5 Ngā Kōrero a te Marea | Public Input
Standing Order 7.7 provides for Public Input. Applications to speak must be made to the
Governance Advisor, in writing, no later than one (1) clear working day prior to the
meeting and must include the subject matter. The meeting Chairperson has the discretion
to decline any application that does not meet the requirements of Standing Orders. A
maximum of thirty (30) minutes is allocated to the period for public input with five (5)
minutes speaking time for each speaker.

6 Ngā Kōrero a te Poari ā-Rohe Pātata | Local Board Input
Standing Order 6.2 provides for Local Board Input. The Chairperson (or nominee of that
Chairperson) is entitled to speak for up to five (5) minutes during this time. The
Chairperson of the Local Board (or nominee of that Chairperson) shall wherever practical,
give one (1) day’s notice of their wish to speak. The meeting Chairperson has the
discretion to decline any application that does not meet the requirements of Standing
Orders.
This right is in addition to the right under Standing Order 6.1 to speak to matters on the
agenda.

7 Ngā Pakihi Autaia | Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to
the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a
subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987
(as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the
local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a
time when it is open to the public, that the item will be discussed at
the meeting;but
(b) no resolution, decision or recommendation may be made in respect of that
item except to refer that item to a subsequent meeting of the local authority for further discussion.

Purpose of the report
1. To seek approval from the Pukekiwiriki Paa Joint Management Committee for the Matariki dawn service event to be held at Pukekōiwiriki Paa on 7 June 2025.

Executive summary
1. The Matariki Festival 2025 is planned to run from 7 June 2025 to 13 July 2025, celebrating the Māori New Year and Te Ao Māori.
2. Ngaati Tamaoho are this year’s iwi manaaki (host iwi) and will be leading the dawn service on 7 June 2025 at Pukekōiwiriki Paa to open the Matariki Festival.
3. The event will be open to the public. It will deliver outcomes under the strategic framework of Kia Ora Tāmaki Makaurau and aligns with the Papakura Local Board Plan 2023.
4. Staff require the committee’s approval to commence planning of the event.
5. Both the committee and the Papakura Local Board will be kept informed of the event run sheet and agenda for the day will be shared closer to the event.

a) whakaae / approve the dawn ceremony service event to open the Matariki Festival at Pukekōiwiriki Paa on 7 June 2025.

Context
6. In 2016, Auckland Council embarked on a new vision for the Matariki Festival, developing a hosting partnership with mana whenua who whakapapa (genealogical ties) to Tāmaki Makaurau. Each year, the iwi manaaki (host iwi) gives Aucklanders a chance to learn more about the stories, history and landscape of mana whenua and the city we live in.
7. In previous years the Matariki Festival has commenced with a dawn service led by Iwi.
8. For many across Aotearoa, dawn services are a way to connect those who have gone beyond the veil and those of us who are here. It is a connection to our communities to experience a feeling.
9. The event supported community outreach and increased the visibility of Māori outcomes.
10. In 2024, Ngaati Tamaoho were announced as the iwi manaaki for Matariki Festival for the next three years.

Analysis and advice
11. The 2025 Matariki festival is planned to run from 7 June 2025 to 13 July 2025, celebrating the Māori New Year and Te Ao Māori. The dawn ceremony is proposed to be held as a public event on 7 June 2025 at Pukekōiwiriki Paa.
12. This event will be opening the 2025 Matariki Festival. It will inform and inspire local community engagement, foster strong existing hononga (connection) with Iwi and promote and nurture mātauranga Māori to diverse audiences.
13. The dawn ceremony and subsequent event will deliver outcomes under the strategic framework of Kia Ora Tāmaki Makaurau. It relates to four priority areas:
· Kia ora te ahurea – Māori identity and culture
· Kia ora te whānau – Whānau and tamariki wellbeing
· Kia ora te reo – Te reo Māori
· Kia ora te taiao – Kaitiakitanga.
14. The event supports and aligns with the Papakura Local Board Plan 2023:
· Our Plan - Celebrate Papakura’s Māori identity and culture.
15. Staff are seeking approval from the committee for the dawn ceremony to be held at Pukekiwiriki Paa. Following approval, staff will begin planning the event alongside Ngaati Tamaoho.
16. The committee and the Papakura Local Board will be kept informed of the planning and event run sheet/agenda will be shared with both iwi and Auckland Council closer to the date, if the event is approved by the committee today.

Risks and mitigations
17. The dawn ceremony is weather dependent and will need to be postponed if the weather conditions are not feasible.
18. A contingency plan will be developed as part of the event planning.

19. Subject to the committee’s approval, staff will progress planning for the dawn ceremony, and subsequent events, guided by Ngaati Tamaoho.

1. To consider an update of Operations at Pukekiwiriki.

2. Site checks and audits are done monthly. Works are only undertaken when needed due to keeping the area as natural as possible.
3. Normal maintenance activities, mowing, mechanical edging are done fortnightly. We continue to regularly maintain by hand/manually the noxious plants in the ditches and edges of the surrounding boundaries. Contractors ensure the whenua is left in a natural state.
4. The main pathway is also regularly cleared of debris/obstruction & checked for safety compliance.
5. Wildlands continues to maintain the lower bush area of this site (either side of entrance pathway) under the Auckland Council’s ecological contract.
6. Pre-Winter, staff will organise the council’s trees specialist to check the wellness of the trees and undertake maintenance.
7. There was a total of 5 Request for Service jobs raised from 1 July 24 until today, these were for loose litter and removal of pest plants on site.
8. The Waharoa projects is currently underway, see project plan update attached.
9. No Health & Safety issues noted in this period.

Purpose of the report
1. To consider a partial review of the Pukekiwiriki Paa Reserve Management Plan.

Executive summary
2. The Pukekiwiriki Paa Reserve Management Plan (“the Plan”) was adopted by Papakura District Council on 11 May 2010 following a public process which began in June 2008. The Plan contains long-term objectives and detailed implementation actions for the management of Pukekiwiriki Paa Historic Reserve. The Plan was last reviewed and amended in 2013.
3. This report recommends that the Joint Management Committee request staff to initiate a partial review of the plan, within existing council budgets, to ensure that the Plan is up to date and relevant. Staff will carry out a partial review and return to the Committee with recommendations on the Plan and a budget proposal to complete any recommended work.
Recommendation/s
That the Pukekiwiriki Paa Joint Management Committee:
a) tono / request staff initiate, within existing budget, a partial review of the Pukekiwiriki Paa Reserve Management Plan
b) tono / request staff prepare a budget for future consideration by the Committee to complete a partial review of the Pukekiwiriki Paa Reserve Management Plan.

4. With direction from the Committee staff will initiate a partial review of the Plan, within existing council budgets, to ensure that the Plan is up to date and relevant.
5. Staff will return to the Committee for feedback and decision on any matters relating to a partial review (including any steps necessary under the Reserves Act 1977). Any work on a partial review of the Plan will be carried out within existing council budgets dedicated to the Committee work programme.
6. If staff should recommend amendments be made to the Plan, a budget proposal, and potential funding sources, will be brought to the Committee for consideration.
