Annual Plan 2025-2026: local board consultation feedback and input

Purpose of the report

1.       To receive consultation feedback from the Manurewa Local Board area on:

·    proposed priorities, and activities for the Manurewa Local Board Agreement 2025/2026

·    regional topics for the Annual Plan 2025/2026.

2.       To recommend any local matters or advocacy initiatives to the Governing Body for consideration or decision-making as part of the Annual Plan 2025/2026 process.

3.       To provide input on the proposed regional topics in the Annual Plan 2025/2026.

Executive summary

4.       Local board agreements outline annual funding priorities, activities, budgets, levels of service, performance measures and initiatives for each local board area. The 2025/2026 local board agreements will be included in the Auckland Council’s Annual Plan 2025/2026.

5.       Auckland Council publicly consulted from 28 February to 28 March 2025 to gather community feedback on the proposed Annual Plan 2025/2026. This included consultation on the Manurewa Local Board’s proposed priorities for 2025/2026 to be included in their local board agreement, and key priorities and initiatives for the Annual Plan 2025/2026.

6.       Auckland Council received 13,016 submissions in total across the region with 440 submissions from the Manurewa Local Board area.

7.       There is support for the local priorities for the Manurewa local board area, with 75 per cent of respondents supporting all or most of the priorities.

8.       The top local priorities from respondents for the Manurewa local board area are:

·     safety, crime, and anti-social behaviour

·     financial responsibility and value for money

·     infrastructure, transport, and growth

·     youth, community development, and social wellbeing

·     local facilities and places

·     equity, community voice, and inclusion

·     cleanliness, environment, and urban design

·     clarity of plans and priorities.

 

9.       The Manurewa Local Board consulted on the question “would you support the Manurewa Local board investigating fenced dog exercise areas?”.

10.     While there was support for the fenced dog area investigation, the main concern raised was roaming dogs and responsible dog ownership.

11.     As part of the Annual Plan process, local boards provide recommendations to the Governing Body for consideration or decision-making. This includes any local board advocacy initiatives. The Governing Body will consider these matters during the Annual Plan decision-making process in May and June 2025, including:

·    any new/amended business improvement district targeted rates

·    any new/amended local targeted rate proposals 

·    the release of local board specific reserve funds

·    any other local board advocacy initiatives.

12.     Local boards have a statutory responsibility to provide input into regional strategies, policies, plans, and bylaws. This report provides an opportunity for the local board to provide input on the council’s Annual Plan 2025/2026.

Context

13.     Each financial year Auckland Council must have a local board agreement (as agreed between the Governing Body and the relevant local board) for each local board area. The local board agreement outlines how the council will reflect priorities of the Manurewa Local Board Plan 2023 in respect of the local activities to be provided in the local board area, and also includes information on budgets, levels of service, and performance measures.

14.     The Local Board Agreements 2025/2026 will form part of the Auckland Council’s Annual Plan 2025/2026.

15.     Auckland Council publicly consulted from 28 February to 28 March 2025 to seek community feedback on the proposed Annual Plan 2025/2026. The consultation content included information on regional proposals to be decided by the Governing Body, and information on the Manurewa Local Board’s proposed priorities for 2025/2026 to be included in their local board agreement, and key local board priorities and initiatives for 2025/2026.

16.     Local boards have a statutory responsibility to identify and communicate the interests and preferences of people in their local board area in relation to the Annual Plan 2025/2026.

Analysis and advice

17.     This report includes analysis of consultation feedback, any local matters to be recommended to the Governing Body and seeks input on regional topics in the proposed Annual Plan 2025/2026.

Consultation feedback overview 

18.     As part of the public consultation for the Annual Plan 2025/2026 Auckland Council used a variety of methods and channels to reach and engage a broad cross section of Aucklanders to gain their feedback and input into regional and local topics.

19.     In total, Auckland Council received feedback from 13,016 people in the consultation period. This feedback was received through:

·     written feedback – 10,011 hard copy and online forms, emails and letters

·     in person – 3,001 pieces of feedback through 89 Have Your Say events (two of which were held in the Manurewa Local Board area). The tables and graphs below indicate the demographic categories people identified with. This information only relates to those submitters who provided demographic information

·     Neurodiverse Online Audio – four feedback forms.

