That the Upper Harbour Local Board:

a)          whiwhi / receive the deputation from Clayton Edy, Sawit Tun, Noke Tipgomut, Laya Jones and Jason Lao and thank them for their attendance and presentation on behalf of the residents of Korari Way and neighbouring properties

b)         urgently and strongly request that the Auckland Council compliance team take all appropriate steps to ensure the applicant complies with the resource consents at 145 Albany Highway

c)          tono / request that Auckland Council investigate implementing a stop works notice based on evidence provided in this deputation regarding breaches of consent conditions and unsafe working practices under the Health and Safety at Work Act 2015.

Notice of Motion - Member Callum Blair and Chairperson Anna Atkinson, Western Carpark - Hooton Reserve

MOVED by Member C Blair, seconded by Chairperson A Atkinson:  

That the Upper Harbour Local Board:

a)          request immediate temporary vehicle access restrictions of the western carpark at Hooton Reserve as an interim risk mitigation measure until the local board and council staff are able to implement appropriate improvements for the management of the carpark noting this would still allow public pedestrian access

b)         request Parks and Community Facilities department implement actions from clause a) including but not limited to concrete bollards and signage from 2025/2026 work programme Activity ID 30718 Hooton Reserve renew western carpark or Activity ID 30457 UH renew reserve roads and carparks should there be no operational response fund within the organisation to implement this decision

c)          request Auckland Council Community Impact team work with social services providers and partners to  provide outreach support for individuals that have been residing in Hooton Reserve

d)         note that Parks and Community Facilities are working on a formal report to seek approval on options for improved management at Hooton Reserve including implementation plans and request this report include advice on the statutory processes required to implement these options

e)          request that Auckland Council continue to work with Ministry of Housing and Urban Development and Ministry of Social Development to address the growing number of homeless people within Auckland.

Final draft of the Upper Harbour Ethnic Peoples Plan

 

The Specialist Advisor, Co Jocker, and the Community Broker Upper Harbour, Monica Sharma, were in attendance to support the item.

That the Upper Harbour Local Board:

a)          whakaae / adopt the Upper Harbour Ethnic Peoples Plan 2025-2030 (Attachment A to the agenda report)

b)         whakamihi / thank Auckland Council officers especially Jo Cocker and Monica Sharma for leading this work and ensuring that the findings are imbedded within work program line items for implementation

c)          whakamihi / thank The Asian Network Incorporated for their great work during the development of this plan.

Kōkiri Agreement 2025-2026 (local board transport agreement)

 

The Auckland Transport Elected Member Relationship Partner, Owena Schuster, was in attendance via Microsoft Teams to support the item.

MOVED by Chairperson A Atkinson, seconded by Deputy Chairperson U Casuri Balouch:  

That the Upper Harbour Local Board:

a)          ohia / endorse the Upper Harbour Local Board Kōkiri Agreement 2025-2026 as outlined in Attachment A subject to the following changes:

i)           inclusion of project ‘stage 1 Oteha Valley Road Shared Path cycleway and connection and crossing’  be added into the 2025/2026 agreement under ‘consult’, noting it is in the 2024/2025 Kōkiri Agreement

ii)         inclusion of project ‘Stage 3 of a Shared Path Cycleway on the southern side of Oteha Valley Road and connection and crossing.’ be added into the 2025/2026 agreement under ‘consult’, noting it is in the 2024/2025 Kōkiri Agreement

iii)        inclusion of project ‘Reviewing bridges for seismic issues including Dairy Flat Highway and Lucas Creek Bridge in Albany Village’ be added into the 2025/2026 agreement under ‘advocacy’, noting it is in the 2024/2025 Kōkiri Agreement

iv)        request the addition of the following high risk intersections and other projects under advocacy:

A)         Brigham Creek Road and Hobsonville Road

B)         Wisely Road and Hobsonville Road

C)         Kauri and Brigham Creek Road

D)         Te Rito Drive and Clark Road

E)         Scott Road and Clark Road

F)         Unsworth Drive and Albany Highway

G)         Gills Road and Lonely Track Road

H)         Kauri Road footpath

I)           Bus to the new botanic gardens on Kyle Road

v)         updates to the background page of the Kōkiri Agreement 2025/2026 noting that the current wording is outdated as the ferry terminal and the primary school opened in 2013 and the secondary school opened in 2014 therefore request amendment as follows:

Upper Harbour Local Board includes Whenuapai, Herald Island and Hobsonville and West Harbour in the west, and Pāremoremo, Greenhithe, Albany, Rosedale, Northcross, Unsworth and Pinehill in the east.

