a)      ohia / endorse the levels of engagement established by Auckland Transport in the Aotea / Great Barrier Local Board Kōkiri Agreement 2025-2026.

b)      tuhi tīpoka / note that Auckland Transport’s forward work programme brief as appended in Attachment B to the agenda report was received and considered by the local board prior to making decisions on the proposed the levels of engagement outlined in the Kōkiri Agreement 2025–2026.

c)      whiwhi / receive the July 2025 quarterly update on the Kōkiri / Local Board Transport Agreement 2024–2025.

Auckland Transport: Civil Aviation Authority Certification of Great Barrier Aerodrome (Claris Airport)

That the Aotea / Great Barrier Local Board:

a)          tuhi tīpoka / note, as required by the Civil Aviation Act 2023 (CAR Rule 139.401) the following appointments:

                  i)          John Strawbridge, Group Manager Parking Services at Auckland Transport is identified as the Chief Executive; and

                ii)         Richard La Ville, Operations Manager Waiheke and Gulf Islands at Auckland Transport is designated as the Airport and Safety Manager.

b)      tuhi tīpoka / note that landing fees and revenue options for Claris and Okiwi Aerodromes will be reviewed.

c)      tuhi tīpoka / note that pursuant to Civil Aviation Rule (CAR) Part 99 Drug and Alcohol Management Plans (DAMPs), Auckland Transport is identified as DAMP operator and is developing drug and alcohol management plans for Civil Aviation Authority (CAA) submission by 1 July 2026.

d)      tuhi tīpoka / note that Auckland Transport is responsible for all unmanned aerial vehicles (UAV) activity in the Area of Responsibility (AOR) around Claris and Okiwi aerodromes, including flight request approvals.

e)       whakamihi / thank John Strawbridge and Richard La Ville for their mahi on the Certification of Great Barrier Aerodrome (Claris Airport).

Urgent decision of the Aotea / Great Barrier Local Board to formalise the project submission to the contestable Fix and Finish Fund

That the Aotea / Great Barrier Local Board:

a)      whakaū / confirm the urgent decision (Attachment A to the agenda report) made on 17 July 2025 to formalise Aotea / Great Barrier Local Board’s submission of proposed project to the contestable Fix and Finish Fund, as follows:

a)      whakaae / approve the Aotea Great Barrier – upgrade and repair – service centre microgrid infrastructure to be submitted for funding from the $20 million Fix and Finish Fund, due to the project:

i)     being a long-standing, strategic priority for the local board to provide power for critical council and community services to Aotea Great Barrier, and initially was part of council’s ‘One Local Initiative’ / ‘OLI’ programme

ii)    being consistent with all the eligibility criteria, as agreed by the Governing Body as part of staff advice to the support the Mayoral Proposal

                             iii)    aligning and responding to all ten of council’s ‘Better Value Projects’ framework and criteria, in particular:

The local board’s urgent decision on the proposed changes to national direction under the Resource Management Act 1991 (RMA) and the local board’s feedback on Package 4 (Going for Housing Growth) were tabled at the business meeting. a)      whakarite / provide the tabled Aotea / Great Barrier Local Board feedback via urgent decision to be appended to the final Auckland Council submission on the proposed changes to national direction under the Resource Management Act 1991 (RMA).

b)      tāpae / delegate authority to the Chairperson and / or Deputy Chairperson to make any necessary changes to finalise local board feedback on Package 4 (Going for Housing Growth) to be included to the 14 August Policy and Planning Committee meeting due on 6 August 2025.

c)      whakamihi / thank Anna Davis for her mahi on the local board’s feedback on Auckland Council's submission on the Government’s proposed changes to national direction under the Resource Management Act 1991 (Packages 1 to 4).