20.     The tables and graphs below indicate the demographic categories people identified with. This information only relates to those submitters who provided demographic information.

                

 

21.     All feedback will be made available on an Auckland Council webpage called “Feedback on the Annual Plan 2025/2026'” and will be accessible after 22 April 2025 through the following link: https://akhaveyoursay.aucklandcouncil.govt.nz/annual-plan-2025-2026/feedback-annual-plan-2025-2026.

22.     During the consultation period, the question “What do you think of our proposals for our local board area in 2025/2026?” was discovered to be missing from the online feedback form, affecting 87 submissions for Manurewa Local Board (around 1,700 submissions in total across the region). The issue was later corrected, and affected submitters were contacted with a link to provide feedback on this question before the consultation closed on 28 March. Of the affected submissions, 22 submitters responded to the missing question. A review was conducted to identify the cause which was human error,  and steps have been taken to prevent similar issues in the future.

Feedback received on the Manurewa Local Board’s priorities for 2025/2026 and the Annual Plan 2025/2026

23.     Four hundred and forty (440) pieces of feedback were received on Manurewa Local Board’s priorities.

24.     Eight submissions were received from mana whenua iwi with interests in the Manurewa local board area, and feedback was also received through Ara Kōtui hui.

25.     Four submissions were received from local Manurewa organisations and businesses.

26.     The Manurewa Local Board consulted on the following local priorities for 2025/2026:

·     Priority 1: Increasing the levels of service for maintenance and repair of all assets across buildings, parks, open spaces and sports fields, town centre cleaning, street litter bin emptying, vegetation clearance, and berm mowing works

·     Priority 2: Improving sports fields including maintenance, sand-carpeting and lighting

·     Priority 3: Identifying ways to support the council’s response to roaming dogs  

·     Priority 4: Boosting the amount of funding available for community grants so more projects and initiatives can be delivered by community, arts and sports groups

·     Priority 5: Expanding the number of funded initiatives that respond to the needs and aspirations of children and young people

·     Priority 6: Developing tailored community partnerships with key groups, organisations and networks where their interests and priorities are aligned to outcomes in the Manurewa Local Board Plan 2023

·     Priority 7: Providing the Pacific community with capacity support, and a grant to undertake feasibility and concept plans to deliver the Pacific hub on Clendon Reserve

·     Priority 8: Scaling up the work being delivered to achieve environmental outcomes

·     Priority 9: Investigating the need to extend the opening hours in our community facilities such as the two libraries, the pool and leisure centre and Nathan Homestead

·     Priority 10: Funding initiatives that stimulate economic growth and generate prosperity in Manurewa.

27.     The majority of local submitters support all (21 per cent) or most proposals (55 per cent) proposed by the Manurewa Local Board.

28.     The priorities from respondents for the Manurewa local board area are:

·     safety, crime, and anti-social behaviour

·     financial responsibility and value for money

·     infrastructure, transport, and growth

·     youth, community development, and social wellbeing

·     local facilities and places

·     equity, community voice, and inclusion

·     cleanliness, environment, and urban design

·     clarity of plans and priorities.

29.     Manurewa residents strongly support investment in safety, youth, clean public spaces, and better transport, but they want smarter, more transparent spending. Many expressed being frustrated by rising rates, vague plans, and duplicated services. There was strong feedback for the local board to focus on essentials, maintain existing facilities, and ensure fair, inclusive delivery across all communities. Residents want improved communication, realistic priorities, and meaningful community input. They also want leadership that listens, represents everyone, and delivers tangible outcomes without unnecessary cost.

30.     Submitters were asked ‘How important are these priorities to you?’. The below graph shows feedback.

31.     Priorities in order of importance from respondents for the Manurewa local board area are:

·     economic prosperity and support for local businesses    

·     safe, clean, and accessible spaces

·     support for vulnerable communities          

·     youth engagement and opportunities       

·     addressing safety concerns          

·     environmental concerns and sustainability           

·     public facilities and local services

·     community pride and participation

·     dealing with homelessness and anti-social behaviour

·     cultural sensitivity and inclusivity.