         The Upper Harbour Local Board area combines two areas previously under the jurisdiction of two separate councils.  It is an area undergoing significant change

         In its southern reaches the redevelopment of the Hobsonville airbase is home to a new primary and secondary school, new business opportunities and a new ferry terminal

The development of State Highway (SH) 18 has led to significant work on planning of the Hobsonville corridor and the Hobsonville village area.

TO

The Upper Harbour Local Board area spans a diverse mix of established and rapidly growing communities, including Whenuapai, Herald Island, Hobsonville, and West Harbour in the west, and Paremoremo, Greenhithe, Albany, Rosedale, Northcross, Unsworth Heights, and Pinehill in the east.

         This area continues to experience significant population growth, particularly in the west, where large-scale housing developments in Whenuapai and Hobsonville are reshaping transport demand.  In the west the fast growth of housing and increased commercial activity is placing pressure on local roads and public transport networks.  Increased development north of Albany is putting pressure on transport infrastructure in Albany

Many neighbourhoods remain car-dependent due to gaps in in public transport, limited local bus frequency, and a lack of safe walking and cycling infrastructure

b)         tuhi tīpoka / note that Auckland Transport’s forward work programme brief as appended in Attachment B to the agenda report was received and considered by the local board prior to making decisions on the proposed levels of engagement outlined in the Upper Harbour Local Board Kōkiri Agreement 2025-2026

c)          whiwhi / receive the July 2025 quarterly update on the Kōkiri / Local Board Transport Agreement 2024–2025 as outlined in Attachment D

d)          kohuki / consider the Auckland Transport July 2025 quarterly update regarding the Albany Park and Ride Pre-Booking pilot project to be misleading and further note:

i)           that the local board do not support this project in its current form.

ii)         that the program was supposed to allow people arriving later in the day to be able to access parking, yet it is bookable from 6:30am

iii)        that the high demand shown is also a demonstration of the lack of feeder buses

e)          tuhi tīpoka / note that the upcoming implications of the Local Government (Auckland Council) Act 2009 legislation on the Upper Harbour Local Board Kōkiri Agreement 2025-2026 are not known at this time.

b)         whakamihi / thank the 110 individuals and 4 organisations from Upper Harbour local board area who made submissions.

Te Ara Hura 2027 - PCF maintenance contracts programme local board feedback report

That the Upper Harbour Local Board:

a)          tuku / provide views on the Te Ara Hura / The Way Forward 2027 Parks and Community Facility maintenance contracts programme as outlined in the document titled “Upper Harbour Local Board feedback on Te Ara Hura 2027 - PCF maintenance contracts programme – 24 July 2025” tabled to the minutes and provide the following additional feedback:

i)           do not support the inclusion of the first-right-of-refusal clause (or similar) that allows the contractor to acquire small contracts without going through an EOI process. We are concerned that there is the possibility of asset or open space maintenance being intentionally neglected until a renewal contract is offered

ii)         support the inclusion of other suppliers to encourage healthy competition

iii)        as part of this review programme request alternative procurement and maintenance options be investigated including the ability for certain areas e.g Hobsonville Point or potentially some reserve maintenance groups to opt out of some aspects of the program and hire their own contractors to do it

iv)        consider that there needs to be more clarity around pest plant removal noting that in the past that sometimes pest plants (e.g Gorse) is left until it is of such a height that it requires specialist contractors to remediate it

v)         request public consultation with stakeholder e.g sports clubs, community houses and ecological group and volunteers to enable their input into this process

vi)        support the improvement of preventative maintenance for our facilities

vii)      request the ability for local boards to vary the outcomes during the contract period noting that local boards are more responsible for their budgets than ever before and need to be able to set service levels to be responsive to community needs

viii)     do not support the approach outlined in paragraph 8 of the agenda report which says “staff will continue to provide updates throughout 2025 and 2026, including at the Local Board Chairs Forum and through Parks and Community Facilities (PCF) monthly reporting”

ix)        request that given the significance of this spend, briefings for all local board members or sub regional meetings are held noting that we do not  consider that the Chairs Forum should not be used as a way of informing the local boards about this process

x)         request that officers ensure that the allocation of costs to each local board to deliver on full facilities contract services are accurate and transparent.
