Purpose of the report
1. To recommend to the Governing Body to agree the Tūpuna Maunga Authority Operational Plan 2025/2026 and the summary of that plan.

4. The Governing Body is invited to approve the Tūpuna Maunga Authority Operational Plan 2025/2026 and the Summary of the Tūpuna Maunga Authority Operational Plan 2025/2026 for inclusion in the Annual Budget 2025/2026.
Recommendation/s
That the Governing Body:
a) whakaae / agree to the Tūpuna Maunga Authority Operational Plan 2025/2026 (Attachment A of the agenda report), and the Summary of the Tūpuna Maunga Authority Operational Plan 2025/2026 (Attachment B of the agenda report).
b) whakaae / agree to include the agreed Summary of the Tūpuna Maunga Authority Operational Plan 2025/2026 in the Annual Budget 2025/2026.

Context
5. Each year the Tūpuna Maunga Authority Operational Plan is developed, pursuant to the Ngā Mana Whenua o Tāmaki Makaurau Collective Redress Act 2014, to provide a framework in which the council will carry out its functions for the routine management of the tūpuna maunga, under the direction of the Tūpuna Maunga Authority. The Tūpuna Maunga Authority Operational Plan must be prepared and agreed concurrently with and included in summary form in its annual budget.
6. A summary of the Draft Tūpuna Maunga Authority Operational Plan was included in the council’s annual budget Consultation Document, and public feedback was received by the council and the Tūpuna Maunga Authority. A report summarising the feedback was received at a joint hui of the council and the Tūpuna Maunga Authority on 7 May 2025.

Analysis and advice
7. The Draft Tūpuna Maunga Operational Plan 2025/2026 and Draft Summary of the Tūpuna Maunga Operational Plan 2025/2026 set out the budget for the coming financial year in detail and provide indicative information for the years 2026/27 and 2027/2028.
8. On 9 December 2024, the Tūpuna Maunga Authority adopted its Draft Tūpuna Maunga Operational Plan 2025/2026 and Draft Summary of the Tūpuna Maunga Operational Plan 2025/2026 for inclusion in the council’s Consultation Document and Supporting Information to support consultation on the Annual Budget 2025/2026.
9. On 12 December 2024, the Governing Body agreed to the Draft Tūpuna Maunga Operational Plan 2025/2026 and the Draft Summary of the Tūpuna Maunga Operational Plan 2025/2026 for inclusion in the consultation material for the Annual Budget 2025/2026.
10. The council received feedback on the Draft Tūpuna Maunga Operational Plan 2025/2026 through its annual budget consultation process.
11. The Tūpuna Maunga Authority also sought and received feedback on the Draft Tūpuna Maunga Operational Plan 2025/2026.
12. A report was prepared summarising feedback received on the Draft Tūpuna Maunga Operational Plan through both the council and Tūpuna Maunga Authority consultation processes. This was considered on 7 May 2025, when a joint deliberation hui was held between the Tūpuna Maunga Authority and the Auckland Council.
13. The Auckland Council received 169 written submissions relating to the draft Operational Plan and the summary. Of those, 85 submissions addressed the draft Operational Plan and Maunga Authority activities while 84 of these 169 submissions covered a wide range of matters unrelated to the Operational Plan and the Maunga Authority activities proposed in the plan. Most submissions were of a few sentences and often contained additional comments that were not germane to the draft operational plan or summary.
14. Of the submissions received by council, 22% were generally supportive of the Draft Operational Plan, 10% were generally in opposition to the Draft Operational Plan, while 18% did not express support or opposition – and the remaining 50% addressed other matters not relevant to the draft Operational Plan or Maunga Authority activities proposed in the plan.
15. No amendments arising out of the submissions were recommended by Staff. The Draft Tūpuna Maunga Authority Operational Plan 2025/2026 and the Draft Summary are attached to this report as Attachments A and B respectively.
16. Staff recommend that the Governing Body agree the Tūpuna Maunga Authority Operational Plan 2025/2026, and the Summary of the Tūpuna Maunga Authority Operational Plan 2025/2026 as attached to this report, with the agreed Summary to be included in the Annual Budget 2025/2026.

17. This report relates to the budget and operational plan of the Tūpuna Maunga Authority, an independent co-governance entity. Matters relating to climate impacts may be addressed by that authority.

18. This report relates to the budget and operational plan of the Tūpuna Maunga Authority, an independent co-governance entity. The authority has its own independent relationships with the various parts of the council group.
Financial implications
19. The Draft Tūpuna Maunga Plan annual budget for the 2025/2026 financial year is provided for in the council’s Long-term Plan 2024-2034 and no increase is sought.
20. The Draft Tūpuna Maunga Plan includes long term plan funding in outer years that reflect a transition from a substantial capital works programme to a focus on maintaining assets, and funding operational programmes.
Risks and mitigations
21. The Tūpuna Maunga Authority Operational Plan 2025/2026 is necessary to support the council’s routine management of the Tūpuna Maunga under the direction of the Tūpuna Maunga Authority and must be agreed by the Auckland Council and the Tūpuna Maunga Authority prior to 1 July 2025.
22. There is a reputational risk to Māori outcomes and relationships if the council did not approve funding for the Tūpuna Maunga in the Auckland area. This could affect the council’s ongoing relationships with mana whenua organisations of Tāmaki Makaurau.

23. The Tūpuna Maunga Authority is a tangible expression of a Treaty-based partnership between Ngā Mana Whenua and the council. It is a vehicle through which the mana whenua worldview and historical, cultural and spiritual connections with the Maunga will be given visibility and guide decision-making for the health and wellbeing of these important taonga. The Tūpuna Maunga Authority and council have engaged with Ngā Mana Whenua on the Draft Tūpuna Maunga Operational Plan 2025/2026 and submissions were received and considered.

Local impacts and local board views
24. The Tūpuna Maunga Authority sought the views of the eight local boards with Tūpuna Maunga within their areas. The council sought the views of all local boards in relation to the Annual Budget 2025/2026. Any submissions that were received during the consultation period were considered in the joint deliberation hui.

Next steps
25. On the agreement with the Tūpuna Maunga Authority of the Operational Plan 2025/2026 and Summary by the Governing Body, funding for the agreed Operational Plan 2025/2026 will be provided for, and the Summary will be included, in the final Annual Budget 2025/2026. The agreed Operational Plan will also be made available for public viewing online.