32.     The community's priorities for Manurewa focus on safety, economic growth, and better public services. Key concerns include improving facilities for youth, tackling crime and roaming dogs, and fostering community involvement. With a strong emphasis on cultural sensitivity and environmental improvements, these priorities reflect a shared vision for a safer, cleaner, and more prosperous Manurewa for all residents.

33.     Submitters were asked if they supported the local board investigating fenced dog exercise areas in addition to off-leash areas. The graph below shows feedback.



34.     While there is majority support for investigating fenced dog exercise areas, it was often conditional on cost, effectiveness, and proper design. Respondents said addressing roaming dogs and enforcing responsible ownership should remain the top priority. Many residents are cautious about investing in new infrastructure without first seeing improvement in compliance and animal management.

35.     Consultation feedback on local board priorities will be considered by the local board when approving their local board agreement on Thursday 12 June 2025. Local board key advocacy initiatives will be considered in the current report.

Mana whenua iwi feedback

34.     Six mana whenua iwi with interests in the Manurewa local board area provided feedback and noted their priorities via Ara Kōtui hui and through consultation feedback (Ngāti Tamaterā, Ngāti Tamaoho, Ngāti Te Ata Waiohua, Te Ākitai Waiohua, Ngāti Maru, Ngaati Whanaunga).

35.     Ngāti Tamaterā summary

·   Collaboration with the local board to align iwi priorities with local funding and ensure that iwi interests are included in the work programme for 2025/2026.

·   Local projects related to environmental protection, such as waterway restoration and climate resilience initiatives will directly affect iwi, particularly where natural resources and ecosystems are of cultural importance.

·   Ensure that local boards collaborate with iwi on environmental projects, recognising kaitiakitanga (guardianship) of the land and waterways.

·   Ensure local initiatives focused on placemaking, cultural heritage, and community development offer opportunities for iwi to assert their mana whenua status and enhance cultural visibility.

·   Iwi participation in co-designing placemaking projects, including the use of Māori art, names, and narratives in public spaces.

·   Would like to see more resource put into Manukau Harbour Forum, support for Matariki and telling the stories of mana whenua. Priorities around procurement, economic development opportunities, digital tech and innovation and age friendly.

36.     Ngāti Tamaoho summary

·     Supports boosting amount of funding available for community grants and expanding the number of funded initiatives that respond to the needs and aspirations of children and young people.

·     Supports the board in implementing fenced dog exercise areas, with priority given to areas anticipated for higher density housing and Kāinga Ora housing (i.e. where they are likely to have dogs and no private open space).

·     Requests the board to partner with Ngāti Tamaoho to ensure Ngāti Tamaoho identity and history are visible in public spaces, including in Tōtara Park and the Auckland Botanic Gardens.

·     Request for the local boards to partner with iwi to deliver a joint work programme to address the strategic priorities for the Manukau Harbour identified by the Manukau Harbour Forum.

·     Increase the number and visibility of Matariki events, including opportunities to enable community groups that provide environmental restoration and youth activities to promote initiatives with Matariki related outcomes.

37.     Ngāti Te Ata Waiohua summary

·   Support for basics is important e.g. swimming pools as a basis for learning water safety.

38.     Te Ākitai Waiohua summary

·   Strong focus on South Auckland local boards is required, where mana whenua visibility is minimal.

·   Early engagement is critical with transparency in decision-making.

·   Local boards must be supported in accessing Māori Outcomes funding.

39.     Ngāti Maru summary

·   Would like to contribute/supply plants from their nursery for Ngāhere programme.

·   Stress the importance of equity.

40.     Ngaati Whanaunga summary

·   Supports most of the Manurewa Local Board priorities and requests that boards engage directly and frequently with Ngaati Whanaunga in planning and decisions.

·   Support iwi capacity building and invest in iwi-led ecological and cultural initiatives.

·   Local parks are an important place for people in their local communities

·   Importance of providing a healthy environment.

Requests for local funding

41.     Requests for local funding through the Annual Plan 2025/2026 consultation included:

·   roading - roundabout between Mahia Road and Coxhead should be removed and yellow lines required on corners, Traffic lights needed at Murphys road and Redoubt road intersection. Speed bumps needed at Clarke Street.

