Auckland Transport bi-monthly board catch up - pre business meeting May 2024
Presenter/s: Bruce Thomas (Elected Member Relationship Manager, Auckland Transport) Governance role: Local initiative / preparing for specific decisions Proposed Outcome/s: To present what is intended to go in the Auckland Transport bi-monthly May 2025 business meeting report and seek direction on potential resolutions. Attachment/s: Attachment A – Item 1: Auckland Transport bi-monthly update Summary of discussions Staff provided a presentation on what is intended to go in the Auckland Transport (AT) bi-monthly 28 May 2025 business meeting report. Deputation resolution update - Opaheke Road Passive Park – According to protocol this is a Council issue. Constituent concern has been referred to the engineer. AT engineer (Danny Xu) has offered to assist Council. AT engineer is currently working with Auckland Council engineer. The Auckland Council engineer will respond to Mr Wenzlick. Bruce will follow up with Danny. Walters Road- Footpath complete – no new concrete separators added. Action 1. Bruce Thomas to investigate the yellow line issue and lack of parking around the Songbird Cafe, Waiata Shores. Bruce advised the broken yellow lines could not be removed as they were part of the resource consent conditions. Bruce will investigate options and come back to the board with advice. |

Takanini Station works and Park and Ride

Thomas Governance role: Keeping informed Proposed Outcome/s: To provide an update on the partial closure and associated work at the Takaanini Park and Ride. Attachment/s: Material unavailable at the time of agenda build. Summary of discussions Kiwirail staff provided an update on the partial closure and associated works impacting the Takaanini Park and Ride. The Rail Network Rebuild work will improve reliability, allow more frequent trains and improve the ride for passengers. Flyers will be dropped in letterboxes in the community next week and on peoples cars who are currently parking at the Park n Ride as well. Notifications will also go out via the AT app. Access to around 60 of the total number of 284 parking spots at the Takaanini Park and Ride facility will be closed off from public use from 25 May until 10 October 2025 inclusive. The board provided the following feedback: · Maru Road is used by the public for parking to access the train station. The local board suggested leaflets also be dropped in the neighbouring streets on both sides of the tracks. · The local board requested Kiwirail to contact the principal at Takanini Primary School as there are three classrooms for special needs children. Parents may be impacted with more pressure for street parking during the works period. · Static notices are required as soon as possible. KiwiRail advised that posters should go up this week and flyers will start to go out soon. Will have notices on the AT app and social media. · The local board was supportive of advising the community through their social media channels as well. · The Papakura Community Network is a good point of contact as well. Jan Robinson to provide the contact for the Papakura Community network so information can be forwarded out to the group. · Request that it be made clear to the public that the proposed works are different to the pedestrian bridge project. Action 1. Bruce Thomas to follow up and provide information on AT local so members can place on their personal Facebook pages.
2. Sital to check that Jan Robinson has provided the contact for the Papakura Community Network.
3. Kiwirail to ensure it is made clear that the proposed works are different to the pedestrian bridge project and that there are leaflet drops in neighbouring streets on both sides of the Takaanini train station tracks.
4. Kiwirail to make contact with the Takanini Primary School principal and provide information for their newsletter and parents.
5. Kiwirail to provide info to local board services forwarding to members and the local board comms person.

Community Lease work programme

Young Governance role: Setting direction / priorities / budget Proposed Outcome/s: To review and provide direction on the Community Lease Programme. Attachment/s: Material unavailable at the time of agenda build. Summary of discussions Jenny advised members that the 2024/2025 work programme had been copied into the 2025/2026 work programme which will need a tidy up. The following are the leases that need work: · Genealogists · Papakura City Football Club (PCFC) · Pipe Band · Rugby League · Potters · Behind Bunnings Playcentre · Pulman Trust Accommodate Lodge. Currently sitting with land advisory as need to survey off the driveway. · Girl Guides · Three vacancies · Playcentre at Opaheke Road · Papakura Bowling Club – have a 33 year lease
Sea Scouts hall – Lease is due for renewal in July 2025. Jenny advised this is a complex one as the parent Scout Body has funds yet the local group needs support to upgrade their facility. CAB – Jenny advised that the CAB has a community lease which was three years plus two three year renewals. The first renewal date had passed before the CAB had signed. The Senior Lease Advisor is dealing the CAB leases at a regional level. The Chair advised that the southern CABs operate independently separate from ACABx. There are issues in southern parts of Auckland which will need a close eye kept on how the CABs are treated going forward. Clarify whether if the park is called Longford Park or Wellington Park. Staff advised in the system it is called Longford Park Esplande Reserve. Action 1. Staff will tidy up the SharePoint to reflect the accurate 2025/2026 Work programme list. |

Climate Ready Papakura Pilot

Attachment/s: Attachment B – Item 4: Memo - Climate Ready Papakura Pilot Update Summary of discussions Staff provided an update on progress with the Climate Ready Papakura Pilot. The funding for the pilot runs through to March / April 2026. Local Board feedback: · Request for quarterly check-ins to keep the local board abreast of what is going on. · Request for the Climate Ready Pilot to link in with the Papakura Local Board work programme leads to ensure connectivity, understanding and no duplication of funding. Staff response: have identified some links and over laps. Will connect those community groups to the SME’s in Council to have discussion. · Concern expressed that this funding is finite, ie: finishes in March / April 2026, and how sustainable initiatives will be for future years once funding ends, eg: street meets. The local board budget will be severely constrained in 2026/2027. · Whose looking after these groups and whose running them.

Te Ara Hura P27 Full Facilities Maintenance Contract feedback
confirmed. Action: Lee to send updated feedback to
relevant staff. (actioned 16 May2 025) · Massey Park Users group – Eli Nathan has instructed the team to organise a meeting as soon as possible and schedule regular quarterly meetings going forward. · Prince Edward Park users – Action: Alex Overwater-Davis to provide advice whether a users group meeting process is also required for the Prince Edward Park users. · Draft Papakura Sport & Active Recreation Facilities Plan feedback: · Members felt there was a gap regarding the Gurudwara Temple. Members suggested when the authors didn’t have feedback from the Temple they could have asked the local board to help with networks to help open the door. The Temple has sporting facilities at that complex and it should be part of the mix. There is a FIFA accredited soccer field, hockey field and a stadium. It is a public facility. · Otherwise the Board were OK with the document. · Action: Feedback to be forwarded to staff. Actioned via email on 15 May 2025. ·

2025/2026 Takanini BID work programme - Quarter three report
for 2024/2025 Takanini BID work programme to reflect change of use
budget for the remaining $4,000 budget. For the 2025/2026 work
programme $10,000 was suggested. Members indicated they happy with the
suggestion. Action: Lee to ensure the change of use for the
2024/2025 Takanini BID work programme is reflected in the quarter 3
report. (Actioned 16 May 2025). ·
