Governance role: Keeping informed Proposed Outcome/s: Receive update on progress
The local board was provided with an update on digital equity for seniors in Quarter 3
The local board raised the following points and questions in response to the presentation: · Raised concerns about cases involving isolated individuals, noting that the Digital Seniors programme is being used beyond its intended scope; staff responded that, due to service and funding gaps, the programme offers general support and facilitates referrals where possible. · Suggested for an advocacy point, that the local board could draft a letter to banks and insurance providers to seek their support in raising awareness and potential partnerships. Next Steps: · The local board requested data on the number of referrals made by Digital Seniors to other agencies or services when support needs exceed their capacity.
The local board was provided with an update on Takapuna and Devonport Library services from Quarter 3 · Highlighted the recent celebration of Devonport Library’s 10th anniversary. · Overview of the library hosted programmes such as Digital Seniors, Citizens Advice Bureau (CAB), and the Family History Workshop at Devonport Library
The local board raised the following points and questions in response to the presentation: · Requested more detail on membership demographics; staff noted user data is trackable, but non-user data is limited, and they will explore available options. · Concerns about the library's response to rising family violence and antisocial behavior; staff confirmed they’ve received training and noted quick police response times. · Sought clarity on staff contact for homelessness-related updates; staff confirmed a designated contact is in place to coordinate support. |

Governance & Engagement – Devonport-Takapuna Engagement Strategy Presenter/s: Lisa Kent Engagement Advisor
Governance role: Keeping informed Proposed Outcome/s: Receive update on progress
The local board was provided with an update on the Devonport – Takapuna Engagement Strategy · Staff outlined the distinction between engagement and consultation, noting that the strategy seeks to clearly highlight this difference. · Strategy aims to foster a more engaged community and reach voices not currently heard. · Staff advised that the 2023 census data has been used to inform the strategy, and noted participation numbers have remained consistent. The local board raised the following points and questions in response to the presentation: · Expressed concern that limited public awareness of the local board, its role, and its activities is contributing to the low engagement levels. · Raised concerns that the low response rate (approximately 400 responses) highlights visibility issue. · Raised concerns that many residents are unaware of the board’s work and where it is located. Staff acknowledged these concerns and agreed they should be further explored. Next Steps: · Final report will be brought to the June Devonport – Takapuna Local Board Business meeting |

The local board was provided with an update on the draft 2025/2026 work programme. · Member T Harpur noted a conflict of interest and left the room during discussion of BID funding.
The local board raised the following points and questions in response to the presentation: · CAPEX work programme o Raised concern with condition of the interior of 139 Beach Road. Staff confirm building is structurally sound but will remain closed after exterior is renovated, with interior to be revisited once future use is determined. o Suggested potential tenants can renovate 139 Beach Road interior and request investigating this option. o Requested more detail on Kennedy Park carpark renewal project and raised concern at costs. o Expressed concern regarding long-term vision for Claystore project. · OPEX work programme o Requested to split the budget for the Takapuna Library into two separate lines, with a CAPEX line for the development of the Hub. o Questioned the use of the term “controllable budget,” noting it may be misleading. Requested alternative terminology. Local Board Plan Outcomes · Our Environment o Suggested $3,000 increase to ecological programme line o Expressed intention to fund Urban Ngahere project to completion o Suggested an increase to funding for environmental group lines. · Our People o Sought update on The Pumphouse Theatre, noting concern following the Tim Bray Theatre Company closure. o Flagged a number of lines for further review of budget allocation. · Our Community and Facilities o Suggested reduction to play plan line o Requested staff to reduce scope of Sport and Active Recreation plan, and suggest narrowing towards investigation work for Waka Ama and boat storage facilities on public land. Staff to come back to the board with cost estimates. · Our Economy o Member T Harpur left the room during these discussions, noting a conflict of interest.
General discussion · Agreed to set aside budget to remove and replace the two trees on Anne Street, Devonport. · Requested staff provide an update on Te Uru Tapu project · Questioned if local board budget can be used to improve compliance provision locally. Staff note the required investment would be significant, approximately $200,000.
Next Steps: · Staff to provide final updates to the draft work programme. · Final draft work programme to be submitted for decision at the 17 June business meeting. |