·   groups - space for our elderly weaving group Ukufakina Mau Nakai Mau to use for weaving cultural sessions and Tokelau MTTA organisation funding request

·   infrastructure - manhole on Roscommon Road hygiene issues. Shared path bridge built over Papakura stream between Waiata Shores and Wattle Downs. Replacement of the bridge in Wiri Stream reserve bounded by Trevor Hoskin Drive and Inverell Street Wiri. Underground powerlines completed

·   parks/playgrounds - Alfriston Park renovation and additional play items. Anderson Park fencing for children. Shade for playgrounds. Upgrade of Leabank Park by Claymore.

·   Sports/Recreation - Disc golf, Tennis nets/wall – Finlayson Ave. Additional pool for Manurewa and Olympic length swimming pool

·   Manurewa Netball – indoor wooden sprung floor repairs, stadium roof replacement, solar panels request

·   dogs – agility course at Botanic Gardens. Off-leash around Wattle Downs and Kauri Park.  More poop collecting stations

·   CCTV next to St Andrews for rubbish dumping

·   alternative energy hub

·   Weymouth Beach cleanup and planting.

Overview of feedback received on regional topics in the Annual Plan from the Manurewa local board area

44.     The proposed Annual Plan 2025/2026 builds on the Long-term Plan 2024-2034 (LTP), setting out Auckland Council’s priorities and how services and investments are proposed to be funded. Consultation on the proposed Annual Plan 2025/2026 asked submitters to respond to key questions related to:

·   the overall plan

·   destination management and major events

·   changes to other rates, fees and charges

·   local board priorities.

45.     Submitters were also encouraged to provide feedback on any of other matters included in the Annual Plan 2025/2026 consultation document.

46.     The submissions received from the Manurewa local board area on these key issues are summarised below, along with an overview of any other areas of feedback on regional proposals with a local impact.

Key Question 1: Overall Plan

47.     Aucklanders were asked whether they support the overall plan including prioritising investment in:

·   transport

·   water; and

·   fairer funding for local communities.

48.     The consultation document for the Annual Plan 2025/2026 also outlined the proposed funding approach which includes a 5.8 per cent rates increase for the average value residential property, consistent with the LTP, and additional debt financing to fund $4 billion in capital expenditure.

49.     The proposed 5.8 per cent rates increase for the average value residential property for 2025/2026 includes the following proposed rates changes:

·   an average general rates increase of 6.40 per cent for existing ratepayers

·   an average increase of 3.5 per cent to the Natural Environment Targeted Rate (NETR) and Climate Action Transport Targeted Rate (CATTR) for existing ratepayers, as set out in the LTP

·   an average increase of $2.12 in the Water Quality Targeted Rate (WQTR) to cover the operating and interest costs for the programme, as set out in the LTP

·   a 3.3 per cent increase to the overall Waste Management Targeted Rate (WMTR) for the typical household.

50.     The graphs below give an overview of the responses from the Manurewa local board area.

51.     Top themes from feedback:

·     affordability concerns 

·     frustration with council spending

·     mixed views on infrastructure investment

·     equity and fairness for local areas

·     need for clearer communication and engagement.

52.     Feedback suggested a desire for a more affordable, transparent, and equitable approach to planning. People want careful management of rates and spending, investment in the things that matter locally, and a genuine voice in decisions that affect their everyday lives.

53.     Mana whenua iwi with interests in the Manurewa local board area gave feedback as follows:

·    genuine partnership – shift from consultation to co-governance, especially for Manukau Harbour and key council decisions.

·    sustained investment – long-term, needs-based funding for Māori outcomes, marae, economic development, and rangatahi.

·    environmental leadership – partner with iwi on climate resilience, protect wāhi tapu, and embed mātauranga Māori in planning.

·    equity and cultural support – fair funding, visible Matariki events, Māori tourism, and empowerment of Māori youth.

·    action and accountability – deliver on existing commitments and ensure Māori wellbeing guides planning and funding.

