8 Ngā Tono Whakaaturanga | Deputations
Standing Order 7.7 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Whau Local Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

9 Te Matapaki Tūmatanui | Public Forum
A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of three minutes per speaker is allowed, following which there may be questions from members.

10 Ngā Pakihi Autaia | Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Local board feedback on Auckland Council’s submission on proposed changes to national direction under the Resource Management Act

Purpose of the report
1. To seek local board feedback to be incorporated into Auckland Council’s submission on the Government’s proposed changes to national direction under the Resource Management Act 1991.

Executive summary
2. The Government is calling for submissions on its proposed change to national direction under the Resource Management Act 1991 (RMA).
3. The Government has released four discussion documents:
· Package 1: Infrastructure and development
· Package 2: Primary sector
· Package 3: Freshwater
· Package 4: Going for housing growth.
4. Submissions on the first three packages closed on Sunday, 27 July 2025. Submissions on Package 4 close on 17 August 2025.
5. The discussion document on Package 4: Going for housing growth was released on 18 June and seeks feedback on how the Government’s housing proposals fit into the new resource management system.
6. The revised national direction is intended to provide clearer and more consistent policy direction to inform resource consent decision-making. The changes are expected to be carried through to phase three of the Government’s reforms, which includes legislation to replace the RMA next year.
7. Local boards received a memo on 26 June 2025, followed by briefings from the project team on 27 June and 18 July 2025. Due to the limited timeframe for submissions, staff are not able to share a draft submission with local boards.
8. To support this technical response, staff have indicated that a thematic response from local board members would be the most impactful opportunity to contribute to the submission. This would aid staff in incorporating local board views into the main points for the Policy and Planning Committee’s consideration. Some broad questions are attached to help guide a thematic response from local boards.
9. The draft submission on Package 1 (Infrastructure and development), Package 2 (Primary sector) and Package 3 (Freshwater) was considered by the Policy and Planning Committee at its 24 July 2025 meeting. Local board feedback was due on 16 July 2025 to be incorporated into the submission and 23 July 2025 to be appended to the submission.
10. The draft submission on Package 4 (Going for Housing Growth) will be considered by the Policy and Planning Committee at its 14 August 2025 meeting. Feedback from local boards is due by 6 August 2025 to be included in the submission and 13 August 2025 to be appended.
11. Staff do not expect there to be any further consultation on Package 1 and 2 before final decisions are made by the Government. Feedback on Package 3 is expected to inform an exposure draft of the National Policy Statement for Freshwater Management, with a further round of consultation later this year. Further consultation on the Going for Housing Growth proposals is expected as the detailed design of the new system progresses.
12. The Government intends to have the new and/or updated national direction instruments in place by the end of this year, with no Schedule 1 plan changes anticipated.
Recommendation/s
That the Whau Local Board:
a) tuku / provide feedback to be incorporated into the council’s draft submission on Package 4 (Going for Housing Growth) of the Government’s proposed changes to national direction under the Resource Management Act 1991.
