Session 1 |
Pools and Leisure 6 monthly performance update Presenters: Garth Dawson, Head of Service Partner Delivery Tom Mann, CLMNZ Taylor Harvey, Franklin Pools and Leisure Centre Manager Purpose: To highlight operational and financial performance, provide updates on activity programmes and discuss general operational experiences. Governance Role: Oversight and monitoring Summary of Discussions The board received the first update on Franklin pools (including the Franklin Pool and Leisure Centre), under changed management. Discussion on increasing usage included whether or not heating or covering open pools would increase attendance. Staff and management will be providing six-monthly updates to the board. |

Beachlands Hub update Presenters: Kim Taunga, Head of Community Delivery Melody Osborn, Community Hub Banita Wallabh, Programme Manager (FF contracts) Moushmi Sharan, Work Programme Lead Dany Millar, Connected Communities Lead and Coach Philippa Barhoumi, Business Lead Riya Seth, Senior Advisory Partner Joanna Roxborogh, Senior Advisory Partner Hazel Audain, Librarian Rural Libraries Jo Brewster, Manager Pātaka Kōrero Kaewa Purpose: Discuss options for providing community services in Beachlands. Governance Role: Setting direction/priorities/budgets
Summary of Discussions: The board reviewed the options presented for developing a community hub in Beachlands/Maraetai, and gave direction to proceed with Option B. The board also requested that plans for a long term solution (as expressed in Option C) should also be worked on. |

Proposed local dog access rule changes Presenters: Paul Wilson, Senior Policy Manager Georgia Kane, Policy Advisor Purpose: Provide consultation feedback to enable decisions on whether to adopt/amend/reject proposed changes to local dog access rules in the local board area. Governance Role: Input to regional decision-making Summary of Discussions: The board were provided with an explanation of Attachment A. The report will be brought to a business meeting for resolution. |

Fencing at Te Pae Mahara Roulston Park Presenters: Sandy Mills, Eke Panuku Communications and Engagement Richard Davison, Priority Location Director Marion Weatherley Purpose: Inform board of fencing options to enable them to confirm direction. Governance Role: Setting direction/priorities/ budgets Summary of Discussions: Eke Panuku provided an update on the Roulston Park and playground renewal, along with options for final fencing plans for discussion. The board discussed the options and expressed views, as requested for indicating direction. Member Soole requested that his preference for the second fencing option was recorded. Paparata Reserve draft concept plans Presenters: Kristen Greenfield, Parks and Places Specialist Vira Feng, Landscape Architect Purpose: Present draft concept plans shaped by community feedback. Governance Role: Setting direction/priorities/budgets Summary of Discussions: The board reviewed draft concept plans for the Paparata Reserve, Bombay, and provided their views to staff prior to planned public consultation. |

Mill Road/ Roads of National Significance Presenters: Theresa Walsh, T Walsh Consulting Duncan Humphrey, Project Director Purpose: Update the board on plans for Mill Road under the Roads of National Significance work (NZTA Waka Kotahi) Governance Role: Keeping informed Summary of Discussions: The Franklin and Papakura local board members were updated on NZTA Waka Kotahi’s plans for implementing Stage 1 of the Mill Road (Roads of National Significance) project.
