Purpose of the report

1.       To present the Howick Local Board workshop agenda for 22 May 2025.

Executive summary

2.       Most workshops are open to the public to attend as observers in person or online.

3.       Some sessions may not be open to the public. The staff / chairperson decide which sessions are open to the public, depending on the sensitivity of the information being discussed. If a session is not open, a reason will be provided below.

4.       Email Howicklocalboard@aucklandcouncil.govt.nz for a link to join the workshop online.

5.       Local Board workshops provide an opportunity for local boards to carry out their governance role in the following areas:

a)   Accountability to the public

b)   Engagement

c)   Input to regional decision-making

d)   Keeping informed

e)   Local initiative / preparing for specific decisions

f)    Oversight and monitoring

g)   Setting direction / priorities / budget.

6.       Workshops do not have decision-making authority.

7.       Workshops are used to canvass issues, prepare local board members for upcoming decisions and to enable discussion between elected members and staff.

8.       Members are respectfully reminded of their Code of Conduct obligations with respect to conflicts of interest and confidentiality.

9.       The following will be covered in the workshop:

Session 1 – 10.00 – 11.00am

Annual Planning workshop 9 - Local Board Agreement

Presenters:                   Ian Milnes – (Senior Local Board Advisor)

Tracey Freeman – (Local Board Advisor)

Hao Chen - (Manager Local Board Financial Advisory)

Brandii Stephano - (Engagement Advisor)

Purpose:                       To finalise the content of the draft local board agreement 2025/2026, which will be agreed at the local board business meeting in June 2025.

Governance role:          Setting direction, priorities and budgets

Proposed Outcome:      That the Local Board Agreement will be finalised prior to the 12 June additional business meeting

Work Programme FY26 - Tāmaki Estuary Waterways Collective

Presenters:                   Kartik Bhat - (Relationship Advisor)

Donna Carter - (Healthy Waters Specialist)

Katie Jones – (Ōtara Waterways and Lake Project Manager)

Purpose:                       To discuss the Tāmaki Estuary as part of the soon-to-be-approved FY26 work program and line 4977 - Tamaki Estuary Waterways Collective.

Governance role:          Setting direction, priorities and budgets

Proposed Outcome:      That the Board will receive a detailed overview of the Tāmaki Estuary prior to the approval of the work programmes at the 19 June business meeting.

Session 3 – 12.30 – 1.00pm

Kāinga Ora

Presenter:                     John Tubberty – (Regional Director, Central and East Auckland, Kāinga Ora)

Purpose:                       This will be the second of three planned meetings for 2025 between the Howick Local Board and Kāinga Ora to discuss ongoing KO projects in the Howick rohe.

Governance role:          Keeping informed

Proposed Outcome:      That the Board receive an overview of Kāinga Ora projects in the area.

Pest Free Howick Ward

Purpose:                       To present updates about Pest Free Howick Ward to the Howick Local Board.

Proposed Outcome:      That Board members are informed about the developments in the work programme.

Purpose:                       To inform the board about the progress of the Community Delivery team’s work for quarter three.

Proposed Outcome:      That Board members receive a regular update on the progress of the Community Delivery team.
