Annual Plan 2025-2026: local board consultation feedback and input |

Resolution number OP/2025/65 MOVED by Chairperson AR Autagavaia, seconded by Deputy Chairperson V Hausia: That the Ōtara-Papatoetoe Local Board: a) whiwhi / receive consultation feedback on the proposed Ōtara-Papatoetoe Local Board priorities and activities for 2025/2026. b) whiwhi / receive consultation feedback on regional topics in the Annual Plan 2025/2026 from people and organisations based in the Ōtara-Papatoetoe Local Board area. c) tuku / provide overarching feedback comments to the Governing Body as follows. The Ōtara-Papatoetoe Local Board: i. tautoko / support the principle of fairer funding for local boards and are of the view, and reiterate, the principle that no local board was supposed to go backwards or be worse off under Fairer Funding. ii. whakamihi / thank the Mayor and CEO for agreeing to manage the FY2025/2026 cost pressures and budget oversights. iii. tuhi ā-taipitopito / note its disappointment that: a. the cost pressures have only been addressed for FY2025/2026 and will need to be addressed in the new financial year b. the cost pressures are not funded through inflation and rates increases c. if the above is not addressed, from 2026/2027 many local boards will have to cut services to manage cost pressures and that will result in many local boards being worse off under Fairer Funding. iv. tono / request increased department resources to meet the increased advice and delivery needed to support the implementation of Fairer Funding. v. tuhi ā-taipitopito / note its concern that Local Boards are being asked to do more without any additional funding and it is the share of funding that local boards get, that needs addressing. vi. tono / request accurate financial information on all the costs and revenues that are incurred for all services within the local board agreement. vii. tuhi ā-taipitopito / note local boards require support with fit-for-purpose and high-quality strategic advice from staff which will unlikely be available for 2026/2027 discussions. viii. tautoko / support investment in safety initiatives, e.g. wardens, particularly around local Ōtara and Papatoetoe town centres. d) tuku / provide input on regional topics in the proposed Annual Plan 2025/2026 and key advocacy initiatives in attachment 1, tabled at the meeting, to the Governing Body.
