That the Hauraki Gulf Forum:

a)        thank Mark Lenton for his presentation on the Destruction of our Foreshore and Rock Pools

b)       call upon the Constituent Parties to prepare a recommendation report for the relevant authorities that hold the appropriate compliance and enforcement powers to deal with the issue concerning the depletion of living organisms in the foreshore and rock pools and in accordance with section 17 (1) (i) of the functions of the forum, to also encourage, share, co-ordinate where appropriate, and disseminate educational and promotional material.

a)        thank Jon Carapiet for his presentation on the Community interest in protection for the Hauraki Gulf from effects of runoff from land use or marine use of unregulated gene edited organisms in the catchment area

b)       request officers to prepare a technical report on the potential impact on the Hauraki Gulf of unregulated SDN1 and SDN2 gene edited plants, animals, micro-organisms and viruses.

5.1

Extraordinary Business – Bottom sea trawling

 

Note:   Member Bianca Ranson briefly explained the reason why this matter was not on the agenda and the reason why this matter cannot be delayed until the August meeting.

MOVED by Member B Ranson, seconded by Cr W Walker:   

That the Hauraki Gulf Forum:

a)         consider an extraordinary item “Bottom sea trawling” at Item 10 – Consideration of Extraordinary Items of this agenda, noting:

i)           the reason the matter was not on the agenda is that at the Environmental Defence Society conference on 12 May 2025, after the agenda for this meeting was distributed, the Minister of Oceans and Fisheries confirmed that proposed trawl corridor restrictions for the Hauraki Gulf would not proceed this term, and

ii)          the reason why this matter cannot be delayed until a subsequent meeting is that delaying a response until the August meeting would risk appearing complacent, diminish the Forum’s influence, and weaken the momentum of broader advocacy efforts. A prompt, coordinated, and public response is essential to demonstrate the Forum’s continued leadership and commitment to the Gulf’s restoration.

Executive Officer Report

That the Hauraki Gulf Forum:

a)      receive the report

b)      note the breach of the ship speed protocol and subsequent action by Port of Auckland Limited

c)      approve the grant of $9,500 to the Waiheke Marine Project to support the Koura Dive Survey.

10        Consideration of Extraordinary Items

 

10.1

Bottom sea trawling

 

Resolution number HGF/2025/22

MOVED by Member B Ranson, seconded by Co-chairperson Tangata Whenua Ms N Rata-MacDonald:  

That the Hauraki Gulf Forum:

a)         writes to the Forum’s Minister, the Minister of Conservation, and the Prime Minister to reaffirm that removing fishing methods that damage the seafloor remains a core priority for the Hauraki Gulf Forum

b)        expresses deep concern and disappointment at the public statements made by the Minister of Oceans and Fisheries indicating that the proposed trawl corridor restrictions will not be progressed this parliamentary term and requests that the Minister of Conservation clarify whether it reflects a decision of Cabinet

c)         requests that all Forum Members advocate for the Forum’s position to the fullest extent possible within their organisations and roles, including through public statements and direct engagement with Ministers and relevant agencies.
