Expressions of interest application and granting of a new community lease for Glen Haven Cottage located on Tūī Glen Reserve, 2 Claude Brookes Drive, Henderson

That the Henderson-Massey Local Board:

a)      tuku / grant a new community lease to the Brasileirinhos Aotearoa New Zealand Charitable Trust for an area comprising approximately 109m2 located at 2 Claude Brookes Drive, Henderson on the land legally described as Part Lot 11 Deposited Plan 6760 held in fee simple by Auckland Council and classified as a recreation reserve subject to the Reserves Act 1977 (as per Attachment A – Site Plan), subject to the following terms and conditions:

i.          term – five (5) years, commencing 1 November 2025, with one five (5) year right of renewal.

ii.         rent – $1300 plus GST per annum.

iii.        maintenance fee - $5,000 plus GST per annum.

iv.        community outcomes plan - to be appended to the lease as a schedule of the lease agreement.

v.         all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines 2012 (updated July 2023), and the Auckland Council standard form community lease agreement for a new community lease to the Brasileirinhos Aotearoa New Zealand Charitable Trust for an area comprising approximately 109m2 located at 2 Claude Brookes Drive, Henderson.

b)      tuhi ā-taipitopito / note that iwi engagement for Auckland Council’s intention to grant a new community lease to Brasileirinhos Aotearoa New Zealand Charitable Trust at 2 Claude Brookes Drive, Henderson has been undertaken.

c)      tuhi ā-taipitopito / note that public notification for Auckland Council’s intention to grant a new community lease to Brasileirinhos Aotearoa New Zealand Charitable Trust at 2 Claude Brookes Drive, Henderson will be undertaken prior to the finalisation of the lease.

Local board views on Plan Change 113 - adding trees and groups of trees to Schedule 10 - Notable Trees Schedule of the Auckland Unitary Plan Operative in Part, and to the Notable Trees overlay

That the Henderson-Massey Local Board:

a)      tautoko / support the addition of 174 trees and 29 groups of trees across the region to Schedule 10 of Plan change 113, and to the Notable Trees Overlay in the AUP maps.

Local board input into Auckland Council’s submission on the Local Government (System Improvements) Amendment Bill

 

Resolution number HM/2025/118

MOVED by Deputy Chairperson W Flavell, seconded by Member I Papau:  

That the Henderson-Massey Local Board:

a)         does not support the Local Government (Systems Improvement) Amendment Bill.

b)        kohuki / consider that the Local Government (Systems Improvement) Amendment Bill’s focus on prioritising core services and changing the purpose of local government risks taking away from the social, economic, environmental, and cultural wellbeing of our community. These wellbeing’s are essential for Henderson-Massey to thrive.

c)         kohuki / consider that by making changes to the purpose of local government, the Local Government (Systems Improvement) Amendment Bill could limit the Local Board's ability to respond to the specific and unique needs of our local community. We know what's best for our area, and we need the flexibility to act on it.

d)        kohuki / consider that the proposed purpose and list of core services do not capture the broad and important work that local government does, for example funding and supporting community groups, protecting our taiao, and fostering a sense of belonging.

e)         kohuki / consider that a narrow focus on "core services" could mean that funding and support for vital community initiatives might be cut. This could include projects that support local arts and culture, environmental protection, or local events that bring people together.

f)          does not support the proposal for standardised codes of conduct and standing orders, as a degree of local variation is important to reflect local preferences and values.

g)        tono / request that these resolutions be circulated to all local boards.

Kōkiri Report: Local Board feedback for Local Board Transport Capital Fund projects and Auckland Transport road safety programme projects

MOVED by Deputy Chairperson W Flavell, seconded by Member B Brady:  

That the Henderson-Massey Local Board:

a)      tautoko / support implementation of Option 2, an at Grade Zebra Crossing with Speed Humps (speed humps on both approaches and narrowed lane widths to reduce vehicle speeds) for the Rānui Station Road pedestrian improvements project and request Auckland Transport to progress the project to construction, subject to general positive sentiment from the outcome of public engagement.

b)      tautoko / support implementation of Option 3, a new signalised crossing at Don Buck Road intersection for the Red Hills Road pedestrian improvements project and request Auckland Transport to proceed to detailed design and public engagement, subject to funding availability in the 2025/2026 financial year.

c)      tautoko / support implementation of Option 2, relocate crossing 15 metres north (to improve visibility, reduce pedestrian conflict and address safety concerns) for the Awaroa Road kea crossing and speed hump project and request Auckland Transport to progress the project to construction, subject to general positive sentiment from the outcome of public engagement.

d)      tautoko / support installation of a raised zebra crossing outside Peninsula Primary School, along with stay-put school patrol signs, upgraded lighting, and regrading of the existing driveway and berm to mitigate potential stormwater impacts for the pedestrian safety improvements outside Peninsula Primary School and request Auckland Transport to progress the project to construction.

e)      tautoko / support the removal of existing chicane islands and the installation of new 75 millimetre high speed humps to create a slower speed environment and address maintenance concerns for the Duncan Avenue safety improvements project and request Auckland Transport to progress the project to construction.

Watercare’s Metropolitan Servicing Strategy

That the Henderson-Massey Local Board:

a)         whakamihi / thank Watercare for engaging with communities on the Metropolitan Servicing Strategy and for presenting at the recent workshop.

b)        tautoko / support Watercare’s leadership in sustainability and innovation, including the exploration of alternative water sources such as desalination and purified recycled water.

c)         kohuki / consider that for the future management of biosolids there is a need for clear criteria to assess suitable locations for their disposal or reuse, including consideration of options within and outside the Auckland region.

d)        kohuki / consider that it is very important to address aged infrastructure alongside future growth.

e)         kohuki / consider that there is a need for increased investment and long-term planning to ensure the network can meet both current and future demands.

f)          tautoko / support stronger community education and awareness around the value of water as a taonga, including the need to shift public attitudes toward water use and wastewater through storytelling and engagement.

g)        tautoko / support the Metropolitan Servicing Strategy to remain a living document, with regular updates and opportunities for continued community input.
