Adoption of the Aotea / Great Barrier Local Board Emergency Readiness Plan

That the Aotea / Great Barrier Local Board:

a)      whai / adopt the Aotea / Great Barrier Local Board Emergency Readiness Plan (Attachment A to the agenda report).

b)      tautapa / delegate to the Aotea / Great Barrier Local Board Chairperson and / or Deputy Chairperson the ability to approve minor amendments to the Aotea / Great Barrier Local Board Emergency Readiness Plan.

c)      whakamihi / thank Reg Phillips - Senior Community Planning and Readiness Advisor and the Aotea / Great Barrier Emergency Response Team for the mahi in developing the Aotea / Great Barrier Local Board Emergency Readiness Plan.

Auckland Council’s Quarterly Performance Report: Aotea / Great Barrier Local Board for quarter four 2024/2025

 

Resolution number GBI/2025/117

MOVED by Chairperson I Fordham, seconded by Member P O'Shea:  

That the Aotea / Great Barrier Local Board:

a)      whiwhi / receive the integrated performance report for quarter four, 1 April to 30 June 2025.

b)      tuhi tīpoka / note the financial performance report in Attachment B of the report will remain confidential until after the Auckland Council Group results for 2024/2025 are released to the New Zealand’s Exchange (NZX) which are expected to be made public on or about 29 August 2025.

c)      whakamihi / thank Jacqui Fyers – senior local board advisor, Anna Davis – former PA / office manager & engagement advisor and Nan Hu – senior finance and performance advisor for all their mahi in preparing the Aotea / Great Barrier Local Board for quarter four 2024/2025 report.

Initiating Review of Local Board Delegation Protocols

 

Shirley Coutts - Principal Advisor, Governance Strategy, author of item 13, has indicated that there is an error in the report where it mentions member Brooke Loader of Henderson-Massey as Deputy Chairperson (reference page 39, paragraph 16 of the agenda). This should read as Member Brooke Loader as member of the Henderson-Massey Local Board.

 

Resolution number GBI/2025/118

MOVED by Chairperson I Fordham, seconded by Deputy Chairperson C Ollivier:  

That the Aotea / Great Barrier Local Board:

a)    provide the following feedback for consideration during the initial stages of the review of the delegation protocols:

i)           request the delegation protocols are refreshed to be consistent to the existing council group structure, while maintain alignment to the council’s decision-making allocation policy.

ii)          suggest that the delegation protocols are updated more frequently to ensure they stay aligned and consistent with any changes to council departments.

iii)        note that the local board support model has shifted away from a ‘portfolio holder’ approach to having workshops involving all local board members. As a result, the delegation protocols will need to be updated this reflect change.

iv)        propose new sections in the delegation protocols which reflect new initiatives in local board work programmes that are undertaken by council departments, these include (but are not limited to):

A)         Auckland Emergency Management

B)         Policy – Service and Asset Planning

C)         Healthy Waters – Flood and Resilience.

v)          suggest the following amendments and changes to the delegation protocols:

A)         a new stand-alone section for Community Leases, to reflect the important role they have to support local board and community outcomes

B)         ‘Parks’ be broadened to ‘Parks, Open Spaces and Sports Fields’ to reflect the range of assets local boards’ have decision-making over

C)         that ‘Built and Natural Environment’ be split, to reflect:

1)          the important role environmental initiatives have to support local board and community outcomes. This may include waste, sustainability and climate change mitigation initiatives

vi)        support the “no surprises” approach to working with local boards as referenced in General Notes, paragraph 7.
