Purpose of the report
1. To present the Māngere-Ōtāhuhu Local Board workshop agenda for 7 May 2025.

Executive summary
2. Workshops will be recorded. The link to the recordings can be found at this link from the Auckland Council Youtube channel: Māngere-Ōtāhuhu Local Board workshop - recordings
3. Some sessions may not be open to the public therefore will not be recorded. The staff and/or chairperson and deputy chairperson decide which sessions are open to the public, depending on the sensitivity of the information being discussed. If a session is not open, a reason will be provided below.
4. Local Board workshops provide an opportunity for local boards to carry out their governance role in the following areas:
a) Accountability to the public
b) Engagement
c) Input to regional decision-making
d) Keeping informed
e) Local initiative / preparing for specific decisions
f) Oversight and monitoring
g) Setting direction / priorities / budget.
5. Workshops do not have decision-making authority.
6. Workshops are used to canvass issues, prepare local board members for upcoming decisions and to enable discussion between elected members and staff.
7. Members are respectfully reminded of their Code of Conduct obligations with respect to conflicts of interest and confidentiality.

Community Wellbeing - Work programme update quarter 3 2024/2025 – part 2 Presenter/s: Borni Tukiwaho (Place & Partner Specialist • Community Delivery (South)), Lisa Beale (Economic Broker), Jase Manumu'a (Facility Leader MAC • Community Delivery (South)), Boaz Moala (Community Broker). Purpose: Continued from 23 April workshop, to provide a general overview from the Community Wellbeing departments and update on work programme lines. This workshop is closed as there will be ongoing negotiations which will be discussed at the meeting. Disclosing information about the negotiations at this stage will be disadvantageous to the council’s interests. Attendance and any content will be made available as soon as possible after the workshop has been completed. Eke Panuku - Māngere Markets - 121R Bader Drive, Māngere - Māngere Market - New Licence - follow up Presenter/s: Rosalyn Cowes (Property Manager) Purpose: Discuss next steps to proceed with a new market licence - commercial vs. non-commercial. To get Local board direction on the intention to enter a new licence. Governance role: Setting direction / priorities / budget Proposed Outcome/s: (Continuing from 12 Feb workshop) - Eke Panuku receive clear direction from the local board on how to proceed with a new market licence. IES - Recycling Centre Establishment Presenter/s: Eric Park (Senior Programme Manager – Waste Resilience and Infrastructure), Ignacio Quinteros (Relationship Advisor) – both online Eseta Fonokalafi (Senior Planner Waste Enterprises and Refuse) – in person Purpose: To provide options to establish a Recycling Centre incorporating local initiatives in the local board area. Governance role: Setting direction / priorities / budget Attachment/s: C - Resource Recovery Network Expansion Project. |

Leasing - 360 Tautua Trust Board and Vaiola P I Budgeting Services Trust Presenter/s: Gordon Ford (Community Lease Specialist) – in person Purpose: To provide the local board with an update on: a) discussed community outcomes plan with 360 Tautua Trust board b) advised Vaiola P I Budgeting Services Trust about the rent and OPEX charges. Governance role: Provide direction on preferred approach.
Proposed Outcome/s: This information will help the local board to resolve on the Thomas Clements and Vaiola P I Budgeting Services Trust reports. Attachment/s: D – Vaiola Budgeting Services Trust & 360 Tautua Trust Board community leases – update. |
