Purpose of the report

1.       To present the Māngere-Ōtāhuhu Local Board workshop agenda for 11 June 2025.

Executive summary

2.       Workshops will be recorded. The link to the recordings can be found at this link from the Auckland Council Youtube channel: Māngere-Ōtāhuhu Local Board workshop - recordings  

3.       Some sessions may not be open to the public therefore will not be recorded. The staff and/or chairperson and deputy chairperson decide which sessions are open to the public, depending on the sensitivity of the information being discussed. If a session is not open, a reason will be provided below.

4.       Local Board workshops provide an opportunity for local boards to carry out their governance role in the following areas:

a)   Accountability to the public

b)   Engagement

c)   Input to regional decision-making

d)   Keeping informed

e)   Local initiative / preparing for specific decisions

f)    Oversight and monitoring

g)   Setting direction / priorities / budget.

5.       Workshops do not have decision-making authority.

6.       Workshops are used to canvass issues, prepare local board members for upcoming decisions and to enable discussion between elected members and staff.

7.       Members are respectfully reminded of their Code of Conduct obligations with respect to conflicts of interest and confidentiality.

8.       The following will be covered in the workshop:


 

 

Session 1 – 1.00 – 1.45pm

Auckland Transport - Ōtāhuhu Station

Presenter/s:                  Richard Hawke (Principal Project Manager), Alex Elton Farr (Elected Member Relationship Partner – Auckland Transport)

Purpose:                       To present the Ōtāhuhu Station wayfinding upgrades package to the local board

Governance role:          Setting direction / priorities / budget

Outcomes:                    Local Board to offer any suggestions of missed locations for customer info or signage

Session 2 – 1.45 – 2.45pm

Auckland Transport - Māngere East Innovating Street project discussion

Presenter/s:                  Hamish Mackie (Director, Mackie Research), Hemant Rohit (Principal PM, Auckland Transport), Abhi Jayachand (Project Manager, Auckland Transport), Sagar Kariya (Director, Eliga), Jay Faata (Snr Comms Specialist, Auckland Transport), Alex Elton Farr (Elected Member Relationship Partner – Auckland Transport)

Purpose:                       To discuss implementation of permanent changes to Māngere East after successful implementation of trial improvements since 2021, to make it safer, calmer and more welcoming for everyone

Governance role:          Setting direction / priorities / budget

Proposed Outcome/s:   endorsement from the LB to proceed with construction

Session 3 – 2.45 – 3.15pm

Auckland Transport - Māngere bus changes

Presenter/s:                  Edward Newbigin (Principal Communications and Engagement), Alex Elton Farr (Elected Member Relationship Partner) - in person

Purpose:                       To discuss a number of bus changes, and associated infrastructure, planned for November 2025

Governance role:          Setting direction / priorities / budget

Proposed Outcome/s:   To get feedback from the Māngere-Ōtāhuhu Local Board on the bus service plans, bus stop plans, and consultation.

Note: This workshop session is closed and will not be recorded. This is to allow free and frank discussion as sensitive information will be shared.

Financial Advisor – Work programme budgets

Presenter/s:                  Manoj Rathod (Lead Financial Advisor)

Purpose:                       To provide an update on OPEX funded role(s) and the Work Programme budget prior to adoption at June business meeting

Governance role:          Local initiative / preparing for specific decisions

Proposed Outcome/s: The Board are informed prior to adoption.

Pools and Leisure - update

Presenter/s:                  Garth Dawson (Head of Service Partner Delivery), Darryl Hamilton (Contract Manager), Waitangi Mika (Centre Manager), Matt Nash (Head of Operations South – Community Leisure Management), Amy Tapueluela (Centre Manager), Jenni Taumata (Centre Manager), Tom Mann (General Manager Marketing and Business Development)

Purpose:                       To highlight operational and financial performance, provide updates on activity programmes and discuss general operational experiences

Governance role:          Keeping informed

Proposed Outcome/s:  Is to keep the local board informed on the performance of the pools and leisure centres in the local board area in relation to the regional network.
