a)          acknowledge AUT computer and information sciences alumna Namulauulu Nu‘uali‘i Eteroa Lafaele was named Young New Zealander of the Year 2025 for her work in bridging the digital divide for Pacific communities. A globally recognised Samoan leader and changemaker, Namulauulu Nu’uali’i Eteroa (Fogapoa, Leulumoega Tuai, Lefaga) has led groundbreaking initiatives to amplify Pacific voices in the tech sector. She founded DigiTautua, which provided refurbished devices to families during COVID-19, and is the co-founder of Fibre Fale, which aims to create a future where Pacific people have digital equity and see a future for themselves in digital technologies. This latest recognition for her important work follows other prestigious accolades that include the Young IT Professional of the Year, the NZ Hi-Tech Young Achiever Award and being named in the prestigious Forbes 30 Under 30 – Asia – Social Impact. Namulauulu Nu’uali’i Eteroa has strong ties to Otara and the Ngati Otara Marae.

Local board feedback on the Land Transport Management (Time of Use Charging) Amendment Bill

Recommendation/s

That the Ōtara-Papatoetoe Local Board:

a)      tuku / provide the following feedback on the Land Transport Management (Time of Use Charging) Amendment Bill:

i.     The local board opposes time-of-use charges due to the disproportionate impact on residents in Ōtara -Papatoetoe as:  

·     congestion-charging will make it even more in-equitable for those living in conditions of high deprivation who are often less able to afford the added costs of time-of-use charging

·     Ōtara -Papatoetoe residents are often car-dependent for a range of reasons including their the low income levels,  the need to work at peak times, shift work, and needing to work multiple jobs

·     The area is poorly served by the public transport network

·     There is insufficient enabling factors to help residents to transition to alternative modes of transportation and therefore often rely on cars.

ii.    If time of use charging is progressed, the local board requests that any schemes be developed with strong local board and community input to:

·     address the longstanding transport inequity through increasing funding and prioritising projects for public transport services, safe walking and cycling connections (particularly to and from public transport points), completing networks and further safety improvements to resolve dangerous and congested local roads and intersections

·     sufficient funding for these local projects particularly given current cost pressures

·     revenue from schemes is reinvested into complementary local transport projects, such as expanded public transport services and traffic calming

·     charges are transparent and set at the lowest level needed to reduce congestion

·     targeted measures are included to support the affordability for, and mitigate the disproportionate impacts of, time of use charging on low-income individuals, vulnerable groups, shift workers, women, and those with limited public transport options who have to travel in peak periods

·     public transport should be exempt, as the Bill only exempts emergency vehicles, leading to potential costs for public transport and unfair situations for people with disabilities.

Allocation of decision-making responsibilities for council-controlled organisation activities coming in house

That the Ōtara-Papatoetoe Local Board:

a)         tono / request the following feedback  be considered at the Governing Body meeting on 29 May 2025, and associated changes to the allocation of decision-making table will be implemented as part of Annual Plan 2025/2026 decisions:

i.           the Local Government Act provisions emphasising local decision-making should be taken into account as the starting point for any allocation decisions

ii.          increased decision making should be provided for at local board level

iii.        local board members are appropriately supported and resourced to meet their greater local board decision-making responsibilities and to facilitate good decision-making

iv.        further staff resourcing and budget is provided commensurate to the greater local board decision-making responsibilities and to facilitate good decision-making support

v.          the increased role of local boards in placemaking is supported to better align and leverage off current CCO and Council programme and positive outcomes for the community

vi.        an integrated approach to work programme development be undertaken for FY27

 b)     tono/request that further work is done in relation to determining the future decision-making allocation at a local level, in line with the requirements of the Local Government Act, on:

i.      funding of new priority urban regeneration or development locations as   additional programmes are identified

ii.     how anticipated demand from local boards for local economic development and urban regeneration advice is to be addressed

iii.    property management decisions (undertaken as part of the Group Property Review).

a)      tūtohi / receive the limited public feedback from two submitters in the local board area to the Governing Body proposal to amend the Auckland Council Ture ā-Rohe mo ngā Wāhi Tapu me ngā Whare Tahu Tupāpaku | Cemeteries and Crematoria Bylaw 2014 (Bylaw) and to revoke Arataki Tikanga mo ngā Wāhi Tapu me ngā Whare Tahu Tupāpaku | Cemeteries and Crematoria Code of Practice 2014 (Code) in the agenda report.

b)      tono / request that in any further consultations staff recognise our communities express grieving in different and colourful ways and consult widely with our people on any rules be made around adornments etc. 

 

c)     does not want to appoint a member to present views to the Governing Body on proposed changes to cemetery bylaw.

c)      tono / request, in line with the principles of empowered local boards, sufficient staff resourcing for the board to provide strong, targeted strategic advice on open space matters, local impacts, and investment principles to enable the strategy's delivery through robust local decision-making processes and local board plans and work programmes.

Ōtara-Papatoetoe Local Board views on the draft Contributions Policy 2025

That the Ōtara-Papatoetoe Local Board:

a)      tono / requests that the following views on the draft Contributions Policy 2025 be included in the Governing Body decision report on 1 May 2025.

               i.       the local board supports the role of the contribution policy in providing essential infrastructure necessary for secure and affordable homes.

             ii.       the local board supports Investment in the Māngere Investment Priority Areas.

            iii.        the local board recommends that the priority investment contribution policy approach be extended to key transport corridors and town centres.

            iv.        the local board remains concerned that increased contributions will hinder investment and delay much-needed housing, potentially exacerbating disparities in housing availability in the Ōtara-Papatoetoe area.

Public feedback on proposal to amend dog policy and bylaw

That the Ōtara-Papatoetoe Local Board:

a)       tūtohi / receive the public feedback from people in the local board area to the Governing Body proposal to amend matters of regional significance in the Auckland Council Kaupapa mo ngā Kurī | Policy on Dogs 2019 and Ture a Rohe Tiakina Kurī | Dog Management Bylaw 2019 in the agenda report

b)      tono / request the Governing Body Dog Policy and Bylaw Panel take into account Otara-Papatoetoe Board area has a significant issue with roaming dogs and more designated off-leash parks are required to assist in addressing this problem

c)      tautoko / support the community feedback on providing sufficient off-leash public areas for dogs that are stimulating, spacious, and controlled to minimize problems caused by dogs, promote responsible dog ownership, and ensure the welfare of dogs

d)       tono / request the Governing Body Dog Policy and Bylaw Panel take into account the public feedback on provision of sufficient off-leash dog areas in appropriate locations to keep dogs a positive part of Aucklanders' lives

e)     does not want to appoint a member to present views to the Governing Body Dog Policy and Bylaw Panel.