Key Question 2: Destination management and major events

54.     Aucklanders were asked for feedback on a bed night visitor levy paid by those in short-stay commercial accommodation, to fund destination management, marketing and major events. Without such a levy, a $7 million budget shortfall for the 2025/2026 financial year could impact the funding for major events that are expected to attract visitor expenditure, such as the ASB Classic, Auckland Marathon, and Auckland Writers Festival.

55.     A bed night visitor levy of 2.5 to 3 per cent paid by those in short-stay accommodation would raise around $27 million annually to fund even more destination management, marketing and major events activities in Auckland. However, this requires central government legislative change. Auckland Council continues to work with central government on this, with public feedback helping to inform this work.

58.     There was mixed feedback on the bed night visitor levy. Many oppose it due to potential increased costs for tourists and fairness concerns for local people. Supporters emphasise transparency in fund allocation, with a focus on infrastructure and community benefits. There was also scepticism about the levy’s effect on tourism and whether events should rely on external funding.

59.     Mana whenua iwi with interests in the Manurewa local board area gave feedback as follows:

·   support the bed levy, viewing it as a way to unlock economic and employment opportunities for Māori, particularly in cultural tourism and rangatahi development

·   targeted funding for iwi-led tourism and cultural initiatives

·   inclusion in governance and decision-making for destination management

·   equitable access to venues, promotion, and event funding

·   a shift from large-scale event bias to support for mana whenua-led ventures reflecting manaakitanga and kaitiakitanga.

Key Question 3: changes to other rates, fees and charges

60.     Aucklanders were asked to provide feedback on proposed changes to certain targeted rates and some fees and charges as outlined below.

Waste management rates changes

61.     Aucklanders were asked whether they support applying the Refuse Targeted Rate to residential and lifestyle properties in Franklin and Rodney to fund the council’s rubbish collection service, replacing the current system of purchasing rubbish bags.

62.     Starting in 2025/2026, residential and lifestyle properties in Franklin and Rodney will be charged a refuse targeted rate for the first time. Franklin's rate will cover a full year of service, while Rodney's will be about 83% of the full charge due to its scheduled September 2025 start date. Additionally, from July 2025, waste management services and targeted rates will be introduced in Manukau's commercial areas where the service isn’t presently available.

63.     The graphs below give an overview of the responses from the Manurewa local board area.

 

64.     Top themes from feedback:

·   concerns about increasing rates

·   fairness and equity in waste management charges

·   opposition to waste collection fees

·   financial pressure

·   waste reduction and efficiency.

65.     The feedback on the Waste Management proposal highlighted dissatisfaction with rising rates, particularly in areas like waste collection. Many want more equitable charges across Auckland, with some suggesting waste management should be funded through rates rather than additional fees. There is a focus on reducing waste and improving system efficiency, while also addressing concerns about wasteful spending and the impact of rising costs on households.

66.     Mana whenua iwi with interests in the Manurewa local board area gave feedback as follows:

·   Mana whenua support waste management rate changes in principle but stress the need for fairness and transparency. They are concerned that Refuse Targeted Rates may disproportionately affect low-income whānau.

·   Recommendations include introducing hardship provisions, allowing exemptions for households that manage their own waste, and providing flexible services for rural areas. They advocate for investment in community-led waste minimisation, composting, and recycling initiatives.

·   Environmental stewardship remains a key priority, guiding their overall support.

Changes to fees and charges

67.     Other proposed changes to fees and charges included in the consultation document for the Annual Plan 2025/2026 include:

·   changes to some animal management fees including an increase in the dog adoption fee from $350 to $450 and an increase vet fee from $75 to $150

·   fees for some cemetery and cremation services

·   realigning bach fees into pricing tiers based on occupancy levels, capacity, and location

·   aligning staff charge-out rates with staff pay bands for services in regional parks

     There was one submission from the Manurewa local board area which referenced these       fees.

68.     Mana whenua iwi with interests in the Manurewa local board did not provide specific feedback on fees and charges.

