest Aquatic Facility project. d) whakaae / agree that the working group for the Northwest Aquatic Facility project will continue until a Detailed Business Case is produced for the project, stated to be in Year 2 of the 2024-2034 Long-term Plan. e) whakaae / agree that Councillor Shane Henderson be the regional ward representative for the working group on the Northwest Aquatic Facility project. f) nominate Member B Loader to attend the meetings as the board’s representative on the working group for the Northwest Aquatic Facility project. g) pōwhiri / invite the Waitākere Ranges, Upper Harbour and Rodney local boards to nominate a representative to attend the Northwest Aquatic Facility project working group meetings if they so choose. h) whakaae / agree the following purpose and criteria for the working group for the Northwest Aquatic Facility project: ii) the working group will have the purpose of working internally with staff, and externally with stakeholders and the wider community for the success of the project, iii) the working group will meet on a bi-monthly basis, (every two months) with the first meeting taking place in May, iv) the working group will produce written meeting notes or reports as appropriate which will be appended to the ward Councillors update on Local Board business meeting agendas. |

Resolution number HM/2025/39 MOVED by Member B Loader, seconded by Member P Chan: That the Henderson-Massey Local Board: a) support the proposals that set out the new allocation of decision-making responsibility for: i) the urban regeneration and property management activities currently governed by the Eke Panuku board ii) the economic development activities currently governed by the Tātaki Auckland Unlimited board to either the Governing Body or local boards in accordance with section 17 of the Local Government (Auckland Council) Act 2009 b) tuhi tīpoka / note that staff recommendations and feedback from local boards will be considered at the Governing Body meeting on 29 May 2025 and associated changes to the allocation of decision-making table will be implemented as part of Annual Plan 2025/2026 decisions c) tuhi tīpoka / note that further work is required in relation to determining the future decision-making allocation on: i) funding of new priority urban regeneration or development locations as additional programmes are identified ii) how anticipated demand from local boards for local economic development and urban regeneration advice is to be addressed iii) property management decisions (undertaken as part of the Group Property Review)

Resolution number HM/2025/43 MOVED by Member D Collins, seconded by Member B Brady: That the Henderson-Massey Local Board: a) broadly support the objectives of the draft Contributions Policy 2025. b) āhukahuka / acknowledge the disproportionately high level of residential development in the Henderson-Massey and Northwest areas, and notes with concern the disparity in infrastructure investment. c) propose that Auckland Council investigate expanding the inner northwest Investment Priority Area to capture more contributions in areas that are also underserved by infrastructure. d) tautoko / support the proposed increase in development contributions policy from $21,000 to $30,000 per household equivalent unit (HUE). e) tautoko / support raising the average price for development contributions for the Investment Priority Area in the Inner Northwest from $25,167 to $98k per household equivalent unit (HUE). f) tautoko / support the inclusion of the Northwest Aquatic Recreation Centre as a community infrastructure project in section 8. g) tuhi tīpoka / note the ongoing potential for flooding in the Henderson-Massey Local Board area and welcome any stormwater investment to mitigate such flooding.

Resolution number HM/2025/47 MOVED by Member I Papau, seconded by Member B Loader: That the Henderson-Massey Local Board: a) tūtohi / receive the public feedback from people in the local board area to the Governing Body proposal to amend matters of regional significance in the Auckland Council Kaupapa mo ngā Kurī | Policy on Dogs 2019 and Ture a Rohe Tiakina Kurī | Dog Management Bylaw 2019 in the agenda report. b) whakaae / agree with the majority of public feedback opposing Proposal 1: Limit to number of dogs walked (six on leash, with maximum three of the six off leash at any one time), noting that 74 per cent of respondents opposed proposal one and a vast majority wanted no change to the current rules (no limit). c) akiaki / urge that no amendment to the policy should be made to limit the number of dogs walked. d) whakaae / agree with the public feedback supporting the introduction of a dog walker license for qualified professional dog walkers. We acknowledge the Professional Dog Walkers Association (PDWA) petition, submission and advice. e) tuhi ā-taipitopito / note there was split support for proposals to clarify dog access rules at Muriwai and Wenderholm Regional Parks. Noting that Auckland-wide individuals (who opposed the changes) generally wanted council to provide more dog-friendly or off-leash areas. f) tuhi ā-taipitopito / note that the majority of public feedback supporting proposals 13A-H and consider that amendments to proposals 13A-H should be made. g) akiaki / urge that more resourcing and focus is given to Auckland Council enforcement and education. h) whakatuu / appoint member Ingrid Papau to present the views in (b) to the Governing Body Dog Policy and Bylaw Panel. i) tuku mana / delegate authority to the local board chair to appoint a replacement to any appointed member in (c) who is unable to present to the Panel.
