Annual Plan 2025-2026: local board consultation feedback and input |

Resolution number DT/2025/74 MOVED by Member M Powell, seconded by Deputy Chairperson T Harpur: That the Devonport-Takapuna Local Board: a) whiwhi / receive consultation feedback on the proposed Devonport-Takapuna Local Board priorities and activities for 2025/2026. b) whiwhi / receive consultation feedback on regional topics in the Annual Plan 2025/2026 from people and organisations based in the Devonport-Takapuna Local Board area. c) tuku / provide the following input on regional topics in the proposed Annual Plan 2025/2026: i) tautoko / support the overall plan, noting that 76 per cent of individual submissions and 100 per cent of organisation submissions from the Devonport-Takapuna Local Board area supported all or most of the proposal. ii) tautoko / support the proposed bed night visitor levy and request that a percentage of the revenue collected be used to facilitate events in local centres, not just the city centre. iii) tuhi tīpoka / note the key themes received from the Devonport-Takapuna Local Board submissions include concern for wasteful council spending, and a call for increased transparency, communication, and engagement. iv) tuhi tīpoka / note the significant number of comments received expressing frustration around the congestion on Lake Road and requesting urgent action. d) Fairer Funding implementation – cost pressures i) tono / request a slower or different transition to fairer funding for local boards in relation to managing cost pressures for 2026/2027 noting that in order for local boards to fund future cost pressures we require support with fit for purpose and high-quality advice from staff which will unlikely be available for 2026/2027 discussions. ii) tuhi tīpoka / note that over 80 percent of our operational budget is spent on Full Facilities contract and pools and leisure for Devonport-Takapuna and the local board have no control over this. iii) reiterate the principle that no local board was supposed to go backwards or be worse off under fairer funding, which will happen if the current proposal for 2026/2027 proceeds iv) is of the view that local boards are being asked to do more without any additional funding and it is the share of funding that local boards get that needs addressing. v) tono / request accurate financial information on all the costs and revenues that are incurred for all services within the local board agreement, noting that currently we are not given detailed breakdowns on costs or cost increases on all lines within our budgets. vi) tono / request additional funding is allocated to local boards to meet any additional responsibilities allocated to that local board. e.g. maintenance of recently acquired category 3 properties. e) tuku / agree the key advocacy initiatives to the Governing Body, appended as Attachment A. f) tono / request that the key advocacy position on flood mitigation and storm water management in Wairau Valley is circulated to the local Northcote and North Shore MP and request their support for legislation change.

Resolution number DT/2025/75 MOVED by Member M Powell, seconded by Member G Wood: That the Devonport-Takapuna Local Board: a) whakaae / approve the proposed concept design for playground renewal at Knightsbridge Reserve as per attachment A of the agenda report and request staff to progress the project to detailed design and construction. b) whakaae / approve an additional $61,000.00 from the FY2025/2026 capex budget to be reallocated to the Knightsbridge Reserve playground renewals project. c) tuhi tīpoka / note the local board direction to staff in March 2025 to deprioritise the proposed delivery of the disc golf and Paererea seating projects in the 2025/2026 draft capex work programme, allowing savings to be redirected to the Knightsbridge Playground renewal project.