     

Other matters for feedback

69.     The following matters were also included in the consultation in the Long-term Plan:

Draft Tūpuna Maunga Authority Operational Plan 2025/2026

70.     Aucklanders were asked for feedback on the draft Tūpuna Maunga Authority (TMA) Operational Plan 2025/2026 which sets out a framework in which the council must carry out the routine management of 14 Tūpuna Maunga, under the direction of the Tūpuna Maunga Authority.

71.     There were four submissions from the Manurewa local board area which referenced the TMA plan.

72.     Three submitters supported the TMA plan with one particularly acknowledging Matukutururu. One submitter did not support the plan as they claimed the TMA was misrepresenting local iwi and overcharging for their services. 

Any other feedback

73.     Aucklanders were asked if they had any other comments. Key themes of note across other areas of feedback received included:

·   rates and financial responsibility

·   crime, safety, and public Infrastructure

·   transport and traffic congestion

·   council accountability and prioritisation

·   community facilities and environment.

74.     Manurewa submitters express a clear desire for the council to return to basics: spend wisely, prioritise safety and infrastructure, and stop burdening residents with higher costs during a cost-of-living crisis. There is frustration over bureaucracy, perceived ideological spending, and inefficiencies, alongside genuine community-focused suggestions for safer streets, better transport, and improved local facilities. The underlying sentiment is a call for a more pragmatic, transparent, and fiscally responsible approach to governance.

75.     Mana whenua iwi with interests in the Manurewa local board area gave feedback as follows:

·    Mana whenua emphasise that reforms to Council-Controlled Organisations (CCOs) and planning processes must strengthen Māori responsiveness, retain distinct CCO roles, and protect successful regeneration models that benefit Māori communities.

·    They call for strong, visible partnerships, with iwi actively involved in growth planning to safeguard culturally significant sites and ensure development aligns with Māori values. Sustained, needs-driven investment in Māori outcomes especially economic development, marae infrastructure, and environmental stewardship is essential.

·    Mana whenua seek greater governance authority, transparency in funding, and consent before the disposal of cultural assets.

·    They propose formal partnerships through MOUs, baseline funding, and shared work programmes to uphold Te Tiriti o Waitangi.

Recommendations on local matters 

76.     This report provides for the local board to recommend local matters to the Governing Body for consideration as part of the Annual Plan process, in May 2025. This includes:

·   any new/amended local targeted rate proposals 

·   any new/amended business improvement district targeted rates

·   release of local board specific reserve funds

·   local advocacy initiatives.

Local targeted rate and business improvement district (BID) targeted rate proposals

77.     Local boards are required to endorse any new or amended local targeted rate proposals or business improvement district (BID) targeted rate proposals in their local board area. These proposals must have been consulted on before they can be implemented. The local boards then recommend these proposals to the Governing Body for approval of the targeted rate. 

78.     This does not apply to the Manurewa Local Board for the 2025/2026 financial year.

Local board specific reserve funds

79.     Local boards are allocated funding for the delivery of local services, projects and programmes that are important to their communities. Local boards have decision making over the allocation of these funds but need approval from the Governing Body where the release of local board specific reserve funds is requested, which are being held by the council for a specific purpose.

80.     This does not apply to the Manurewa Local Board for the 2025/2026 financial year.

Local board advocacy

81.     Local boards can also agree advocacy initiatives which considers the consultation feedback above. This allows the Governing Body to consider these advocacy items when making decisions on the Annual Plan 2025/2026 in May. 

82.     The advocacy initiatives approved by the local board will then be included as an appendix to the 2025/2026 Local Board Agreement

Local board input on regional topics in the Annual Plan 2025/2026

83.     Local boards have a statutory responsibility for identifying and communicating the interests and preferences of the people in its local board area in relation to Auckland Council’s strategies, policies, plans, and bylaws, and any proposed changes to be made to them. This report provides an opportunity for the local board to provide input on council’s proposed Annual Plan 2025/2026.

84.     Local board plans reflect community priorities and preferences and are key documents that guide the development of local board agreements, local board annual work programmes, and local board input into regional plans such as the long-term plan and annual plan.

Climate impact statement

85.     The decisions recommended in this report are part of the Annual Plan 2025/2026 and local board agreement process to approve funding and expenditure over the next year.

