Annual Plan 2025-2026: local board consultation feedback and input |

Resolution number HM/2025/52 MOVED by Chairperson C Carter, seconded by Member I Papau: That the Henderson-Massey Local Board: a) whiwhi / receive Annual Plan 2025/2026 consultation feedback on the proposed Henderson-Massey Local Board priorities and activities. b) whiwhi / receive consultation feedback on regional topics in the Annual Plan 2025/2026 from people and organisations based in the Henderson-Massey local board area. c) tuku / provide the following feedback on the draft Annual Plan 2025/2026: i) support retaining the agreed rates increase of 5.8 per cent, consistent with the 2024-2034 Long-term Plan. ii) support targeted rates including increasing 3.5 per cent to the Natural Environment Targeted Rate and Climate Action Transport Targeted Rate, increasing the Water Quality Targeted Rate, and increasing 3.3 per cent to the Waste Management Targeted Rate. iii) support aiming for a group debt to revenue limit of 250 per cent, noting that continuing storm damage and recovery costs may impact that figure. iv) support continuing to invest in services and activities with $4 billion of capital investment. Transport v) support the development of the 30-year Auckland Integrated Transport Plan. vi) support investment in a road safety programme. vii) support the investigation and construction of Te Ara Hauāuru – Northwest Busway led by New Zealand Land Transport Authority. viii) do not support the removal of O’Neils Road and Mt Lebanon Lane level crossings until there is confirmation of funding for the design and construction of alternative crossing routes. ix) support the funding and development of the Henderson Transit Hub to create greater connectivity with the station and a better customer experience. Water x) support increased investment in asset renewals to improve the resilience and efficiency of Auckland’s water assets. xi) support stormwater separation works. xii) support continued investment in the Industrial Pollution Prevention programme to work with specific targeted industries. xiii) support investment in the Making Space for Water Programme to strengthen Auckland’s resilience to flooding and to accelerate delivery of the programme within six years instead of across 10 years, noting known high-risk areas in the Henderson-Massey local board area. xiv) support investment in the Making Space for Water Programme to strengthen Auckland’s resilience to flooding to accelerate delivery of the programme within six years instead of across ten years, noting known high-risk areas in the Henderson-Massey local board area. xv) acknowledge that blue-green networks provide additional benefits such as providing green space and amenity. Built environment xvi) support continuation of the Unlock Henderson project. Natural environment xvii) support meeting obligations set out in the Regional Pest Management Plan 2020-2030. xviii) support increasing funding and extending the Natural Environment Targeted Rate. xix) support opening more community recycling centres. xx) generally support increases to animal management fees, but note the need to keep dog adoption fee reasonable in order not to discourage public uptake of dog adoption. Community xxi) support the implementation of fairer funding for local boards. xxii) note its disappointment that the 2025/2026 cost pressures have only been addressed for 2025/2026 and will still need to be addressed in the new term. xxiii) reiterate that principle that no local board was supposed to go backwards or be worse off under fairer funding. xxiv) consider that cost pressures should be funded through inflation and rates increases, noting that if not, from 2026/2027 some local boards will have to significantly cut services to manage cost pressures. xxv) note that a substantial percentage of our operating budget is spent on the full facilities contract for the Henderson-Massey local board area and the local board has no decision-making power over this. xxvi) request increased department resources to meet the increased advice and delivery needed to support the implementation of Fairer Funding. xxvii) request accurate financial information on all the costs and revenues that are incurred for all services within the local board agreement, noting that currently Local Boards are not given detailed breakdowns on costs or cost increases on all lines within their budgets. xxviii) support investment in safety initiatives, particularly around Henderson Town Centre. Economic and cultural development xxix) note that there is no current support for local economic development, and minimal ability for local areas to leverage the benefits from regional events. xxx) acknowledge Tātaki Auckand Unlimited’s delivery of the Te Puna Creative Quarter, vital to stimulating the economy in the Henderson-Massey local board area. xxxi) request that relevant, informed, quality advice and support on local economic development is available to local boards. xxxii) support the delivery of iconic cultural events such as Culture Fest and Pasifika but request that the delivery of these events are distributed across the Auckland region. Well-managed local government xxxiii) support investment into Māori outcomes including the Marae Infrastructure Programme and capacity funding. xxxiv) support progressing Te Kawerau ā Maki’s key projects, in particular: A) Waitākere Ranges Heritage Area Deed and a new forum and plan. B) Te Henga marae and papakāinga. xxxv) note the request for funding to create a Te Kawerau ā Maki Community Officer role in West Auckland to better connect with local boards and local communities. xxxvi) support Te Atatū marae development. xxxvii) do not support, in principle, community asset recycling. Major projects xxxviii) support and continue to advocate for progressing construction of Te Whau Pathway to connect the Avondale and New Lynn sections. xxxix) support upgrades to West Wave Pool and Leisure Centre. xl) support land acquisition for parks and open spaces, in particular in the North West Growth Area where greenfield development in Redhills is progressing. xli) support development of a North West Aquatic Centre. Funding major events, destination marketing and visitor attraction xlii) support Council’s continued advocacy to Central Government to implement a bed night visitor levy. Changes to other rates, fees and charges xliii) generally support increases to animal management fees, but note the need to keep the dog adoption fee reasonable in order not to discourage public uptake of dog adoption. xliv) note concern that Waikumete Cemetery is currently at capacity, so Henderson-Massey residents are restricted in their options for burial arrangements. d) whakarite / provide the following local board advocacy for the Annual Plan 2025/2026: i) advocate for a change to the criteria of the Marae Infrastructure Programme and Cultural initiatives Fund to enable support for marae at the planning and design phase. ii) advocate for additional Governing Body funding to plan for the impacts of the CRL on crossings so that the west can fully realise the benefits of the City Rail Link. iii) advocate for cost pressures and inflation costs to be funded through rates increases. If Henderson-Massey Local Board was forced to find the projected $1million from its budget to meet the cost pressures, the impact on local services year on year would be catastrophic. iv) advocate for Corban Estate and Westwave to be designated as multiboard assets given that a large proportion of users come from all over Auckland. v) advocate for investment in safety initiatives, particularly around Henderson Town Centre. |
