Note 2:       No working party/workshop may reach any decision or adopt any resolution unless specifically delegated to do so.

Purpose of the report

1.       To present the Māngere-Ōtāhuhu Local Board workshop agenda for 28 May 2025.

Executive summary

2.       Workshops will be recorded. The link to the recordings can be found at this link from the Auckland Council Youtube channel: Māngere-Ōtāhuhu Local Board workshop - recordings  

3.       Some sessions may not be open to the public therefore will not be recorded. The staff and/or chairperson and deputy chairperson decide which sessions are open to the public, depending on the sensitivity of the information being discussed. If a session is not open, a reason will be provided below.

4.       Local Board workshops provide an opportunity for local boards to carry out their governance role in the following areas:

a)   Accountability to the public

b)   Engagement

c)   Input to regional decision-making

d)   Keeping informed

e)   Local initiative / preparing for specific decisions

f)    Oversight and monitoring

g)   Setting direction / priorities / budget.

5.       Workshops do not have decision-making authority.

6.       Workshops are used to canvass issues, prepare local board members for upcoming decisions and to enable discussion between elected members and staff.

7.       Members are respectfully reminded of their Code of Conduct obligations with respect to conflicts of interest and confidentiality.

Session 1 – 12.15 – 2.45pm

Planning and Operations - Local Board Work Programmes Workshop 8 (continued from 14 May) and Annual Planning Workshop 9 - Local Board Agreement

Presenter/s:                  Daniel Poe (Snr Local Board Advisor), Nicola Mochrie (Local Board Advisor), Brandii Stephano (Engagement Advisor), Manoj Rathod (Lead Finance Advisor), Boaz Moala (Community Broker), SME’s for WS 8 continuation TBC

Purpose:                       To a) continued from WS8 14 May, finalise local board work programmes and related LBA targets for performance measures prior to approval and b) discuss the content of the draft local board agreement 2025/2026

Governance role:          Local initiative / preparing for specific decisions

Outcomes:                    To a) finalise local board work programmes and balance budgets prior to approval of work programmes at business meetings in June 2025 and b) finalise the content of the draft local board agreement 2025/2026, which will be agreed at a local board business meeting in June 2025

Policy, Planning and Governance – Multi-board service options

Presenter/s:                  Jestine Joseph (Programme Lead)

Purpose:                       To discuss the options to manage multi-board services

Governance role:          Setting direction / priorities / budget

Proposed Outcome/s:   Formal feedback through business meetings

Session 3 – 3.30 – 4.00pm

IES - Shoreline Adaptation Plans: Tamaki Estuary and Highbrook to Pine Harbour (Formally Bucklands Beach to Pine Harbour)

Presenter/s:                  Sage Vernall (Senior Coastal Adaptation Specialist and Tranche Lead), Lara Clarke (Shoreline Adaptation Plan Programme Lead and Principal Coastal Adaptation Specialist) - both in person if possible

Purpose:                       Provide updates on the development of the Shoreline Adaptation Plans: Tamaki Estuary and Highbrook to Pine Harbour (Formally Bucklands Beach to Pine Harbour). Changes to boundaries, community engagement reporting, coastal adaptation strategies, progress updates on the development of the final SAP reports and next steps.

Governance role:          Keeping informed

Proposed Outcome/s:   Local Boards are made aware/ provided with an update on Shoreline Adaptation Plans (SAPs) under development in their area and understand timeframes, outcomes and next steps for the completion of the Tamaki Estuary and Highbrook to Pine Harbour (Formally Bucklands Beach to Pine Harbour) Shoreline Adaptation Plan Reports.

IES- Pest Free Ihumaatao

Presenter/s:                  Baxter Rogers (Conservation Advisor) - online, Kowhai Olsen (Taiao Lead), Sophia Olo-Whaanga (Taiao kaitiaki), Ignacio Quinteros (Relationship Advisor)

Purpose:                       To provide an update on the Pest Free Ihumaatao project

Governance role:          Keeping informed

Proposed Outcome/s:The Board are kept informed