86.     Projects allocated funding through this Annual Plan process will all have varying levels of potential climate impact associated with them. The climate impacts of projects Auckland Council chooses to progress, are all assessed carefully as part of council’s reporting requirements.

Council group impacts and views

87.     The Annual Plan 2025/2026 is an Auckland Council Group document and will include budgets at a consolidated group level. Consultation items and updates to budgets to reflect decisions and new information may include items from across the group.

Local impacts and local board views

88.     The local board’s decisions and feedback are being sought in this report. The local board has a statutory role in providing its feedback on regional plans.

89.     Local boards play an important role in the development of the council’s Annual Plan 2025/2026. Local board agreements form part of the Annual Plan. Local board chairs have been invited to attend Budget Committee workshops. Local board members were provided recordings or briefings of the Budget Committee workshops for the Annual Plan 2025/2026.

Māori impact statement

90.     Many local board decisions are of importance to and impact Māori. Local board agreements and the Annual Plan are important tools that enable and can demonstrate the council’s responsiveness to Māori Outcomes.

91.     Local board plans, developed in 2023 through engagement with the community including Māori, form the basis of local board area priorities.

92.     Some projects approved for funding could have discernible impacts on Māori. For any project or programme progressed by Auckland Council, the potential impacts on Māori, will be assessed as part of relevant reporting requirements.

93.     Analysis of consultation feedback received on the proposed Annual Plan includes submissions made by mana whenua, matawaaka organisations and the wider Māori community who have interests in the rohe / local board area.

94.     Of the population in the Manurewa local board area, 25.2 per cent identify as Māori. Forty-six (46) submissions from people who identify as Māori were received from people residing in the Manurewa local board area.  This represents 14 per cent of total Manurewa submissions.

95.     Nineteen mana whenua entities have interests in the Auckland Council rohe. Thirteen of the 19 (68.42 per cent) provided verbal or written submissions on the Auckland Council’s proposals for the Annual Plan 2025/2026.

96.     The Governance team led the council-wide approach with support from Ngā Mātārae on engagement with Māori entities. This included:

·     three information sessions for mana whenua on submissions and the process for submissions

·     five information sessions for mātaawaka on submissions and the process for submissions

·     one hearing style event for mana whenua and mātaawaka groups.

97.     There were six oral submissions from mana whenua and six oral submissions from mātaawaka at the Have your Say Events.

98.     Three mana whenua iwi with interests in the Manurewa local board area made oral submissions (Ngāti Paoa Iwi Trust, Te Ākitai Waiohua, and Ngāti Tamaterā).

99.     Written submissions were received from six mana whenua with interests in the Manurewa local board area (Ngāti Maru, Ngāti Tamaterā, Te Ākitai Waiohua, Ngāti Tamaoho, Ngaati Whanaunga and Te Kawerau a Maki).

100.   Three mataawaka organisations and marae made submissions that are relevant for the local board area, including one from Te Kotahi a Tāmaki.  The Manurewa Marae is represented by this roopu.

101.   Manurewa Local Board engaged with mana whenua through Ara Kōtui hui in December 2024 and March 2025.  These hui were attended by representatives from Ngāti Tamaoho, Ngāti Tamaterā, Ngāti Maru, Ngaati Whanaunga, Ngāti Pāoa and Ngāti Te Ata Waiohua.

Financial implications

102.   The local board provides input to regional plans and proposals. There is information in the council’s consultation material for each plan or proposal with the financial implications of each option outlined for consideration.

Risks and mitigations

103.   The council must adopt its Annual Plan, which includes local board agreements, by 30 June 2025. The local board is required to make recommendations on these local matters for the Annual Plan by mid-May 2025, to enable and support the Governing Body to make decisions on key items to be included in the Annual Plan on 28 May 2025.

104.  Recommendations and feedback from the local board will be provided to the Budget Committee for consideration as part of decision-making for the Annual Plan 2025/2026.

105.   The local board will approve its local content for inclusion in the final Annual Plan 2025/2026 (including its local board agreement) and corresponding work programmes in June 2025.

106.   The final Annual Plan 2025/2026 (including local board agreements) will be adopted by the Governing Body on 25 June 2025.
